Background
The Office of the Assistant Secretary for Preparedness and Response (ASPR) saves lives and protects Americans from 21st Century health threats in support of Emergency Support Function # 8 by coordinating federal assistance to supplement state, tribal, and local resources in preparing for, responding to, and recovering from public health and medical disasters. ASPR is responsible for responding to public health emergencies that affect the US and Territories.
Based on the responses to the November 30, 2018; Request for Information (RFI), Small Business Sources Sought (SBSS) notice (Solicitation Number 19-100-SOL-00006); ‘RFI Web based Emergency Operation Center Management Software’. ASPR is seeking to integrate information technology solutions to fuse disparate data sets and systems using an open architecture framework to support and enhance the current information technology infrastructure, advice on transition activities for legacy systems, and support the total lifecycle sustainment of our future state shared services architecture. To support this initiative ‘Appendix A’ Statement of Objectives (SOO) provides a high-level view of the intent and scope of the work to be performed.
The objective of this contract is to obtain solution(s) required to integrate information technology solutions, fuse disparate data sets and systems using an open architecture framework to support and enhance the current information technology infrastructure.
‘ASPR Ready’ will be a transformative response and preparedness ecosystem in support of the Department of Health and Human Services' (HHS) Re-Imagine Initiative. It is designed to facilitate the ASPR Response and business ‘Lifecycle’ with transformative technologies like Blockchain or other distributed ledgering systems, machine learning and artificial intelligence.
Furthermore, ASPR Ready vison will address response-workforce process challenges, strengthen industry interactions, improve IT security, and increase the savings and quality for ASPR and HHS ESF-8 partners and stakeholders activities across the Department.
The intent of ASPR Ready is to allow the existing operating environment to deliver services and build micro-services off the data layer to modernize the business systems at the same time.
Running a middleware (e.g., blockchain or other distributed ledgering system) layer on top of the legacy systems, layering the existing ASPR systems with a middleware solution. Phase 1 of ‘ASPR Ready' is intended to create a working model, new user interface and initiate the solution to automate and improve current ASPR business processes. Phase 2 of ASPR Ready will establish new organization wide solutions for integrated supply chain management and response personnel tracking. The core of the solution is the robust middleware based data layer, which will feature a standardized taxonomy of the agency's response and preparedness data.

This proposed solution aligns ASPR with the objectives of the Modernizing Government Technology Act (2017) and the President's Management Agenda (Memo 17-22). ASPR Ready will use a combination of emerging technologies (Blockchain protocol (consensus method), artificial intelligence (AI), and robotic process automation (RPA) to unlock the power of Response and Preparedness data.
