About this file
This Performance Work Statement (PWS) details the American Battle Monuments Commission's (ABMC) Flower Program contract for an online and phone-based floral ordering and fulfillment service for 26 overseas military cemeteries. The contract includes four primary contract line items (CLINs): platform development and maintenance, global floral fulfillment and delivery, hosting and support, and optional system enhancements. The base period is twelve months with four option years, expecting approximately 2,000 orders annually. The contractor will develop a secure, Section 508-compliant platform integrated with ABMC's Burial and Memorialization Database, offering at least two floral arrangement options per cemetery, with ABMC staff placing flowers at specific gravesites.
Key requirements include providing a user-friendly online ordering system with secure payment processing, operating a global network of florists to fulfill orders, ensuring flower quality and freshness, delivering arrangements to cemetery locations, and offering optional photographic confirmations. The platform must validate cemetery plot information before order acceptance, protect customer personally identifiable information, and comply with federal privacy laws. Invoicing will be primarily on a firm-fixed-price basis, with monthly or quarterly payments contingent on meeting specified service levels and delivering required reports. The contract emphasizes sustainability, with requirements that floral arrangements use only organic materials and be placed in cemetery-provided vases.
