Statement of Work (SOW) Project: Monitoring, Delivery and Supply of Liquid Nitrogen

GENERAL INFORMATION

1.0 Scope of Work

The purpose of this Statement of Work (SOW) is to define the requirements for the supply, delivery, and monitoring of liquid nitrogen and the inspection and maintenance of the government owned liquid nitrogen tank located at loading dock 52 at the US. Food and Drug Administration, Federal Research Center White Oak Campus, 10903 New Hampshire Avenue, Silver Spring, MD 20993.

2.0 Background

The Food and Drug Administration (FDA), Center for Biologics Evaluation and Research’s (CBER) mission is to regulate biological products for human use under applicable federal laws, including the Public Health Service Act and the Federal Food, Drug and Cosmetic Act. CBER protects and advances the public health by ensuring that biological products are safe and effective and available to those who need them. CBER also provides the public with information to promote the safe and appropriate use of biological products. The continuous supply of liquid nitrogen is critical for accomplishing this mission. Liquid nitrogen is required to supply 52 high density freezers and maintain critical equipment.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks

The FDA cryo freezer repository is critical for supporting ongoing experiments: storing irreplaceable materials and maintaining critical equipment to accomplish the FDA/CBER’s

75F40124Q122882 Amendment 2 1 of 55 mission. The contractor shall perform the following tasks:

Task 1: Monitoring of Tank The contractor shall insure the level of the 9000-gallon tank is maintained within the limits of 30 inches to 110 inches and the pressure of the tank is maintained between 16 psi to 34 psi, 24 hours per day, 7 days per week, 365 days per year. The tank is Government owned. Telemetry monitoring method shall be used to monitor the level of the liquid nitrogen in the tank.

Task 2: Servicing of Tank The contractor shall be knowledgeable and compliant with all Local City, County, State, OSHA, DOT, EPA, NFPA rules and regulations and standards set forth by these organizations. Material Safety Data Sheets (MSDS) shall be filled out and provided by the Contractor upon request from the Contracting Officer's Representative (COR) or Technical Point of Contact (TPOC). The contractor shall adhere to the original equipment manufacturer (OEM) requirements for Chart model number VS9-9000SC-250-CS (serial number 25902) when filling and maintaining the liquid nitrogen tank.

Task 3: Supplying Liquid Nitrogen

The quality and purity of the liquid nitrogen shall meet or exceed the following specifications:

Liquid Nitrogen medical grade………………………..99.9998%

The contractor shall be able to certify the purity of the liquid nitrogen and provide validation documents to the COR or TPOC upon request.

Task 4: Tank Inspections

The contractor shall inspect the gaseous back-up manifold at each tank fill for proper pressure and operation and shall record the data and include in the invoice. In the event of any apparent loss of gas supply or apparent manifold malfunction, the contractor shall immediately report the condition to the COR and TPOC.

The contractor shall perform semi-annual inspections for the 9000-gallon Tank, safety valves, gauges, level indicator, valves, piping and the concrete mounting pad for the tank.

3.1 Reports and Deliverables

a. A written report of the semi-annual Safety Inspection for the tank shall be required at the completion of the inspection. The report shall be provided to the COR via email.

b. A clear and legible certificate of conformance shall accompany each delivery and shall be provided in hard copy at a designated area near the liquid nitrogen tank.

Task 54: Telemetry System Contractor shall include a telemetry tank monitoring system to refill as needed, but in no case

75F40124Q122882 Amendment 2 2 of 55 shall the tank have less than a 10-day reserve supply. The system shall include an appropriate back-up power supply and shall automatically maintain monitoring regardless of building power status. The contractor may utilize load trending to help plan scheduling, however, shall not rely exclusively on any set schedule as usage may fluctuate. Authorized government representatives to include but not limited to the COR and the TPOC, shall have access to the telemetry system. A summary report of the monitoring shall be included with the invoice.

In emergency situations when the system is down for more than 4 hours, the contractor shall notify the COR, TPOC, and authorized government representatives of the situation and request on-site manual monitoring of the liquid nitrogen level by the authorized government representatives.

Task 65: Telemetry System Maintenance The contractor shall be responsible for testing, verifying, and maintaining the proper operation of the telemetry system, including provision of any required installation, service parts, components, and back-up batteries. At no time shall the Liquid Nitrogen supply not be monitored by the contractor.

Task 76: Low Supply Emergency Response In the event of any low tank status condition (whether reported by the telemetry system or other notification from the COR and CO), the contractor shall respond within 2 hours to restore tank supply so as to avoid any disruption to facility operations, but in no case shall tank remain low for a period greater than 24 hours from the time first reported, regardless of time or calendar day.

Where a malfunction is observed in government equipment as the cause of such low supply condition, the contractor shall immediately report the condition to the CO, COR, TPOC and authorized government representatives and shall maintain an available supply for immediate tank refill as required.

4.0 Period of Performance

The period of performance for this requirement shall be for a base year and four (4) additional option year periods. The option year service agreements, if exercised, shall commence upon expiration of the base year service. The option years shall be as follows:
