| Preproposal Industry Questions for DFOR | |||||
| No. | Solicitation Reference | Reference | Question Category | Question | Government Response |
| 1 | Solicitation | FAR Clauses | Contractual | Buy American Supplies is checked. While we do encourage all our customers to utilize as many USA made products as possible. It often causes issues with how much the entity wants to spend on equipment as the USA products are much more expensive. Likewise, often times the entity cannot get the equipment they need. For instance the lithium batter packs you all are requesting are not made in the USA so there would be no options to offer for those items as the battery raw materials are often mined in overseas countries in Asia. We personally believe the Trade Agreement FAR clause may be more applicable as there are a few options that can meet the contractual needs as well as being compliant. | FAR 52.225-5 Trade Aggreemnts have been incorporated in the soliciation. |
| 2 | Solicitation | FAR Clauses | Contractual | Set Aside Requirement. It looks like multiple set aside requirements are checked – HubZone, SDVOB, SB and WOSB. Utilizing this many set asides would severely limit the competition for this requirement, as well as would be very difficult for the government to find one single company that could check all of those set aside boxes and still be able to fulfill the equipment requirements for this contract. We would suggest removing all of the set asides outside of SB. | This is a small business set-aside. The HubZone, SDVOB, and WOSB are unchecked. |
| 3 | Solicitation | FAR Clauses | Contractual | Do products need to be US made or TAA compliant? | Yes, the supplies shall be US Made or TAA compliant. |
| 4 | Attachment 1 and 2 | Technical | Do you have preferred manufacturers, and can you provide examples including of manufacturers / part numbers? | The Government does not have any preferred manufacturers. | |
