About this file

This is an Addendum No. 2 for a state contract opportunity issued by the Michigan Department of Technology, Management and Budget (DTMB) for the Mackinac Island East Bluff Retaining Wall Replacement project. The project involves replacing an existing retaining wall on Mackinac Island, with work including protecting utilities, clearing, wall removal, fence removal, asphalt removal, adjusting structures, constructing a new modular block retaining wall, installing drainage, backfilling, grading, placing asphalt, and restoration. The project is divided into two phases: Phase I with substantial completion by December 19, 2025, focusing on reopening the road for winter, and Phase II with substantial completion by May 20, 2026, including final grading, HMA paving, and restoration. The bid opening is scheduled for May 21, 2025, at 2:00 pm ET, with a mandatory pre-bid conference required for site examination.

The addendum introduces Alternate 1 for soils compaction testing, which will be conducted by the contractor as required in section 312000 Earth Moving, while geotechnical inspection will still be performed by the owner. The bid summary includes a schedule of unit prices for various items such as rock and earth excavation, modular blocks of different types, and backfill. The project is a lump sum contract with unit prices provided to assist bidders in developing their total bid. A performance bond and payment bond are required for bids over $50,000, and each bid must be accompanied by a 5% bid guarantee. The owner reserves the right to negotiate unit prices or contingent change order prices prior to incorporating them into the contract documents.

Final measured rock excavation quantity that varies from the anticipated quantity on the plans will be added or subtracted from the contract at the unit price. For the other unit prices, if the retaining wall is installed to the size shown on the plans, since it is a lump sum project, slight variations in the quantities for those items will not be added to or subtracted from the contract. Additional “Excavation, Earth” will only be paid for if the planned bottom of excavation as it is currently shown on the plans is determined to have unsuitable soils and the Geotechnical Engineer requires them to be removed to create a suitable bearing surface.

See sections 31 20 00 Earth Moving and 32 32 23 Segmental Retaining Walls for further details on measurement requirements of each unit priced item.
