Section/Page Question Government Response
3.1-9
Section 3.1 - 9. Connect or integrate a survey system to survey registered users in a systematic way to easily collect feedback. - The typical guidance is FedRAMP authorized survey systems must be leveraged if it is integrating to a FedRAMP authorized LMS. With the importance around security, does SBA require a FedRAMP authorized survey system to be leveraged in conjunction with the Learning Management System?
Yes
Does the government anticipate that an ATO will be required as part of this effort? Yes. See appendix 1.
Technical - Section 4.4.2
Functional Area 2: Platform Configuration
What are the names of the database and server software that we will need to interface with? The contractor will configure a COTS or open source solution. There are no government defined databases and/or software requirements other than cloud computing as noted in 3.1 subbullet 1 and 2.
Technical - Section 4.4.2 Functional Area 2: Platform
Configuration
What parts of the systems will need to be shared (data, authentication, etc.)? The contractor must supply the entire system. The government will not provide any part of the system. Contractor can propose hosting in SBA provided cloud. The government will require access to all data on the system.
Our SaaS collaborative learning platform is already at AWS, does this meet the hosting requirement? If not what is the process for getting on the SBA AWS site? Is their additional cost involved?
The platform must reside on an FedRamp approved AWS. If contractor needs to use SBA AWS contractor should factor in cost of moving, configuring, testing platform on SBA's AWS.
Can you please describe further the desired need for a content management system versus a learning management system?
The offeror should be able to both create/manage learning content and also manage learners, keeping track of learners progress and performance. The offeror can propose what systems they use to manage content and learning.
Were there specific gamification elements you desire (i.e. badges, delivery of rewards) that we need to include in our proposal?
Contractor should propose all elements of gamification.
Section 3.1 If partial capabilities exist based on Section 3.1 requirements, can MVP on January 31 suffice for build out? All salient characteristics of Section 3.1 are required in the platform at the time of award.
Functional Area 2
Will the SBA consider decoupling the Functional Area 2: Platform Configuration from the RFP, and consider two sequential RFPs – 1) Learning platform THEN 2) content development?
RE:
• There are 600 off-the-shelf Learning Management Systems. Many will meet the specs identified in the RFP, have proven track record with requirements identified in section 3.1, and are immediately available for implementation without configuration costs for much cheaper than developing and maintaining a custom learning platform. I have 15 years of experience guiding the learning management selection process, but could not identify the ideal LMS candidate without further discussions about the current target audience, budget, and future state strategy.
• Upon selection of a LMS, we as content developers can leverage the functionality to create blended/multimedia learning paths.
The Government intends for offerors to propose their own teaming or subcontracting arrangements. Award will be made to a single small business firm.
Are there any technical services or products that have been previously purchased or licensed that SBA would like to continue using?
No.
Could SBA explain the current technical infrastructure of their online course offerings? Current technical infrastructure in use is not relevant. SBA desires a new system.
Does the government have in mind an existing platform that it benchmarked for this solicitation? No.
Does the Government have a specific open source or COTS Learning Management System in mind for this effort?
No.
Can the government provide a comprehensive list of all performance and/or design requirements for the
LMS?
No. The contractor should respond to the RFP as written.
Can the government provide more specifications about the IT requirements for the MVP The RFP requires an open source or COTS solution hosted in a cloud environment that has all the characteristics as documented in the RFP.
Technical -Section 4.4.2 Functional Area 2: Platform
Configuration
What technologies does their existing system use? Current technologies in use is not relevant. SBA desires a new system.
How important is it for the Small Business Administration to use community-backed open source educational software (such as Open edX) vs. fully proprietary platforms?
Contractor may propose either.
Is it essential for the Small Business Administration to have control over its educational platform's code in order to innovate on its own terms vs. a fully licensed solution?
Vendor can propose best platform for delivering content. SBA does not require control over the platform code. The government does have unlimited rights to all learning content created under this contract. Learning content must be in a portable format to function outside the vendor selected platform.
