1) Do we have a list of the main facilities being hauled to and from?
Answer: Yes, currently, it is 18 locations throughout the U.S. Pursuant to Presidential Decision Directives 39 and 62 and Sections 311 and 319 of the Public Health Service Act, SNS storage locations are sensitive and shall not be disclosed. Locations of ASPR/DSNS facilities are within 50 miles of major metropolitan airports listed below:

2) How would I propose a mileage rate for a RGN if permits or escorts might be involved?
Answer: We will never use an escort because our equipment is not wide or oversized, but you will basically pay for either two vehicles moving and if a third is required.
3) Rates around the country vary, especially in places like California, WA, NM, UT, WY, MT, AK, HI, DC, MD, IL, WI, IA, and a few others. If I gave a rate for the highest rate which would be AK & CA, it wouldn't be fair to the Gov or it might cost me bid by bidding too high.
Answer: We have to take the average on bids because we have a facility in both Alaska and California, and we have to use the California highways for movement in stockpile we can’t avoid this cost.
4) I did not notice what time frame we have to supply a truck once we receive an order.
Answer: Please reference Section C.4.2 Routine Movement of Supplies, C.4.3 Rapid Movement of Supplies and C.4.4 Surge Movement of Supplies. Routine Movement of Supplies time frame will be set when an order is place and the contractor shall stick to the timeline on supplying the truck. The time frame is important to ensure that the SNS products are picked up and delivered to the destination.

5) How can I propose detention charges when a RGN is a higher rate than a 12 or 20' reefer box.
Answer: RGN and drivers are considered specialized personnel and equipment for transportation; therefore, cannot be compared to a 12’ or a 20’ truck all permits, and escorts are paid by the requesting organization, to propose detention charges will have to be determined which involve a lot of variable when using specialized equipment and people the cost of the specialized equipment and driver will be much more than a 53 ft truck.
6) Previous incumbent, price per year, and an average amount of shipments per year.
Answer: Previous incumbents are UPS, Panther, and FedEx. Average price per year is $1,000,000 total 3 contracts. Average amount of shipments are 1200 pallets and 25 containers of various sizes - See Section C.4.2 Routine Movement of Supplies.
Anticipate with COVID, an estimated increase of 855 shipments for the year.
