Question # Question Response
Would you kindly confirm if this is an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?
This is a distinct requirement without a direct incumbent. The previous related contract was performed by BLH Technologies.
2 What will be the contract value for this opportunity? The contract value will be based upon the successful offer received.
Section E.3 states "The technical appendices shall only include non-disclosure agreements; letters of commitment, if applicable; and resumes of key personnel (limited to 3 pages each). The Contractor shall provide OFA with resumes of all staff designated to work on the project."
Can the Government please clarify whether resumes are only required for key personnel or all staff designated to work on the project?
Resumes for key personnel are required. Resumes for all other proposed staff are optional. See Amendment 0001, Section E.3.1.
The RFP indicates that "[a]ny response containing Assumptions, Conditions, or Exceptions will be rejected and ineligible for award." However, the SOW contains many instances of high-dollar items (e.g., participant travel and lodging, meeting room rental) with only ranges and upper limits specified (e.g., "Up to 10 Regional Roundtables but usually the regional offices host three combined meetings.").
Without being able to document our pricing assumptions, how would the Government like offerors to estimate TA event and conference costs? Should we base our pricing on the highest estimates provided in the SOW? Or should we make reasonable assumptions based on the SOW and plan to build those into the project work plan to discuss with the COR during the kickoff meeting?
E.2.2 has been revised. Additionally, the Amendment 0001 pricing attachment has been revised to include estimates for ODC and travel.
Would the government consider increasing the technical proposal page limit from 30 double-spaced pages to 35 double-spaced pages to provide additional space for offerors to comprehensively address the requirements?
The proposal page limit will remain at 30-double spaced pages.
Can the government clarify the instructions regarding subcontractor rates? The RFP instructs the use of GSA rates, but the Pricing instructions in Attachment 2 suggest blending the rates of two or more subcontractors.
If we use the prime contractor's GSA rates, they are already fully burdened and approved by GSA.
Additionally, the pricing tabs indicate a need for GSA rates and any applicable discounts. Could the government clarify which approach is correct?
The reference to GSA rates was in error. This sheet has been revised, see Amendment 0001. Offeror's shall provide whatever information it determines demonstrates the reasonableness of the proposed rates.
Can the government please clarify what is required for the price proposal?
Section E.2.1 Supplies or Services and Price/Cost Tab 2 states to “provide a full breakdown of any and all labor, travel, and materials proposed” but the Attachment 2 instructions state ” The quoter shall complete the Pricing Sheet, and additional information is not required.”
Offeror's shall follow E.2.1. Attachment 0002 has been revised, see Amendment 0001.
Can a copy of the Prime’s Current GSA schedule be included as proof of the price reasonableness requirement?

Long-Term Products is discussing long term products in the first paragraph. The second paragraph is talking about holding 2 in-person meetings. The following section is Task 4.0 Meeting Logistics. Should the second paragraph in 3.3.4 actually be the first paragraph in Task 4.0? It doesn’t make sense as it is written to talk about long-term products and then talk about meetings and then have meetings as their own task.
The Government's intent to share this information - the two in person meetings - for awareness and context in this section.
10 Is the expectation to have 10 long-term products per longer-term activity or per long-term project? The expectation is to have 10 long-term products per long-term project.
Task 3.3.1 refers to two long-term TTA projects per year. Task 3.3.3. refers to two long-term activities. Are the activities described in 3.3.3 the same as the projects in 3.3.1 or is it that each long-term project (3.3.1) has up to two long-term activities (3.3.3)?
Yes, task 3.3.1 refers to the written plan for implementing no more than two projects. Task 3.3.3 references how the vendor will support the development and delivery of those same activities such as learning networks, academies, and collaboratives.
Key Personnel - Project Manager: Can five additional years of experience supporting OFA-funded initiatives be substituted for the Master's degree requirement. Please advise.
Yes, the additional five years of experience supporting OFA-funded inititatives may be substituted for the master's degree requirement.
For the Key Personnel – Information Technology Project Manager – We assume that the Information Technology Project Manager does NOT need to have TANF experience. Please confirm.
The Information Technology Project Manager does not need to have TANF experience.

16 Will the government allow text in tables and graphics to be single spaced?
Text in graphics may be 10pt and single spaced. Text in tables must be double-spaced and 12pt.

Are offerors required to provide a level of effort in the proposal given that the government provided it in the
RFQ?
The Government has provided an estimated level of effort. Offerors are free to quote the level of effort it deems necessary to complete the work and the proposal should reflect that determination and approach in line with the informaiton requested in the RFQ.
19 Is the expectation to have 10 long-term products per longer-term activity or per long-term project?
The expectation is to have 10 long-term products per long-term project/activity.
To allow enough time for offerors to incorporate revisions to questions based on responses received, will the government allow an extension to the submission deadline to Friday, September 13?
The Government has considered this request and will extend until 10:00am September 12, see Amendment 0001.
The requirements for the Price proposal require a copy of the SF1449. The SF 1449 is missing from the SAM.gov posting. Will the government be updating the solicitation docs to include a copy of the SF 1449?
This requirement was in error. The award will be on an SF1449 but it is not required at this time. See Amendment 0001.