Are predictive and prescriptive analytics vital to the Small Business Administration? The platform must be able to capture learning analytics. Contractor can determine the best type to meet the requirements.
Pg 6, item 30 What are the expectations for the Technical helpdesk and Tier I support – Will email and online chat be sufficient for Tier I Support?
Contractor will be responsible for Tier 1, Tier 2 and Tier 3 support.
What is the expected deliverable(s) to be completed within the base period for Platform Configuration, and the seven initially required learning paths?
The base period CLIN 0001 outlines the required deliverables. The deliverables can be summarized as follows: a learning system that at time of award has all characteristic in section 3.1. The outputs listed in Section 4.2. The Objectives and tasks in section 4.4.1 and
4.4.2. The Objective and tasks in section 4.4.3 with only 7 learning paths.
Who built the course "How to write a business plan"?
Is it delivered ILT or online?
"How to Write a Business Plan" is a link in the RFP to the online course. https://www.sba.gov/course/how-write-business-plan/ Who built the current offering is not relevant.
What are the names of the third party companies that have contributed to the development and deployment of the existing course library?
What are the digital assets and how are they purposed?
What are the file types?
Would the SBA be interested in (company) repurposing the existing content to include social/experiential functionality?
Who built the current library is not relevant. A list of federal online content and weblinks is found in appendix 3. You can see each course by going to these links. Section 4.4.1 of the RFP outlines the tasks to be performed related to existing content. Offers should propose recommendations on which of the Training Inventory learning content (if any) should: be repurposed or redesigned for this solution, be replaced by licensed content from private sector providers, or be replaced by newly created content. The majority of the course in SBA's online center are flashed based and are hosted using Amazon Web Services and presented or ‘wrapped’ by a thin ReactJS frontend website. SBA desires a new system.
Will the content stay the same over the 4 years or will it be updated? If updated how often and by who? It will be updated by the SBA and the contractor, based on feedback from the platform and content.
Does the government anticipate that OMB clearance for the instrument to conduct the learner needs assessment will be required for this effort?
If OMB clearance is required SBA will obtain the necessary approvals.
Will content providers for the Entrepreneur Learning Initiative be solicited under a separate procurement process?
No, the Government intends to award one contract for this learning solution.
Will the SBA PM, CO, or COR serve as gatekeeper for identifying content required, provided by, or shared with other federal entities or will those entities work directly with the contractor and vice versa?
Yes, the SBA will serve as the gatekeeper for content.
Please explain the difference between low, medium, and high complexity learning paths. For this effort, the SBA believes complexity of learning path development is the level of effort required to repurpose any existing federally available entrepreneurship content and/or the level of effort required to create new content in order to provide the solution as outlined in this SOO. Within the context of repurposing existing federally available content, the proposer should take into account not only the technical requirements to repurpose (i.e, reformatting a Flash-based course, if appropriate), but also the priority of changing the voice of existing content to resonate with the initial target segment of women business owners interested in scaling their businesses.
Descriptions of low, medium and high complexity learning paths are listed below:
HIGH COMPLEXITY LEARNING PATH: Learning path is a combination of adapted federally available content, commercial off the shelf resources and newly created material. Federally available content and/or commercial off the shelf resources require significant effort in repackaging to resonate with the target market. Significant developmental effort is needed to make the resources under the learning path available and compliant with all requirements in this SOO.
MEDIUM COMPLEXITY LEARNING PATH: Learning path is mostly comprised of adapted federally available content, commercial off the shelf resources and some newly created material The voice of the content requires moderate effort to tailor to the target segment, and moderate developmental effort is needed to make the resources under the learning path available and compliant all requirements in this SOO.
LOW COMPLEXITY LEARNING PATH: Learning path is comprised of mostly or entirely of existing, federally available or commercial off the shelf resources. The voice of the content is already tailored to the target segment, and very little developmental effort is needed to make the resources under the learning path available and compliant all requirements in this SOO.
