Battery UPS Replacement Questions
2. Per the specification, the arc flash study needs to be updated after the installation of the new UPS’s. Can you please provide the contact information of who provided the most recent study as it would be easiest for them to update?
Answer: Susan Pandey of Hood Patterson Dewar typically revises, updates and provides updates to CDC campus buildings short-circuit, coordination, and arc-flash studies. Susan can be reached at spandey@hoodpd.com or at a minimum, she can provide a point of contact within Hood Patterson Dewar that will be assigned for revisions and updates.
3. Do you require that the NETA Technician be there for the total duration of 12-hour load test of each UPS, or can the NETA technician be present at the start of the test & then the end of the test?
Answer: Refer to Section 26 33 53, Paragraph 3.2.2 Initial Inspections and Tests and Section 26 33 53, Paragraph 3.2.3 Performance Tests. NETA ATS acceptance tests are required to be provided in accordance with Paragraph 3.2.2. Paragraph 3.2.3 provides an opportunity to utilize a NETA Technician to accomplish meeting some requirements of Paragraph 3.2.2. However, the contractor must decide how to utilize NETA
Technician and accomplish requirements set forth within the specifications. It is not CDC’s intent to provide means and methods of how to schedule personnel.
4. Per Statement of Work, Section 6 – Special Requirements, Paragraph #4, Liebert is one of two manufacturers that are acceptable to provide UPS’s for this project. After reading over the specifications, Liebert has discovered that they do not have a 120kva or 60kva UPS that will meet the specs. They are asking if they can provide a 100kva instead of a 120kva and a 50kva instead of a 60kva.
Answer: It is understood that not all manufacturers will be able to provide the “exact” kVA/kW as stated in the SOW. It is CDC’s intent the kVA/kW closely match or is greater than existing UPS units. Liebert’s
UL 924/1778 100kVA (highest rated) and 50kVA UPS units are acceptable provided they can sufficiently supply the existing load plus an additional 25% spare capacity for future load. In the event 100kVA unit cannot supply the existing load plus the additional 25% spare capacity, the contractor will be required to supply a 120kVA or greater UPS unit. In the event 50kVA unit cannot supply the existing load plus the additional 25% spare capacity, the contractor will be required to increase the UPS unit to a 75KVA.
5. Section 26 33 53, Paragraph 2.14 – Factory Tests, Item (b), will the government witness the factory testing at the factory in Columbus OHIO?
Answer: Due to the COVID-19 pandemic and internal travelling concerns, CDC will not be witness factory tests. However, the contractor must meet requirements as set forth within Section 26 33 53, Paragraph 2.14 – Factory Tests.
6. Section 26 33 53, Paragraph 2.4.7 - AC Output, Item (m), states 125% continuous. No UPS is capable of providing 125% continuously. Can this spec. requirement be removed?
Answer: Provide per Section 26 33 53, Paragraph 2.4.7 - AC Output, Item (m).
