About this file
This document is a Vendor Questions spreadsheet for Solicitation 74330225R0028, detailing questions and answers for a demolition and restoration project at the American Battle Monuments Commission (ABMC) Memorial in Saipan. The project involves removing a bell tower, restoring landscaping, and performing concrete and pathway repairs, with work to be completed within six weeks of notice to proceed. Key requirements include submitting method statements for approval, preparing an inventory of salvaged materials, and using products suitable for the Saipan climate with a minimum ten-year life expectancy.
The solicitation includes multiple important details: no bonding or special insurance is required, the project is tax-exempt, and contractors must coordinate with the National Park Service's Facility Operations Specialist for site-specific questions. The work involves landscaping restoration using 'tradescantia spathacea', relocating and illuminating an existing polished granite obelisk, and potential access path replacement. Contractors are expected to determine local permit requirements, submit weekly progress reports, and be physically present to address any punch list items during final acceptance. The project is anticipated to begin after the Memorial Day ceremony in May/June, with no liquidated damages clause due to the project's estimated value.

| 2 | What is the required insurance coverage amount in section 17.2? | ||
| What types of insurance and insurance limits are required? | US companies should disregard the section titled "GENERAL CONDITIONS |

| 3 | Is there a Wage Determination Act applicable to the project? | ||
| Is there a prevailing wage requirement and if so what is the rate determination for laborers, historic masons, concrete workers, iron/steel workers, and tuck pointers? | SAM.gov indicates that there are currently no applocable wage determinations for construction in the Northern Marianas. | ||
| 4 | Should shop drawings be submitted with the proposal or after award? | After award. | |
| 5 | Is bonding required? | Bonding is not required due to the estimated value of this project. | |
| 6 | This project falls under the possible international/multiple countries' jurisdiction. What taxes/fees/permits are applicable? | ABMC projects are tax exempt. Contractor is responsible for obtaining whatever statutory permits may be required. | |
| 7 | The RFP documents include only general requirements and drawings. Are there any other documents such as land survey showing conditions under the surface, e.g. electrical wiring and utilities at the site? Measurements, e.g. depth of soil specifying how the landscaping is to be prepared and restored? | The existing electrical wiring for lights can be easily traced on the site. |
The landscape work is outlined in Appendix A. It requires that the areas currently occupied by grass and concrete (bell tower base) be replaced by 'tradescantia spathacea'. The Contractor is to seek advice from qualified landscape sub-contractor, but as a minimum the depth of soil is to match existing soft landscape areas where 'tradescantia spathacea' has been planted.
8 Are there specifications as to the new design of lighting? Condition of the existing electrical wiring and/or the requirements for the new wiring, its new location. Contractor to inspect condition of existing lights and cabling and report any damage or concerns about condition.
Contractor to submit a landscape plan showing areas of new planting and proposed locations of lights for approval. Essentially, the lights are to be located to illuminate the polished granite obelisk that is to be retained.
| 9 | Is there access to water and electricity at the site? | This and other site related questions can be addressed to Mr. John J Aguon, Facility Operations Specialist with National Park Service at the American Memorial Park in Saipan during the Contractor's site visit. |
| 10 | Is there a designated staging area, portable toilet's location, and is there storage available at or near the site? | This and other site related questions can be addressed to Mr. John J Aguon, Facility Operations Specialist with National Park Service at the American Memorial Park in Saipan during the Contractor's site visit. |
| 11 | In the scope of Work, item b.ii. is unclear. Are the disassembled materials to be salvaged or disposed of? | Item 'b.ii.' requires the Contractor to prepare an inventory and valuation of salvaged materials for submission to client. It will then be the client's decision whether materials are salvaged or disposed of. |
| 12 | Are there any special laws governing the disposal on the island? | This and other site related questions can be addressed to Mr. John J Aguon, Facility Operations Specialist with National Park Service at the American Memorial Park in Saipan during the Contractor's site visit. |
| 13 | What construction permits will be applicable for this project? | It is expected that Contractors will use their local knowledge and experience to determine what construction permits are required. |
| 14 | What will be the approval schedule for the reports on the existing condition of the structures, means and methods statement, and shop drawings? How will this schedule accommodate mobilization and the completion of work within six weeks from NTP. | Method statements required under this contract, i.e., demolition of bell tower, preparation / installation of new finish to concrete plaza floor, concrete repair to bench seats and walls, and access path refurbishment, must be submitted to ABMC's appointed COR for approval prior to works commencing. Contractor should prepare one single submission containing all method statements as early as possible following signing of the contract so ABMC can review / comment / approve same during the mobilization period. |
| 15 | What will be the process of final approval of the completed work? The RFP requires that the request in writing is made prior to the final approval which may lead to a time delay between the completion of the work and the actual acceptance. | Contractor to keep ABMC informed of progress through weekly reports. The accuracy of these reports will allow ABMC to plan travel and keep the time between project completion and acceptance to a minimum. |
| 16 | What are the specifications for the concrete mix and what are your preferred materials, e.g. bonding agent? | The bid document requires submission of method statements along with product and warranty details for concrete mix and bonding agents based on the Contractors local knowledge and experience. Products must be appropriate for the Saipan climate and have a minimum life expectancy of ten (10) years. |
| 17 | Is there a drawing showing the details of the extent of the landscaping restoration around the pathways? | No. The access paths are a bid option item. If they are to be replaced it is anticipated that a 1m area either side of the paths would be impacted and required landscaping restoration. |
| 18 | Are there any known conditions under the surface that would prevent usage of a heavy equipment, if needed? | This and other site related questions can be addressed to Mr. John J Aguon, Facility Operations Specialist with National Park Service at the American Memorial Park in Saipan during the Contractor's site visit. |
| 19 | Are there any events planned in May/June, other than the Memorial Day, during which work must be interrupted? | ABMC is only aware of the Memorial Day ceremony. It is envisaged that work could begin after this event to avoid interuptions. |
| 20 | Are there liquidated damages applicable to this project? | Liquidated damages was not included in the clauses/provisions for this contract due to the estimated dollar value. |
