Master of Business in Professional Leadership (MBPL) Program Sources Sought Synopsis Frequently Asked Questions:
1. Could you clarify the specific expertise or capabilities that the Air Force is seeking from an external contractor to support the MGSU MBPL Program? How will this complement the academic services provided by MGSU? This program is a Master’s in Professional Leadership Program where students selected will receive their curriculum in accordance with the MGSU MBPL Program guide. MGSU has been providing the curriculum, professors, and academic services for this program for several years. The Government has no input as to who MGSU provides to instruct the required classes.
2. Can you provide more details on the specific roles and responsibilities that the contractor will fulfill in relation to the program? How will these duties integrate with the existing MGSU faculty and resources? Please see the response to question 1 above. This program is part of MGSU’s academic offering; therefore, they have a set curriculum and provide the training, materials, fees, and books necessary to the potential candidates.
3. How does the Air Force envision the leadership assessments being integrated with the overall program objectives? Are there specific outcomes or competencies that the assessments should focus on enhancing? The Middle Georgia State University (MGSU) Master of Business in Professional Leadership (MBPL) program is the only program which focuses on applied learning coursework along with completing a Robins Air Force Base (RAFB) focused Capstone Project
4. Is MGSU acting as the prime contractor for this opportunity? Yes, Middle Georgia State University is the sole source contractor for this opportunity. No other program provides the extensive training which benefits Robins Air Force Base by completing the RAFB-focused Capstone project.
5. Could you clarify the expected frequency of in-person instruction for the MGSU MBPL Program? Specifically, how often are instructors required to be on-site for face-to-face classes, and are there any specific milestones or courses that must be delivered in person? This program is offered via MGSU with face-to-face classes on the MGSU campus. Please see paragraph 1.1 of the PWS (posted on SAM.gov) for a list of the required classes and the corresponding semesters. The Period of Performance will be from 08 January 2025-11 May 2026.
6. Are there any requirements or preferences regarding the location of instructors? For example, do instructors need to be based locally near Robins Air Force Base, or is it acceptable for them to travel to the site as needed for face-to-face sessions? Instructors are provided by Middle Georgia State University and are on their campus in Macon, Ga.
7. When they say things like, “Instructors are provided by Middle Georgia State University” and “MGSU has been providing the curriculum, professors, and academic services for this program for several years,” what exactly are they wanting proposals for? If proposers are not proposing to provide instruction, then what are they proposing? For any non-competitive follow-on acquisitions when using sole source authority FAR 13.5 “Simplified Procedures for Certain Commercial Items” (AFFARS 5313.501), we are required to post the effort on SAM.gov. So, even though it is sole source to MGSU, the effort must be posted to SAM.gov.
This is done for Market Research purposes and responses are annotated in the official file.
