SECTION C – STATEMENT OF WORK (SOW)
Title: Disposable Temperature Digital Dataloggers (DDL)
C.1 Background:
The Strategic National Stockpile (SNS), managed by Administration for Strategic Preparedness and Response (ASPR) is a national repository of pharmaceuticals, vaccines, medical supplies, and medical equipment stored in strategic locations around the nation. These assets are designed to supplement state and local medical supplies and equipment during public health emergencies. The supplies, medicines, and devices for lifesaving care contained in the SNS can be used as a short-term, stopgap buffer when the immediate supply of these materials may not be available or sufficient.
The SNS mission is to ensure the availability and rapid deployment of life-saving pharmaceuticals, antidotes, vaccines and medical supplies necessary to respond to biological, chemical, radiological, natural disasters, emerging infectious disease and other public health threats. When federal assistance is requested, SNS deploys medical countermeasures to support response operations nationwide.
C.2 Purpose:
The SNS Logistics (LOG) unit requires single-use, disposable temperature digital dataloggers (DDL) to monitor vaccine shipments maintained under Cold Chain Management (CCM) conditions. Vaccines stored at -20°C must maintain required temperature ranges throughout transport to state and local jurisdictions. Continuous temperature monitoring during transit is essential to determine product viability and inform use or discard decisions following any temperature excursion.
The purpose of this acquisition is to procure commercial off-the-shelf (COTS), disposable DDLs to ensure uninterrupted cold chain monitoring capability during public health emergencies and routine preparedness operations.
