Entrepreneur Learning Initiative
SECTION 1 – DEFINITIONS
AGILE DEVELOPMENT/AGILE SOFTWARE DEVELOPMENT: A proven commercial methodology for software development that is characterized by incremental and iterative processes where releases are produced in close collaboration with the customer. This process improves investment manageability, lowers risk of project failure, shortens the time to realize value, and allows agencies to better adapt to changing needs.
CONTRACTING OFFICER (CO): The Government official responsible for the execution and administration of contracts on behalf of the Government.
CONTRACTING OFFICER'S REPRESENTATIVE (COR): An individual designated by the Contracting Officer to act as his/her representative to assist in managing the contract. The authorities and limitations of a COR appointment are contained in the written letter of appointment.
DAY: A calendar day unless stated otherwise. If a deliverable is due on a weekend or holiday, the deliverable shall be considered due the next business day.
QUARTER: A quarter will be defined as the first of January through the end of March first of April through the end of June, first of July through the end of September, and first of October through the end of December.
BUSINESS DAY: Any day other than a Saturday, a Sunday, a Federal holiday or other day on which the Federal Government by law or executive order is closed. Note: This includes any weather-related office closures if the place of performance is in a Federal Building.
MINIMUM FUNCTIONALITY: The minimum capabilities a product should have to meet the Government's objectives.
AGILE ENVIRONMENT: A team-based setting for IT product development where the Agile development methodology is used.
ITERATION/SPRINT/RELEASE CYCLE: Divisions of time within the Agile development framework. Each iteration is small in scale (i.e., encompasses a single or a few function(s) within a multistep process). Multiple iterations form releases. For more information, see the TechFAR.
MILESTONES/EPICS: A necessary step in a process. In this document, used to refer to components of a given project.
RELEASE PLAN/RELEASE PLANNING: A common practice in Agile development environments that describes a quarterly (3 month) set of objectives, projected release schedule, and identifies milestones, risks, and issues that may affect the projected schedule.
STORY POINT: A measurement of work and effort. Story points are used in an Agile development environment to demonstrate how much work was achieved in a given sprint or iteration. For more information, see the TechFAR.
THROUGHPUT: The amount of material or items passing through a system or process; in this document, refers to the work activity of a product development team.
USER STORY: A very high-level definition of a requirement, containing just enough information so that the developers can produce a reasonable estimate of the effort to implement.
SECTION 2 – INTRODUCTION
Strong, sustainable business is a cornerstone of America’s economic success. In May 2018, the National Federation of Independent Business recorded the highest readings in the Small Business Optimism Index. Entrepreneurship is woven into the American identity, yet, many small business owners lack the resources to start and scale their businesses. The Small Business Administration is issuing this Request for Proposal (RFP) to solicit a contractor to address this problem through a proposed e-learning solution for entrepreneurs ready to start and scale their businesses. This initiative will create a modern, e-learning approach, initially targeting women who want to scale their business, then expanding to other entrepreneurs who want to start and grow their business.
General online learning resources that are available may lack an experiential learning approach, which is both engaging and encouraging to entrepreneurs, especially women. This initiative will be a first-in-class project, delivering a modern, complete learning experience that includes synchronous and asynchronous learning, networking and peer-to-peer learning components--two of the seven critical domains for supporting women entrepreneurs outlined by the National Women’s Business Council (available here).
SBA will conduct this acquisition under Part 12 of the Federal Acquisition Regulation (FAR). The National American Industry Classification System Codes (NAICS) Code is 611430 Professional and Management Development Training. The Small Business size standard for this code is $11M.

SECTION 4 – STATEMENT OF OBJECTIVES
This section will be removed at contract award.
4.1 OBJECTIVE
The purpose of this statement of objectives (SOO) is to develop and release a Digital Minimum Viable Product (MVP) to meet the unique needs of small business owners who want to start and scale their business. The initial focus for this project will be for women entrepreneurs looking to scale their business. The platform should be built with flexibility to expand to entrepreneurs in various stages of business and other demographics (for example, veteran small business owners, rural areas, etc.)
This MVP is a self-paced digital learning and collaboration platform, with an experiential learning approach, including peer-to-peer learning and collaboration. The environment should be engaging and enticing, making this the “go-to” digital learning and collaboration platform for entrepreneurs.
4.2 OUTPUTS
The resulting contract will be considered successful when the following outputs have been delivered:
· A refined and validated MVP vision
· A refined and configured platform, scalable to larger audiences
· A full list of requirements, developed with the Government, using the salient characteristics and sample requirements for platform and content
· An initial learning resource prototype by January 31, 2019
· Twelve defined learning paths that are interactive, experiential and learner-led and adaptable to other demographics
· A refined prototype/scalable platform with at least seven of the twelve defined learning paths delivered by March 1, 2019
· Success metrics based on usability research with end users
· Propose performance measures that will permit the Government to assess the contractor's performance and the quality and completeness of the platform and learning paths
It is expected that the selected contractor will follow the U.S. Digital Services Playbook to help SBA build an effective digital experience that servers the public’s need through an Agile implementation.