The first seven learning paths will be high complexity development.
Can you provide what your definition of a “Learning Path” is and metrics in terms of expected number or range of Synchronous eLearning Modules for each type (Low, Medium, High Complexity)
Learning paths are defined as the route taken by a learner through a range of e-learning activities, which allows them to build knowledge progressively. It is expected that the initial seven learning paths will be of high complexity.
Is there a required training duration (seat time) for each learning path? If no specific duration is required, is there a preferred duration?
No, there is no required training duration. Regarding a preferred duration, the contractor will be expected to demonstrate the expertise to make informed recommendations to the SBA. Content development will be executed in an agile manner and the agency and contractor work iteratively to develop optimal course lengths and total timing.
What is the estimated length of student learning time per learning path or course? The SBA expects the contractor to make an informed recommendation to the agency re: time per learning path. Content development will be executed in an agile manner and the agency and contractor work iteratively to develop optimal course lengths and total timing.
How many hours of total content is the government anticipating? The SBA expects the contractor to make an informed recommendation to the agency re: the number of hours necessary to establish an MVP. Content development will be executed in an agile manner and the agency and contractor work iteratively to develop optimal course lengths and total timing.
5.1.1 Performance Work
Statement Minimum
Requirements
Can SBA describe the meaning of the term “segment” in Bullet 8: the interactive instructional materials to introduce each segment, e.g. animated videos, infographics” ?
At a minimum, it is expected that each of the learning paths are introduced with interactive, instructional materials. The contractor will recommend a structure for each learning path (i.e., how many courses, themes to be covered, etc.) and the contractor is encouraged to identify additional use of interactive, instructional introduction materials.
Will there be a minimum/maximum number of trainings required that will be integrated into the MVP (based on the list of entrepreneurial development related federal online content - Appendix 3) since this is a firm-fixed price ?
Seven learning paths are required, as listed in Section 4.4.3.
4.4.3 Functional Area 3:
Content Development
Are the 7 learning paths equivalent to courses that exist today at least in terms of user content? Or is each learning path considered to be a series of courses on the broader topics mentioned?
The learning paths were identified by SBA as the most meaningful for the initial target audience. Within in each learning path, the contractor is expected to use agile methodology to solidify the appropriate content and how to appropriately organize (i.e., by course, theme, etc.). Similarly, the contractor will be expected to assess and recommend the incorporation of any existing federally available content, as identified in Appendix 3.
Pg 10 Please confirm that the costs for these Learning paths should be included in CLIN0001 and completed during the first six months of the project.
Confirmed. The cost of 7 learning paths are included in the base CLIN0001.
Can we propose to shift some of the initial learning paths (Paths 1-7) to be delivered after the initial six months?
No, seven learning paths are to be delivered by March 1, 2019.
How relevant are artificial intelligence and adaptive learning for the Small Business Administration? While artificial intelligence and adaptive learning are not specifically identified in this RFP, as stated in Section 4.4 Scope, " the proposed tasks are open to feedback and/or a different approach, depending on the contractor’s best approach and proposed solution. "
Are the courses content existing and they just need to be moved online or are we creating courses from scratch? If they already exist, is it video content and graphics or just text? If so, are all the videos and graphics accessibility compliant or will it all have to be redone?
Please see sections 4.4.1 Functional Area 1: Discovery and 4.4.3 Functional Area 3: Content Development, as well as Appendix 3 Training Inventory
Do you require that the SBA own all of the intellectual property of both functionality and content of the platform? Or are you open to a solution where existing IP of others can be used?
SBA is open to licensing both for the platform and some of the content to be developed.
Is the Small Business Administration interested in revenue-generating courses for large audiences? No. This resource shall be made available for free to the public.
Within this RFP, could multiple vendors be considered for their expertise and/or ability to support a portion of the requirements as well as support beyond these requirements?
