About this file

This document is a Construction Bid Addendum No. 01 from the Michigan Department of Technology, Management and Budget (DTMB) for the Seul Choix Keeper's Dwelling and Boathouse Roof Reshingle project, issued by the DNR Parks and Recreation Division. The project involves removing and disposing of existing asphalt and metal shingles, felt, flashing, drip edge, and metal trim on the Keeper's Residence and Boathouse, with replacement of any rotten sheathing using treated plywood. The bid opening is scheduled for September 17, 2025, at 2:00 PM Eastern Time, with a contract time of 60 days. The addendum provides clarifications on roofing materials, including acceptance of synthetic roofing underlayment, specification of metal shingles for the southwest addition, and details on preserving existing architectural elements like finials and ridge caps.

The bid includes a base bid for the complete roof reshingle work, with an allowance of $5,000 for contingency items. There is also an alternate bid option for replacing metal shingles on the southwest addition of the Keeper's Dwelling. The project requires a performance bond and payment bond for bids over $50,000, with a 5% bid guarantee. Bidders must submit electronic bids through the SIGMA vendor self-service portal and provide color samples of proposed shingles and flashing for owner approval. The contract will be awarded to the best value bidder based on the total base bid, with consideration of post-bid interviews. Additional requirements include builder's risk insurance, asbestos attestation, and proof of SPR (State Purchasing Restricted) registration.

On-Site Pre-Bid Meeting Discussion

• M. Fischer (Gulliver Hist. Soc.): The addition to the Keeper’s Residence will require metal shingles as opposed to the proposed Asphalt Shingles for replacement.

• R. McKay (DNR): We will issue an Addendum that includes the addition with metal shingles.

• J. Cogger (DNR): A specific shingle, or approved alternate, is included in the specifications. If Contractor chooses to propose a different make and model they must include a submittal for this with their bid.

• R. Rodgers (Story Roofing): Why is 15lb roofing felt the only listed option for underlayment. May a synthetic roofing material be used instead?

• R. McKay (DNR): Yes, a synthetic roofing material may be included as a submittal with the bid. This will be noted in the Addendum.

• R. McKay (DNR): The Addendum will also include a need to have the flashing wrap into the gutter as is existing on the entry porch to the Keeper’s Residence.

• R. McKay (DNR): The Addendum will also include the need to save and reuse the decorative metal finials on the roof addition and source a new finial of like kind for the one missing.
