About this file
This is an Addendum (No. 1) for the Mackinac Island East Bluff Retaining Wall Replacement project, issued by the Michigan Department of Technology, Management and Budget (DTMB) in collaboration with Mackinac Island State Park on May 15, 2025. The project involves replacing the retaining wall on the East Bluff of Mackinac Island, with the bid date set for May 21, 2025. Key project details include material hauling to the island via British Landing, material staging in the State Park service yard after Labor Day, transportation time restrictions until October 26, 2025, and a prohibition on vehicle movement on October 25, 2025, due to a running race. Work on the roadway, fence, and retaining wall is scheduled to begin on November 3, 2025.
The addendum provides additional clarification on project specifics, including waived permit fees for the Mackinac Island State Park and dock, required City of Mackinac Island street permits, and E-bike licensing requirements. A new unit price for Earth Excavation has been added to the bid documents, with measurement and verification procedures outlined. The contractor is responsible for removing all excavated, demolished, and excess materials from the island. The project includes a detailed schedule of unit prices for various construction elements such as rock excavation, modular blocks, and backfill, with the understanding that slight variations in quantities may not result in contract adjustments unless specifically approved by the Geotechnical Engineer.

PROJECT MANUAL
See attached revised page from the Bid Summary for an updated Schedule of Unit Prices. A unit price has been added for Earth Excavation.
Section 312000 EARTH MOVING:
Add item E to Section 1.3 UNIT PRICES as follows:
E. Excavation, Earth Measurement: Volume of existing soils excavated and disposed of, in cubic yards, due to needing a deeper retaining wall, finding unsuitable materials, or other unforeseen conditions, as approved by the owner and architect. If the retaining wall is installed per the plans with no major changes or unknowns encountered, and the quantity of excavation, earth varies slightly from the anticipated quantity included for reference (either more or less), a change order will not be issued.
1. This item will be measured by the contractor and subject to verification by the Owner and Engineer. If surveying is not used to capture the quantity, we expect it will be "measured" by using simple cross sections similar to sections 1 and 2 on S-500, multiplied by the distance over which they extend. It is recommended that the additional removed spoils are stored in a pile separate from the base bid spoils to support the calculations and allow verification.

Refer to the plans for anticipated quantities. They are included to assist you in developing unit prices and a total lump sum bid, but remain for reference only. Final measured rock excavation quantity that varies from the anticipated quantity on the plans will be added or subtracted from the contract at the unit price. For the other unit prices, if the retaining wall is installed to the size shown on the plans, since it is a lump sum project, slight variations in the quantities for those items will not be added to or subtracted from the contract. Additional “Excavation, Earth” will only be paid for if the planned bottom of excavation as it is currently shown on the plans is determined to have unsuitable soils and the Geotechnical Engineer requires them to be removed to create a suitable bearing surface.
See sections 31 20 00 Earth Moving and 32 32 23 Segmental Retaining Walls for further details on measurement requirements of each unit priced item.
