75D301-19-R-68028 Questions & Responses August 12, 2019

1. Is there an incumbent for this work? If so, who is the incumbent and what is the associated contract number?

No, there is no incumbent.

2. Will the government consider a 1-week extension?

No, it is not in the best interest of the Government to grant an extension at this time.

3. For this work, does the government have historical estimates on the number of articles referenced and abstracted?

This is the first time this agency has commissioned this specific review, therefore we cannot provide estimates.

4. Can the government clarify the role of the contractor in leading development of the manuscript?

Specifically, can the government clarify the role between the CDC and the contractor in developing the manuscript for publication?

With guidance from the CDC Alcohol Program, the contractor will draft the manuscript. The contractor will provide the draft to CDC for a few rounds of review and feedback. CDC scientists who have contributed significantly to the project may be listed as co-authors on the manuscript as well.

5. Will the work be performed at government site or at the contractor facility?

Contractor facility.

6. Will the government allow the work to be performed remotely?

Yes, that is preferred.

7. Will the government consider a CLIN for ODCs?

No

8. For Section C-4, page 4 under Task 2a: Question: Will the literature review include any sources of information from outside of the U.S.? If so, will literature written in languages other than English be included?

As noted in the RFQ, the purpose of this acquisition is to fund a new meta-analysis to update estimates of the alcohol-attributable fractions for fatal non-traffic injuries in the U.S.; therefore, sources from outside of North America will not be included.

9. We respectfully request extending the submission due date to August 27, 2019 to ensure there is adequate time to deliberate and provide the Government with sufficient information and our best terms from a technical, past performance, and price standpoint.

It is not in the best interest of the Government to grant an extension at this time.

10. Does CDC have an estimate of how many offerors they expect will fall within the competitive range?

No estimate.

11. Does CDC have a cost estimate target for this contract?

The Government will not disclose this information to potential vendors during the procurement process.

12. Would CDC accept CPARS vs completion of a past performance questionnaire for one or more of the past performance references?

Yes, CPARS will be acceptable as an alternative to past performance questionnaires.

13. Would CDC consider a cost plus fixed fee award type (instead of fixed price) since the ultimate deliverable expectation is a manuscript that has been accepted for publication in a peer reviewed journal and the expectation is clear that CDC would like the contractor to re-submit the manuscript should it not be accepted by the original journal identified?

No.

14. P. 41 Staffing Plan. Item a requires that the staff matrix indicate security clearance status for proposed staff. Are there any security clearance requirements for this project?

No, there are no security clearance requirements for the project.