If so, will the small business set aside be removed as a requirement?
The Government intends for offerors to propose their own teaming or subcontracting arrangements. Award will be made to a single small business firm. The set-aside will not be removed.
Will a multiple of bids be awarded? No, the Government intends to award one contract for this effort.
Appendix 2_Demographic and Business Information
Could SBA please confirm if Appendix 2 should be included in the offerors response? If so, where would SBA like the offeror to include this attachment?
No, appendix 2 is an example of data that the system should have the ability to capture about each user.
Attachment: Past Performance Experience
Submittal
Could SBA please confirm if this separate attachment should be completed? The proposal instructions do not reference this form. Proposal instructions say the offeror should provide up to 3 references, while the separate form indicates the offeror should provide all past performance within the past 3 years.
The separate attachment should be completed. The form should be used to provide the references.
Past Performance/Experience the Government states that, "Offerors shall provide references for up to three (3) contracts, grants, or cooperative agreements that the offeror has completed in the past three (3) years." This section also states that if the offeror leverages subcontractors, "offerors shall submit similar prior experience information for proposed significant or critical subcontractors." Does this total of 3 references include past performance from subcontractors, or may offerors submit 3 references from the prime and additional references from the sub?
3 references from the prime and an additional 3 references from the sub.
How many past performance projects are required? See answer above.
52.212-1 The font instructions do not mention a smaller font than size 12 for graphics and tables. Could SBA please confirm smaller font size 10 can be used for graphics and tables in the proposal response?
Smaller font, down to size 10, may be used in graphics and tables.
Will the Quality Assurance Plan be included into the page count (30)? Yes.
Instructions to Offerors
The Government provides conflicting directions for the subject line of the submission email: "Please include the following subject line for the email: 'Proposal Submission for Solicitation 73351018R0018'; and "Email subject line should read '73351018R0018 – Proposal.'" Can the Government clarify what the submission email subject line should be?
Revised to the following:
73351018R0018 – (Company Name) - Proposal
"This is a Small Business set-aside with a size standard of $11M" what does this mean? For a business to be considered "Small" under NAICS code 611430 they must have average annual receipts of less than $11M. Please see the follow link for more details.
https://www.sba.gov/federal-contracting/contracting-guide/size-standards
Is it sufficient for one member of a team to have submitted a Letter of Intent? Or do you need a LOI from each member?
SBA has removed the requirement to submit a Letter of Intent to be able to participate in this procurement.
What are your expectations in reporting progress? The Contractor should provide a report that clearly show accomplishments, work in progress and upcoming items. The Contractor should also clearly communicate any hurdles or obstacles to completing the work/fulfilling the requirements. This reporting should be done on a frequent basis.
How/when will users be incorporated in feedback? User testing will be conducted to collect feedback before release.
Can the Government clarify what the expected team size is for this effort? No, the government has only specified two key personnel positions, we expect the contractor to propose and form the team it believes is most appropriate to complete the work.
Pg 14 The RFP on pg. 14 indicates that Development Manager “should” be certified Scrum Master. Is this a mandatory requirement?
Not mandatory, but an agile-based certification is highly desired.
Is there a minimum or maximum number of performance measures the SBA would like to see proposed? No, the contractor should propose the type and quantity of performance measures that are appropriate for a project such as this.
Will there be a requirement for security clearance/background investigation for all/some labor categories? All contractor personnel will be required to have or be able to obtain a clearance at the level of Public Trust. SBA will initiate this process as necessary after award for the appropriate contractor personnel.
Will any training on handling personally identifiable information (PII) or other aspects of data security be required by the government, and if so, should the cost be built into the budgets?
The learning system being proposed will house PII. Data security will be the responsibility of the contractor. Cost should be built into the budget.
Could SBA please provide the place of performance for this contract? At the contractors facility and/or SBA facility. Being on-site is not a requirement of this solicitation.
Where is the expected primary location for this project? Are there secondary project locations that the team needs to visit?
