This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 75A50119Q00029 is issued as a request for quotation (RFQ). This procurement is being conducted under simplified acquisition procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-54. This RFQ is issued unrestricted under NAICS code 721110. The size standard is $32.5.
BACKGROUND: Public health emergency events, can expand exponentially, making a rapid response essential to the health and welfare of Americans. The Office of the Assistant Secretary for Preparedness and Response (ASPR) leads the nation in preventing, preparing for, responding to, and recovering from the adverse health effects emergencies and disasters by supporting our communities' ability to withstand adversity, strengthening our health and response systems, and enhancing national health security. ASPR provides emergency medical care to the victims of public health emergencies and catastrophic events, which overwhelm the capacity of state and local emergency medical systems to respond to these disasters. ASPR trains a cadre of specialized staff from the National Disaster Medical System (NDMS) whom provide public health and medical federal assistance in the disaster zones. It is critical to ASPR’s mission that these intermittent employees are trained on their operational positions, the procedures and processes to protect lives and saves Americans.
SCOPE OF WORK/SPECIFICATIONS: The Office of the Assistant Secretary for Preparedness and Response (ASPR) intends to acquire the commercial services of a dedicated conference center for the below. The conference center must be capable to provide facilities, audio visual equipment and staffing for 150 people to participate in NDMS training. The vendor must have a capacity to equipment what is necessary for seating and tables for workspace; and the staffing to setup (seating/table), clean and maintain an environment for ASPR’s training purposes.
· Training Information: this training is a National Disaster Medical System Team Leadership Training – total training hours 24, approximately 140 participants and staff with 80% attrition in contract for sleeping rooms
· Location: must offer government per diem and be by a HHS regional office. Location: Dallas, TX at the Anatole Hilton
· Date: travel in Monday and travel out Friday in the month of August or any such pattern within the week
· Sleeping rooms: Monday-Thursday 140 people (or any such pattern)
· Registration area with lockable storage space (can be used as private office)
· Meeting space need to be set the day before training begins with the office being available the first travel day:
· One general session space for 115 people in classroom set up with tables and chairs in the back of the room for 25
· Minimum: LCD, screen, projector, mic (lavalier and wireless podium), 2 wireless audience mics, 1 internet hard wired to podium, audio box, ensure in house speakers are included. Depending on room design may need two screens. One flip chart and markers.
· One breakout room for 25/30 people in hollow square/boardroom – three days (Tuesday - Thursday). One flip chart and markers.
· One breakout room for 25/30 people in hollow square/boardroom – three days (Tuesday - Thursday). One flip chart and markers.
· One breakout room for 25/30 people in hollow square/boardroom – three days (Tuesday - Thursday). One flip chart and markers.
· One breakout room for 25/30 people in hollow square/boardroom – three days (Tuesday - Thursday). One flip chart and markers.
· One office space for 20 – large boardroom – seven days (Monday-Thursday) for all staff). Meeting space needed in advance for pre meeting with NAC
· One small office for 5 people – one table 5 chairs – three days (Monday –Thursday) for staff) TECHNICAL REQUIREMENTS: The Contractor must have all facilities and services prior to the start of NDMS team leadership training.
BASE PERIOD/PERIOD OF PERFORMANCE: Meeting rooms will be needed Monday – Thursday (or a pattern of any four days); sleeping rooms will be needed Saturday –Thursday (continue with pattern). A breakdown of space needed is under Scope of Work/Specifications. Any such pattern in August.
1. Facilities, Equipment, and Staffing - (CLIN 0001)
The Vendor must have the following facilities, equipment and staffing capabilities:
a. Main ballroom or auditorium with a 140 person capacity.
b. Six (6) breakout rooms with a minimum capacity of those stated above – the main general session room can be used as a breakout.
c. Tables and chairs to seat the 140 participants in the main ballroom or auditorium set up conference.
d. Tables and chairs to provide 140 participants seating and workspace to participate in no less than six conference rooms as identified above.
e. Provide audio visual services for the mail conference room as stated above.
f. The vendor must have all other required equipment to maintain a clean and professional environment for the staff on site.
g. The vendor must have adequate staffing to setup, clean, and maintain rooms.
OPTIONAL SERVICES: N/A
GOVERNMENT FURNISHED PROPERTY: No Government Furnished property will be provided to the contractor.
CONTRACTOR FURNISHED REQUIREMENTS: All facilities, equipment and staffing required to support the SOW.
DELIVERABLE: Itemized Invoice within thirty (30) days after the training.
CLIN 001: Facilities, Equipment and Staffing as specified in the SOO.
REPORTING REQUIREMENTS: The Vendor will report on all activities supported to the COR at the time of issuance and provide an itemized Invoice within thirty (30) days after the training.
OTHER REQUIREMENTS: N/A
This will be a firm fixed-price contract and the FOB Destination and Net 30. FAR provisions and clauses that apply to this acquisition; FAR 6.302-1, 6.302-2-b(2), 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offereor Representations and Certifications Commercial Items: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.232-34, Payment by Electronic Funds Transfer Other than Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov// in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM at www.sam.gov// prior to award, during performance and through final payment. Lack of registration in the SAM Registration will make and offeror ineligible for award.
