Summary of Addendum No. 2 for Belle Isle State Park New Storage Building
This is Addendum No. 2 to the bidding documents for the Belle Isle State Park New Storage Building project, issued by WTA Architects on behalf of the Michigan Department of Technology, Management and Budget (DTMB) and the Department of Natural Resources (DNR). The project involves construction of a new stand-alone cold storage pole building at 11 Pleasure Drive, Detroit, Michigan, to serve as equipment and material storage for the DNR headquarters on Belle Isle. The structure is approximately 3,000 square feet on the first floor with a 246 square-foot mezzanine, classified as a Type V-B utility barn construction. The addendum revises the bid opening date and clarifies requirements across general, civil, architectural, and structural scopes. Key work items include the new pole building structure, trash compactor relocation infrastructure, fuel tank concrete pad, block storage bin construction, and remaining sitework. The original bid opening was scheduled for November 11, 2026, with substantial completion required by August 30, 2027. The addendum establishes a 60-calendar-day contract duration from the Notice to Proceed, anticipated for spring 2027.
The project includes six allowances totaling $131,000: a $50,000 provisionary allowance, $25,000 utility allowance, $25,000 trash compactor allowance (managed by Owner's contractor Reaction Distributing), $25,000 fuel dispensing system allowance (managed by Owner's separate contractor), $1,000 permit fee allowance, and $5,000 testing and inspections allowance. Unit pricing is required for excavation, engineered fill, coarse stone fill, chain link fencing (80 linear feet), and contaminated soil disposal. A 5 percent bid guarantee and performance and payment bonds are required. The addendum addresses numerous Request for Information responses, including clarifications on asbestos abatement (none anticipated), foundation design depths and elevations, roofing specifications and rain diverter details, concrete testing protocols, and fuel system and trash compactor scope delegated to the Owner's contractors. Contractors must submit a Non-Collusion Affidavit and Asbestos Abatement Attestation with their bids. Mandatory pre-bid meeting attendance is required for bid consideration.

2. The contract documents indicate on drawing A1.01 and in the specifications, that the cost for the Trash
Compactor Scope of Work is the responsibility of the successful contractor. This seems to include the unknown cost of the services of Reaction Distributing of Ajax, Ontario. We request that a designated allowance be established for the services of the Owner’s delegated contractor Reaction Distributing to ensure that all contractors are provided the same cost quotation for the work of Reaction Distributing.
REQUEST FOR INFORMATION
4. The specifications include verbiage about asbestos and related abatement. We have not found any environmental investigation information in the specifications nor in the drawings. Please advise if an environmental investigation was performed by the Owner or the PSC and where such document can be obtained.
3. The contract documents indicate on drawing A1.01 and in the specifications that the cost for the Fuel
Dispensing System be borne by the successful contractor. Please provide technical specifications for the required new double walled tank, the AST pumps, Clock Gage Alarms and other appurtenances for a complete fuel dispensing system. Additionally, clarify the scope of work regarding the dis-assembly of any pump or device connections to the existing fuel storage tanks to be relocated and a confirmation that the owner (MDNR) is responsible to remove 100% of the fuel in the existing tanks prior to being relocated.
Fuel dispensing systems will be by Owner's separate contractor under designated allowance. Refer to Addendum 2.
2019131 Belle Isle State Park New Storage Building
Trash compactor relocation costs will be by Owner's separate contractor under designated allowance. Refer to Addendum 2.
1. The bid documents state that the project contract time is 60 calendar days and that the first day of these 60 calendar days is when the Notice to Proceed (NTP) is rendered by the Owner to the contractor.
The project bid date is on 04 November 2026. Is it the intention of the Owner to process the NTP on a date such that the Contract Time as noted in the Bid Summary document – specifically 27 August 2027 -can be accomplished without any requirement for Liquidated Damages?
The owner's intent is to issue a notice to proceed in the spring of 2027.
Owner does not anticipate any asbestos abatement to be required for project.

Provide void forms of 2” depth at bottom face of concrete grade beams to mitigate potential damage to grade beam from frost heave at building perimeter.
29. Access and staging: Confirm acceptable laydown and equipment-storage areas, disposal/spoils locations, traffic-control requirements and work-hour restrictions.
30. Precast blocks: Confirm the V-wedge block configuration, specified supplier or accepted equivalents and whether any engineered retaining arrangement is required.
31. Please confirm that the statement below in the specs is correct (SECTION 01 45 16.01 – PAGE 2.
“Blended cement meeting the requirements of ASTM C595 Type IL is permitted”. We recently completed a DTMB project on Belle Isle and DTMB STRONGLY requested that this product NOT be used on the project due to numerous DTMB projects with concrete failures and required re-work.
Refer to Drawing A1.01 for Project Work Limits for areas available for staging and laydown. All spoils shall be properly disposed of offsite. Refer to Specification project working restrictions and requirements.
Block configuration as shown on drawings. Refer to spec Section 012500 Substitution
Procedures for supplier information.
ASTM C595 Type IL blended cement is prohibited.
32. Several foundation contractors have expressed concern over the foundation design. The exterior grade beam is 1.0’ wide x 1.5’ deep. The grade beam reinforcing steel is required to run through the piers for column foundations. This is problematic in that the grade beam may move with frost whereas the column foundations may not heave with frost action. See detail 1/S2.01 for grade beam note.
Casing removal is at the Contractor's discretion as it is not a critical part of the structural design.
33. Note 9 on drawing S3.01 states that “casings will be required for all drilled piers”. Verify that the casings are to be removed once the concrete is in place in the foundation.

Contractor shall assume "Depth" to mean "Thickness".
47. For the Bid Bond itself, the specifications list a 5% requirement, and the Bid Bond Sheet references a signed bond statement, however there is not a page included for the base bid bond to be filled out by the surety agency. Can you confirm that the single page listed in the bid form package as "BID BOND" does not require any supplemental documents at time of submission? Or if it does, can you please provide that document for our surety agency to sign?
46. For the submission, the pages for Performance Bond and Payment Bond are listed in the sheets for the upload, but the specifications list them as submitted once awarded. Can you confirm if for the upload next

51. One of the options presented in the soils report is to excavate the entire building footprint plus 1’ horizontal for each 1’ of depth removed and to provide engineered fill over this entire area. Please advise if this is an acceptable option. It will be costly, but potentially more definable than the unknown depth of the conventional piers and foundations option.
50. The Foundation Design Intent located on A2.21 (which would have been more helpful if located on sheet S2.01 or S3.01) states that the design is based on using conventional foundations with piers. Also states that all footings and foundations are to be excavated to a depth of 9’ 6” below grade. The instructions go on to state that the contractor is to provide engineered fill per soils investigations to bottom of foundation bearing elevation. The bottom of the foundation bearing elevations are not clearly identified in the specs, the soils report nor on the drawings. If the design is to install engineered fill in the
9’ 6” foundations to an unknown depth until 2000 psf (note 1 Foundation Notes dwg S3.01) is obtained, that should be clearly spelled out.
Bottom of foundation elevations are indicated on Drawings. Refer to Foundation Plan on Sheet S2.01 and Site Plan Sheet 7 of 8. The design intent describes the assumptions to be used for determining Base Bid amount.
Contractor can propose alternative approaches as voluntary alternates.
