About this file
This document contains the questions and answers related to RFP 75A50224R00011 for the procurement of medical surgical supplies and equipment by the Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response (ASPR). The RFP is for a single award IDIQ contract to provide commercial medical and surgical consumables, equipment, and supplies to maintain emergency caches/kits located throughout the U.S. and its territories. Key details include:
The government will not provide updated quantity estimates, as requirements fluctuate based on deployments and replacements. Substitutions are allowed with prior approval, and will count towards the 80% product availability requirement. There is no standard list of items for the IDIQ pricing schedule, which will be provided in an amendment. Orders will be placed through online ordering, with a task order required to authorize funding. Several contract clauses will be removed. The 80% product availability requirement applies to all items, not just medical supplies. CONUS facilities can be used to meet OCONUS distribution requirements. Pricing for warehouse management system, vendor managed inventory, expedited shipping, and weekend delivery should be provided as separate line items. One awardee will be selected for this contract, which is not a small business set-aside.
