About this file

This is Addendum No. 2 to the bidding documents for the Au Train River Bridge Superstructure Removal project issued by U.P. Engineers & Architects, Inc. on behalf of the Michigan Department of Natural Resources in Alger County, Michigan. The addendum clarifies that the center span superstructure weighs approximately 60 tons, with approximately 30 tons consisting of timber decking that may be removed prior to lifting to reduce the load. Bidders are required to acknowledge receipt of this addendum on the bid form. The addendum was issued in May 2025 and modifies the original plans and specifications for the bridge superstructure removal project.

The addendum makes two primary specification changes: it replaces the Asbestos Abatement Attestation Submission form and revises the certified payroll submission process. Effective April 2, 2025, all contractors and subcontractors must register with the Department of Labor and Economic Opportunity (LEO) Wage and Hour to obtain a State Project Registration (SPR) and pay an annual fee of $500 to submit bids and perform state work. Certified payroll submissions for both contractors and subcontractors must be submitted directly to the LEO Wage and Hour database via their online portal and are no longer submitted to DTMB via email. The Asbestos Abatement Attestation Submission form is required with all bids pursuant to Public Act 59 of 2024, requiring bidders to attest whether they will self-perform asbestos abatement work or nominate a subcontractor, and to disclose any environmental violations or consent orders. Bids submitted without the required SPR will be deemed non-responsive and cannot be awarded.
