About this file

This document is a comprehensive Questions and Answers (Q&A) file for a Microsoft 365 Purview Implementation project for the American Battle Monuments Commission (ABMC). The Q&A covers multiple aspects of the potential contract, including project scope, training requirements, current IT environment, and implementation details. Key highlights include ABMC currently having 400 E5 and 10 F3 Microsoft 365 licenses, using SharePoint Online, and seeking a contractor to provide strategic planning and training for Microsoft Purview Records Management. The project will focus on training the records manager on implementing Purview, creating file plans, and developing automated workflows, with a potential two-phase approach: an initial assessment and planning phase (CLIN 0001) and an optional implementation and maturation phase (CLIN 0002).

The solicitation indicates the contract is for services only, with no additional software licensing required. The records management implementation will be limited in initial scope, with the records manager responsible for most configuration and policy development. The target start date is approximately late July/early August, and the project will prioritize permanent records and establishing a lightweight information classification system. Proposals are due by June 30, 2025, with questions accepted until June 16, 2025, and all communications should reference solicitation number 74330225RPurview. The contractor will be expected to provide virtual training, strategic recommendations for file naming and potential file restructuring, and guidance on implementing Purview's records management capabilities while ensuring compliance with federal records management requirements.

Reference Section Question ABMC Response 1 What is the exact count of Microsoft 365 licenses (G1, G3, G5, or E5)?

400 E5 licenses and 10 F3 licenses. We don't have any Gs (we're not on a GOV tenant but a commercial one)

2 How many users will need access to the new Document Management System (DMS)?

The records manager is the only member of staff who will require access to the system.

3 Is document migration required from existing systems?

If yes, please specify the current storage locations and estimated volume.

Any required migration would be from one SharePoint site to another. It is likely minimal. The Contractor is not required to migrate any data or records in this project.

4 What is the total volume of documents to be migrated? The Contract will not be migrating any documents or data.

5 Are there specific document workflows or approval processes that need to be implemented?

Potentially. For some records series, a workflow which notifies the records manager prior to record destruction is preferred.

6 Are there any 3rd-party applications or systems that need to be integrated with the DMS?

No. Purview will only be associated with the existing agency SharePoint sites.

7 Are there any specific compliance requirements (e.g., GDPR, HIPAA) that the DMS needs to meet in addition to NARA/OMB?

No

8 Does the customer require pricing for services only, or are Microsoft 365 licenses or other software components also part of the scope?

Services only. No licenses or other software is required.

This only refers to tagging a document as a "record", "non-record", "CUI", etc.

69 What are the current review workflows and disposition policies for records, and what are the desired improvements or automation goals for these processes in Purview?

There is no existing workflow or disposition of records

70 Can ABMC detail their current Purview access controls, permissions, and auditing practices? What are the specific objectives for developing an "enhanced governance model"?

No current access controls exist. The objective of developing an enhanced governance model for ABMC’s Microsoft 365 Purview Records Management is to establish a clear, sustainable framework that ensures compliance with federal records mandates, including NARA requirements and ABMC’s records schedules (OMB Circular A-130, M-12-18, and ABMC’s records schedules).

The model defines roles and responsibilities for ABMC's RM, IT administrators, and site owners, standardizes access controls to protect sensitive data, and integrates security measures such as audit logging and activity monitoring. It would ensure consistent use of automated workflows to minimize manual errors, enables scalable practices for onboarding new sites or departments, and ensures adaptability to regulatory or technology changes.

The governance model would also support continuous improvement through performance monitoring, defined KPIs, and regular audits, while also fostering user adoption through clear procedures and targeted training. This structure ensures that ABMC can manage records effectively, securely, and in alignment with agency goals and federal standards (currently OMB Circular A-130, M-12-18, and ABMC’s records schedules., but could include new standards at the time of this scope execution).

71 What are the key concerns or areas of focus for the "risk assessments on data security, retention policies, and compliance adherence"?

No specific concerns or focus

72 What level of technical proficiency does the target audience (records managers, IT administrators, key stakeholders, and general ABMC staff) have regarding M365 and Purview?
