Questions and Responses for 75D301-18-R-67933

Question 1: Can you please provide details of the format and requirements for the Phase II portion of the procurement process? (This may get answered with the release of the solicitation) Response 1: Info will be provided with Solicitation

Question 2: Is the High-Containment Continuity Laboratory essentially Building 25 or is an additional project for Building 25 anticipated?

Response 2: The HCCL is approximately 100,000 gross square feet. Approximately 16,000 net square feet is high containment lab space.

Question 3: Will the High-Containment Continuity Laboratory include high-containment vivarium space?

Response 3: There will be animal holding rooms and necropsy rooms as part of each high containment suite.

Question 4: With an estimated construction schedule of 2019 can you tell me if a Geotechnical Report has been completed, by who and if not, who I would contact for an opportunity to submit pricing?

Response 4: A geotechnical report that specifically applies to this building has not been completed.

Geotechnical Engineering Services will be subcontracted through the selected Architect-Engineer design team as necessary.

Question 5: I am interested in learning with whom I may speak regarding the ultrapure water purification systems that will be needed for this new facility. These systems are quite frequently “owner provided”, and more often then not, they are not included in the bid specs for the project…the plumbing contractor usually just has instructions to install the “owner provided” water purification system.

Response 5: The new High Containment Continuity Lab (HCCL) will be modeled after the existing High Containment Lab (HCL) in a lot of respects. The existing HCL does not have a water purification system and we do not expect the new HCCL to have one either. Should it be determined during design that such a system is warranted, there will be reliance upon the selected Architect-Engineer design team to specify same.

Question 6: Is it acceptable for exhibits and graphics to utilize a font size less than 12 point?

Response 6: If it desired by the Offeror that lettering associated with exhibits and/or graphics be legible to the reviewer for evaluation purposes, then associated exhibits and/or graphics shall be enlarged to such that items requiring evaluation shall be minimum 12 point font. For example, if a picture of a key person indicates that person sitting at a desk with a desk placard showing their name and the placard is less than 12 point, and the photo is not otherwise labeled with the person’s name, do not expect us to know who it is. In this case, without supplemental lettering, the picture would have to be blown up until the font on the placard is minimum 12 point.

Question 7: Regarding delivery of qualifications, for hand delivery is there access to the CDC campus? Also, if FedEx/UPS delivery is utilized, is receipt at the campus considered received on time or must the package be at a specific location on the campus to be considered received?

Response 7: Hand delivery, UPS, FedEx, DHL can be delivered to the Centers for Disease Control and Prevention, 2920 Brandywine Road, Attn: Ms. Philippa D. Butts, Colgate Building, Atlanta, GA 30341. All packages can be dropped in the mailroom on the first floor of the building; each package will be date stamped with the time and date of delivery. All packages must be received prior to 2:00 PM to be considered. This is a satellite location and there is no gate to enter; however, you must check in with the Security Guard at the front desk for entrance to the mailroom.

Question 8: When will clarifications to already submitted questions be provided and will they be posted as an amendment or will answers be provided via email?

Response 8: Yes, you will receive an individual response to your questions. All questions submitted by other firms will be posted directly to the website.

Question 9: Is the SF330 form included in the 25-page limit? If so, given the number of consultants that will be associated with this project, the quantity of SF330 Part II forms required to be included in the submission accounts for 10 or more of those 25 pages, greatly diminishing our ability to display other important qualifications. Is it permissible to include the SF330 Part II forms outside of the 25-page limit or to omit them from the proposal altogether?

Response 9: Use of the SF 330 is optional. If used, it counts toward the 25 page limit.

Question 10: Please clarify the page requirements for solicitation response. Should the response include a Letter of Interest to propose + SF330 (unlimited pages) + any additional information (25 single spaced pages)?

Response 10: The cover letter is simply used as a transmittal document and will not to be used as evaluation criteria. It will not count towards the 25 page maximum. The Step I submission shall not exceed 25 pages regardless if SF 330 is utilized or not. Use of SF 330 is optional. If SF330 used, it will count towards 25 page limit.

Question 11: Please clarify the scope rock blasting consultant for A/E team is to carry.

Response 11: Preparation of detailed blasting specification tailored to the project site to ensure safety and protection of utilities and adjacent buildings. Review blasting subcontractor blast design, and monitor blasting activity.
