| Question | ABMC Response | |
Who was the previous vendor awarded this contract in prior years? | This is a new requirement.
What was the award amount for the event? | ABMC does not release its internal cost estimates.
Does ABMC have a preferred vendor list for this region? Are there any local preferred vendors for local lodging, transportation, catering, etc? | No. To be determined at vendor's discretion.
Could you confirm if there will be any additional delivery platforms outside of ABMC’s YouTube, Facebook, Instagram, and Twitter channels? | There are no livestream delivery platforms required beyond what's listed in the requirements.
Are there specific file formats, codecs, or compression standards ABMC "prefers" for final deliverables? | File codec and wrapper can be determined by the vendor. ABMC prefers UHD .mp4 H264 for all individual camera streams and two Pro Res 422 program masters (One clean and one with graphics). Audio should be synced for all streams and masters.
I understand we are responsible for securing the gear but will there be designated areas for secured vendor/guest parking? | ABMC will coordinate an area for vendor parking near the Memorial. The vendor will need to provide 24 hr. security for their equipment from setup through teardown as ABMC maintains no staff on site.
Will ABMC be incorporating any additional graphics or media files beyond the lower thirds, holding screens, and opening video loop? | No, and there is no graphic design work requirements for this contract.
Will ABMC be providing the large tent, lighting, medical tent, small tent, toilets and the blue carpet? If those things are sourced externally, would we be able to coordinate with those suppliers to align on technical details? | Another vendor source will provide these items. ABMC will facilitate coordination between that source and the livestream vendor to ensure alignment on all technical details.
Are there specific insurance requirements for this project? | No.
Is a floorplan of the audience tent already available? | No, but one will be provided as soon as it is available.
Can you confirm that everyone in the tent (both audience and speakers/MC) are on the same floor level, so no raised stage(s)? | The logistics/structure vendor will install a dais (small platform) of at least 2x2 meters where the guest speaker podium will be placed. ABMC recommends the vendor plans on bringing small risers to place operated cameras on in order to achieve clear shots over attending guests.
Can ABMC provide a front-of-house area in the tent, approximately 2m by 5m, to serve as an audio technician area and place for fiber equipment? | ABMC will coordinate with the logistics/structure vendor to provide a livestream directing area within the tent.
Would you like to have TV screens in the tent, to show content and IMAG of the speakers? | No.
Can we bring our own lighting for the audience tent? | The logistics/structure vendor is requred to supply and install appropriate lighting in the tent for the guest speakers at the podium. The vendor may present this as an option in their proposal, but it is not a requirement.
Do we need to provide audio for anyone outside the tent? Or is the only area we need to cover with audio speakers in the tent? | Speakers need to provide clear, quality audio output only within the tent.
What type of band/music/choir can we expect? | ABMC is planning on a military band. Number of instruments to be determined at a later date. No choir. |
Do you have any preferences for a specific type of camera (operated, remote, fixed, crane, cable cam, handheld) or amounts? | ABMC prefers a mix of fixed operated and remote cameras. No crane, cable cam, or handheld positions are required since the ceremony will take place under a tent. |
Which parts of the show take place inside the tent, and which somewhere else? | The only element of the ceremony taking place outside of the tent will be a military flyover. |
Where will the wreath laying take place? | The wreath laying will take place within the tented area. |
Would you like us to coordinate the show with a showcaller and stage manager, or is this provided from your end? | A showcaller and stage manager are not a requirement. ABMC will coordinate multiple rehearsals with the vendor to ensure a clear understanding of the run of show. |
Where can we place our live directing suite and production area? Is there space near the memorial, or perhaps in the parking lot? | ABMC will coordinate with the vendor to determine the best location for the live directing suite and production area. |
Where can we place our generators? | ABMC will coordinate with the vendor to determine best placement for the generators. |
Given that the solicitation document states, “The contents of this document must not be disclosed to any third party without the prior written consent of ABMC,” may we share a customized scope of service document with our partnering and subcontracting teams, pending your permission? | Yes. |
Will there be designated positions or | |
| restrictions for camera and equipment placement around the event site? | Camera positions will be determined based on vendor recommendations following planning meetings with ABMC stakeholders. | ||
Should we arrange catering solely for the | |
| livestream crew which we hire? Instead we can provide them food coupon or any other alternatives, or would this extend to any VIP guests and additional attendees? | It is the responsibilty of the vendor to provide meals or per diem to their staff. Those costs should be factored into the proposal the vendor submits. | ||
Would standard security for equipment | |
| and tents be sufficient, or should additional security for event attendees be arranged? If so, are there specific protocols we should follow? | It is the vendor's responsibility to safeguard their equipment from setup through teardown as ABMC maintains no staff on site. There are no additional security requirements within the scope of this contract. | ||
How much time will be available onsite for equipment setup and livestream testing before the dress rehearsal? | ABMC requests setup and technical rehearsals be completed by end of day Dec. 11. Dress rehearsals will be held during Dec. 12 at a time to be determined. The ceremony is currently slated to commence at 1600 Dec. 13. This is a change from the 1400 start time indicated in the requirements submitted in the RFP. |
Are there specific local permits or approvals we should obtain from Belgian authorities for Tent, Generators, Health and other activities, and could ABMC assist with this process if needed? | ABMC is not aware of any permitting requirements, but it is the vendor's responsibility to make this determination. |
Does ABMC require a minimum quality or resolution for the livestream (e.g., Full HD, 4K)? | ABMC requires Full HD for the livestream and recorded individual camera streams and program masters at UHD. See response to question 5 for additional information. |
The RFP, in my opinion is mising some critical data required for submission such as a SF 1449 or similar form; Certifications & Reps; there are no CLINS nor pricing sheets, etc. There does not appear to be sufficient information or requirements for the Government to establish an 'apples to apples' comparison. | ABMC anticipates only one CLIN, unless travel is significant and requires a separate cost-reimburseable CLIN (per the RFP instructions letter). The terms and conditions are TBD, as this is an overseas requirement and FAR clauses may or may not be utilized. Prospective contractors may submit a proposal in whatever standard commercial format they desire as long as all requirements of the RFP are met. |
The RFP mentions that under a SOFA type agreement a US contractor is exempt from VAT. Will the USG sponsor the contractor or will the contractor be responsible for entry/work VISAs, Belgium Labor Laws, etc. I believe if sponsored by the USG, these requirements can be waived and allow the American Battle Monuments Commission (ABMC) to execute a simplified contract vehicle. Please advise if the American Battle Monuments Commission (ABMC) will be the contractor's sponsor and remove these constraints. | Prospective contractors are responsible for understanding and coordinating any required sponsorships and for complying with all local laws as necessary. |
Does the Government anticipate a Site Visit or an on-line venue to show industry pictures, videos, ask questions, etc? | A site visit can be conducted at the vendor's discretion. ABMC can provide personnel on site with prior coordination. |
There are no CLIN lines to place travel requirements under. Is the contractor required to use the Joint Federal Travel Regulation (JFTR) for air fare, lodging, etc? Please advise. | Travel should be separately broken out in the cost proposal, and rates should be in accordance with current Government travel regulations. Overseas travel rates can be found on the Department of State website at https://aoprals.state.gov/web920/per_diem_action.asp?MenuHide=1&CountryCode=1075