To achieve this goal, quality partnerships, especially partnerships with educational institutions, industry leaders and those with demonstrated successes are highly encouraged. The contractor must be able to establish and execute a collaborative, integrated approach for a user-centered experience that meets the objective of this SOO.
4.3 PROBLEM STATEMENT
Entrepreneurs with existing businesses, especially women entrepreneurs in rural and underserved markets, lack access to essential resources and consolidated knowledge base needed to grow a business.
The SBA wants to meet this need by delivering a modern complete learning experience for women that includes peer-to-peer learning and networking. The SBA’s current online learning options are a collection of aging content, with accessibility issues and no options for peer to peer learning or collaboration. Courses like “How to Write a Business Plan” are hosted using Amazon Web Services and presented or ‘wrapped’ by a thin ReactJS frontend website. This existing content cannot integrate with other services, such as virtual counseling and peer to peer collaboration. Using current resources, the agency is not able to build and deliver a modern learning experience.
4.4 SCOPE
The functional areas and tasks below describe the government’s approach to solving this problem. The proposed tasks are open to feedback and/or a different approach, depending on the contractor’s best approach and proposed solution.
4.4.1 FUNCTIONAL AREA 1: DISCOVERY
Objective: Collaborate, validate and plan how to solve the problem through digitalization, user-centered design techniques and learning management methods with the SBA.
Tasks:
· Survey an inventory of existing Government digital learning content provided by the SBA and other agencies. A list is attached to this RFP in Appendix 3 - 73351018R0018 – Training Inventory.
· Provide recommendations on which of the Training Inventory learning content (if any) should:
· be repurposed or redesigned for this solution
· be replaced by licensed content from private sector providers
· be replaced by newly created content
· Create a project vision, an initial scope for the MVP and final project roadmap
· Create and validate learning paths and learning content for delivery
· Create a learning path delivery roadmap
· Propose options for adaptable learning paths and content to support future demographics
· Refine and validate a hypothesis statement(s) that can be tested by the release of the MVP
· Conduct research and determine end user goals for this MVP
A Federal team made up of Small Business Administration, the Department of Labor, and the Department of Treasury have conducted initial research into what a new learning environment for women entrepreneurs ready to grow their businesses should entail. Government resources serve as a starting point and may serve as foundational content.
4.4.2 FUNCTIONAL AREA 2: PLATFORM CONFIGURATION
Objective: Configure the cloud-based platform to develop and release to end users using an Agile implementation method.
Tasks:
· Configure Required Platform Characteristics as per section 3.1 to support the overall objective of this SOO.

· Based on Section 3.2 Other Characteristics, create, with the Government, a prioritized list of "user stories" that capture what is trying to be accomplish.
· Work with the agency to develop or manage continuous integration, security, 508 compliance, privacy or any other agency policies that need to be incorporated in order to release the product in a live environment
· User test configured platform with end users to ensure delivery is focused on meeting the needs of existing women business owners who want to scale their business
· Incorporate end user feedback into the platform configuration
· Create and track success metrics with the Government to determine whether the delivered solution meets end users’ needs and solves the agency problem statement.
· As a result of the feedback received, provide recommendations on what should be modified in future versions of the product
· Deliver the mutually-agreed upon user stories for the platform
· Develop Government requested system documentation, user stories, acceptance criteria and test scripts
4.4.3 FUNCTIONAL AREA 3: CONTENT DEVELOPMENT
Objective: Through the use of Agile development methods, with the platform configured from the validation and discovery tasks above, develop, test, and implement learning content for the platform.
As mentioned in the background section, the initial targeting of this resource is toward women entrepreneurs poised for growth/scaling. The content solution may be a combination of repurposed, existing Federal resources, licensed content form private sector providers, or newly created content. The SBA provided a list of Federally available online content available and pertinent to small business owners (see Appendix 3 - 73351018R0018 – Training Inventory). The contractor is responsible for coordinating with SBA to assess and repurpose existing Federal resources, licensing material, and/or the creation of new content.
The content solution should be organized into a focused set of entrepreneurship topics, shown through research to be relevant to women. Learning paths should be learner-led, interactive, and experiential with synchronous and asynchronous learning incorporated. Learning paths 1-7 listed below are to be included in the March 1, 2019 delivery. Other potential learning paths 8-15 are listed below:
1. Entrepreneurial Leadership
2. Opportunity Identification
