About this file

This file contains BARDA responses to contractor questions regarding RFP #75A50126R00001 for Vaccine Medical Countermeasures for Pandemic Influenza Preparedness and Response. The document addresses ten key questions from potential offerors concerning contract structure, pricing, submission requirements, and timeline.

The RFP is specific to vaccine medical countermeasures and does not address diagnostics for influenza testing. The contract will be structured as an indefinite delivery, indefinite quantity (IDIQ) agreement with a 5-year base period and one 5-year option period, with award anticipated in August 2027. Pricing for all periods is fixed at time of contract award with no annual escalation permitted; price escalation must be incorporated into the initial proposal. All offerors must submit responses for all available manufacturing platforms regardless of current task order status. Required submissions include ASPR Security Requirements attestation, Vendor Production Facilities list, Summary of Related Activities, Subcontracting Plan, Breakdown of Proposed Costs, and SF-LLL Disclosure Form. The RFP response deadline was extended to November 20, 2026 via Amendment 0001, with BARDA declining further extensions. Off-ramp procedures language was amended to align with FAR 52.216-22 Alternate II to accommodate both government-initiated termination and contractor-initiated offboarding. While the primary IDIQ contract is limited to one 5-year option, task orders and Blanket Purchase Agreements awarded under the IDIQ may include multiple optional periods as mutually agreed upon during execution.

No. Question Document Section Response

This RFP looks to be specific to the vaccines. Do you anticipate ASPR releasing an RFP to support the diagnostics side of influenza testing? RFP General

This RFP is specific to the Vaccine Medical Countermeasures for Pandemic Influenza and Emerging Diseases Preparedness and Response program. Please consult sam.gov, etc. for existing and future solicitations.

Since the Base and potential Option Periods are for 5 years each, can vendors program an escalating price increase to firm fixed unit price (FFUP) CLINs, annually or otherwise, to the Base Period and Option Period pricing? RFP B.2.E (Pg 4)

No. Pricing for all periods will be fixed at the time of contract award. Price escalation should be priced into offeror's proposal.

3 Which, if any, of the solication attachments are to be submitted with the proposal? RFP J.1. Solicitation Attachments

Att. 2.pdf - ASPR Security Requirements (signed attestation), Att 3.xlsx (Vendor Production Facilities), Att 8.doc (Summary of Related Activities), Att 12 (Subcontracting Plan Template) must be completed and submitted as part of Offeror(s) Technical Proposal.

Att 7.xlsx (Breakdown of Proposed Costs) and Att 10 (SF-LLL, Disclosure Form) must be completed and submitted as part of Offeror(s) Business Proposal.

Given competing contractual priorities and the time required to obtain internal governance approval for a comprehensive proposal, would BARDA consider extending the submission deadline from October 30, 2026, to November 20, 2026, to support robust and fully responsive submissions? RFP

L.1. Instructions to Offerors Yes. However, no further extensions will be approved.

Where an offeror has multiple manufacturing platforms, but BARDA has not issued task orders for one platform during the current contract period, may the offeror limit its proposal to the platform(s) utilized under the current contract, rather than to include all available platforms – noting that such an offer would not impact pandemic response? RFP General Offerors must submit a response for all available platforms.

The offboarding language in the RFP seems more Government-oriented (e.g., a for-cause termination/end) and perhaps does not include a company decision to offboard. Do you mind checking that language and seeing if you agree and/or if that needs to be updated?

RFP

B.6.2 Off Ramp Procedures Language amended to align with FAR 52.216-22 Alternate II (e),(f)

May the contract be set up as a one year+one year options that are mutually agreed on during execution? RFP B.2. and F.1.

No. Limiting optional periods in the IDIQ contract to only one 5-year option ensures greater continuity of services for this highy critical requirement while also decreasing unnecessary contractual administration. It should be noted that Task order awards and Blanket Purchase Agreements awarded underneath the IDIQ may be structured to include as many optional periods as desired and mutually agreed upon during execution. Likewise, contractors may request to offboard from the IDIQ uitlizing the procedures at FAR 52.216-22 Alternate II (f).

Since the Base and potential Option Periods are for 5 years each, can vendors program an escalating price increase to firm fixed unit price (FFUP) CLINs, annually or otherwise, to the Base Period and Option Period pricing? RFP B.2.E (Pg 4)

Pricing for all periods will be fixed at the time of contract award.

Price escalation should be priced into offeror's proposal.

There was a pre-solicitation notification sent on 30 July 2026 that included this: "It is anticipated that an indefinite delivery, indefinite quantity (IDIQ) contract with both cost reimbursement and firm-fixed price aspects will be awarded in or around August 2027." Does BARDA still anticipate award around August 2027?

Presolicitation Notice Yes

10 Is the current RFP response deadline still 30 October 2026 or is that being pushed out? Solicitation Cover Page The current RFP response deadline was extended to November 20, 2026 via RFP Amendment 0001.
