COMBINED SYNOPSIS AND SOLICIATION

for the FACILITY SUPPORT RECRUITMENT SERVICES BLANKET PURCHASE AGREEMENT (BPA) FOR THE NATIONAL INSTITUTES OF HEALTH (NIH) OFFICE OF RESEARCH FACILITIES (ORF)

1. PROMOTION OF COMPETITION

Through this Sam.gov posting, NIH is providing access to the notice of proposed contract action and solicitation information through the Governmentwide point of entry (GPE). Thereby, NIH is promoting competition to the maximum extent practicable to obtain services from the source whose offer is the most advantageous to the Government and will consider the administrative cost of the purchases as we make our selection of one or more qualified contractors to supply the services.

2. MINIMUM REQUIREMENTS

As this is a small business set-aside, all Offerors shall be small businesses as determined by NAICS Code 561210 - Facilities Support Services. Businesses that do not meet the size standard will not be considered eligible for oral presentations and award.

3. INSTRUCTIONS FOR OFFERORS

NIH will hold oral presentations on Wednesday, June 5, 2024 for interested Offerors who email Kala.shankar@nih.gov and Jessica.miller@nih.gov by 12:00pm ET on Tuesday, June 4, 2024. NIH will not consider late requests for oral presentations. Please include your company name, EUI number for us to confirm small business status by NAICS code in Sam.gov, and a list of attendees by name and title for your presentation.

NIH will provide times to eligible Offerors on a first come, first serve basis. The virtual oral presentation will be limited to one (1) hour total and be comprised of two (2) parts:

Part 1: Offeror’s Pitch (not to exceed 30 minutes) Part 2: Clarifications and Questions with the Government (not to exceed 30 minutes)

Written proposals are not required before an Offeror’s presentation. Offerors have discretion on the content of the presentation in terms of how and what they pitch or demonstrate during their presentation. At a minimum the Offeror must provide content that allows NIH to conduct their evaluation as defined below in relation to the BPA’s Terms and Conditions and Attachment A: Forecasted Vacancies. Additionally, during the presentation the Offeror shall provide pricing as outlined in the BPA’s Terms and Conditions, Section 5 (Pricing) and the Attachment B: Price Template. The Offeror shall provide a written copy of those prices to Kala.shankar@nih.gov and Jessica.miller@nih.gov within two (2) hours of concluding their presentation.

If Offerors have questions before their presentation, please email them to Kala.shankar@nih.gov and Jessica.miller@nih.gov. NIH will attempt to address those prior to the presentation or during Part 2 of the presentation.

4. EVALUATION OF OFFERORS

BPAs will be established based on best value with the most advantageous Offeror(s) where price and non-price factors are considered using a comparative evaluation of Offers. NIH will consider Offerors whose past performance has shown them to be dependable, who offer quality services similar to those being requested at consistently lower or reasonable prices, and who have provided numerous services at or below the simplified acquisition threshold, $250,000. NIH will assess our confidence in the Offeror’s ability to meet the needs defined in the BPA’s Terms and Conditions as well as the forecasted vacancies that this BPA may support in full or part. Before establishing a BPA with any Offeror, the contracting officer will analyze the proposed prices to make a fair and reasonable determination.
