Exclusive Licensing Agreement – The required item or service is only available from the original equipment manufacturer (OEM) or there is only one authorized distributor/source for the OEM.
Urgency – An urgent and compelling need exists and soliciting from more than one source would result in an unacceptable delay would result in serious injury to the Government.
Brand Name – Required item must be a brand name product particular to one manufacturer.

Text25: As part of our procurement process, we conducted thorough market research to identify potential vendors capable of providing maintenance services for our three Agilent gas chromatograph mass spectrometer systems. The following steps were taken:
GSA MRAS Report: We initiated our market research by consulting the General Services Administration (GSA) and requesting a Market Research As a Service (MRAS) Request for Information (RFI) Report. This report serves as a valuable resource for identifying qualified vendors within the federal marketplace. The RFI was posted for seven days from 9/2/25 to 9/9/25. Unfortunately, our review of the GSA MRAS did not yield any results that indicated alternative vendors capable of meeting our specific maintenance service needs.
Vendor Outreach: In addition to the GSA MRAS review, we reached out directly to four potential vendors: Agilent Technologies, Inc., GenTech, Waters Corporation, and PerkinElmer. Our inquiries were aimed at assessing their ability to provide the necessary maintenance services for our analytical systems as outlined in the Cross Lab Silver Service Plan.
Responses Received: We received responses from both Agilent Technologies, Inc. and GenTech. Agilent confirmed their capability to provide the required maintenance services through their Cross Lab Silver Service Plan, which offers tailored support specifically designed for our gas chromatograph systems. At the time of this SSJ submission, we did not receive any responses from Waters Corporation or PerkinElmer regarding our inquiries.
In summary, while we did receive a response from GenTech, we recommend proceeding with Agilent's Cross Lab Silver Service Plan as the sole source due to the specialized support it offers our systems. The Silver Service Plan is uniquely positioned to meet our specific maintenance needs, ensuring comprehensive coverage and expert assistance that is critical for the reliable operation of our analytical equipment.
In accordance with FAR Part 13.105(b), it is the Government's intent to post a combined synopsis and solicitation on GSA Schedule Analytical Instruments under NAICS 334516. There are 91 contractors under this schedule, with 62 listed as small businesses.
