About this file
This is a Justification for Sole Source Procurement document submitted by the Centers for Disease Control and Prevention (CDC) for a mechanical construction services contract valued at approximately $163,000, which falls under the $350,000 threshold for this justification type.
The procurement requirement involves installation of a new automatic transfer switch (ATS) in UPS Room B124 at CDC facilities in Atlanta, Georgia. The ATS will be fed by two feeders originating from Building 20 Unit Substations A and B and will serve the existing SOC UPS system in Room B124. The contractor must provide all materials, labor, and installation work, leaving the work area clean and operationally ready upon completion. The proposed vendor is Chenega Industrial Group, LLC, an SBA 8(a) program participant classified as a small business under NAICS 238210 (electrical contracting). The justification for sole source selection is based on the need for compatibility with existing systems, equipment, and support arrangements. Market research using the SBA's Dynamic Small Business Search tool identified a limited pool of qualified small-business electrical contractors with relevant past performance at CDC. Chenega Industrial Group, LLC was determined to be the only capable business possessing the specialized expertise, familiarity with CDC building structures and automated control systems, and logistics management capability needed to mitigate delivery delay risks and ensure project completion. The procurement request number is HCAJSBC2-2026-96065, and a firm fixed-price contract structure is recommended. Both the Program Office (Bill Dryden, COR) and Contracting Officer (Kourtney Marshall) have certified the justification as accurate and complete, with digital signatures dated August 11, 2026.

2. Market Research Conducted:
Based on a detailed search of SBA’s Dynamic Small Business Search tool, there is a very limited pool of small-business electrical contractors whose prime work is electrical contracting under NAICS 238210, or that have performed recent past projects at CDC. In discussions between the Project Manager and the EMOSO subject matter expert, one qualified contractor with past construction experience at CDC was contacted. Based on past performance, Chenega Industrial Group, LLC is capable of performing the work and managing the specialized electrical work and logistics involved in this project. Subcontractors past performance will be evaluated during the technical evaluation portion of the solicitation phase. This small business demonstrated strength in electrical systems and building construction would be the best value for the Government, and also contribute to CDC’s small business goals. A firm fixed price contract is recommended for this project. Market Research suggest that a direct sole source award to this SBA 8(a) program participant Chenega Industrial Group, LLC.
3. Facts supporting sole source procurement: What can this product/service do that other products/services cannot do? Include description of other products/services considered and why they did not meet the need.
Chenega Industrial Group, LLC was identifed through Market Research as the only capable busienss of performing and managing the specialized electrical work and logistics involved in this project. Chenega Industrial Group, LLC familarity with CDC building structure and automated control systems mitigates risk in delivery delays and project completion. No other companies were found to have the expertise needed for the installation of a new automatic transfer switch in UPS Room B124 that will be fed by by one feeder originating from Building 20 Unit Substation A and a second feeder from Building 20 Unit Substation B. The ATS shall serve the existing SOC UPS in Room B124.