Contractor Facility and/or 409 Third Street, SW, Washington, DC, but as noted above, being on-site is not a requirement of this solicitation.
The first deliverable after discovery and platform configuration is 7 learning paths available in a fully configured platform by March 1, 2019 although the Base Period CLIN is six (6) months. Which timeline will govern the timeline for the Base Period? If March 1 is not negotiable, will a mutually agreed upon partial deliverable for March 1, 2019 be acceptable?
Configured platform Seven learning paths by March 1, 2019 is the requirement. Base period remains six months.
What is the estimated award date and project start date? It appears that the first 6 month phase will be completed in March 2019, does that mean a project start of October 1, 2018?
Award date and project start date are both scheduled to be before September 28, 2018.
What is the anticipated target date of award for this contract and when do you expect the project to start? Award date and project start date are both scheduled to be before September 28,, 2018.
Does the Small Business Administration have preferred milestones and dates for the launch of its initiative? Award date and project start date are both scheduled to be before September 28, 2018. Launch of the platform/content is March 1, 2019.
Will the SBA be providing and coordinating the instructors and mentors or should that be included in the proposal?
SBA will provide or coordinate. Please see the NOTE at the end of section 3.1 of the RFP - 73351018R0018 - Final document.
Will the SBA be monitoring and facilitating the engagement content or should that be included? (Getting users to start the conversation is difficult and an empty social platform deters continued use.)
SBA will be marketing the site via other means than this contract to drive traffic to the platform. Contractor should propose how to provide facilitation and engagement of users on the platform.
The possible travel expenses are mentioned several times in the RFP. Will SBA require the contractor’s personnel to work onsite at any point? Are there any anticipated meetings and other events that cannot be held via teleconference and will require the contractor’s personnel to travel to the location?
Currently no travel is required, but the Government and the Contractor may agree to hold in-person meetings. Any travel will be paid in accordance with the FTRs.
The RFP includes a requirement to provide moderation for peer to peer networking and social media-type discussions. Are there standards in place already at SBA or elsewhere in the federal government for End User License Agreements (EULAs) to support the contractor requirement “to police, moderate, and facilitate online discussions”?
No.
Will there be SBA personnel directly involved or engaged in these discussions, particularly to “police, moderate, and facilitate”?
No. Contractor will be responsible to police, moderate and facilitate. Standards should be developed by the contractor and approved by the SBA.
The contractor shall be paid upon the completion of each iteration upon its acceptance and verification by the Contracting Officer's Representative (COR) in coordination with the Product Owner(s).” However, each iteration is stated to be two weeks. Other than verifying the Level of Effort expended in those two weeks, it is questionable that actual performance in satisfaction of the Performance Objectives could be achieved. Is acceptance and verification to be interpreted in this way for each two week period?
The requirement has been changed, the Contractor shall propose an iteration period for CLIN 0001. These iterations should be able to show gradual completion of the work.
Note: Contractor may bill after every approved iteration or every two iterations and IAW the following payment clauses listed in the Clause section below.” Does this mean that the contractor may bill after every two iterations whether they are approved or not? What does “…approved iteration” mean?
Approved iteration means that the Contractor completed the Government-Contractor agreed work for that iteration.
The verbiage has been revised that invoices shall only be submitted after an iteration has been approved.
Can you estimate number of participants in initial release of the program (i.e. year one, year two, etc.)? Within the current SBA Learning Center, courses are accessed approximately 175-230K times each year. The SBA is unable to provide current data on unique users or concurrent registrations. The current learning center is targeted at a broad base of pre-nascent or nascent learners. The initial segment target for this RFP is women business owners interested in scaling, and the SBA expects lower user ship in its initial launch of this solution than the current learning center. The solution however should be scalable and be able to accommodate similar user numbers to the current SBA Learning Center.
How many Monthly Active Users does SBA anticipate for the new learning platform? in FY 17, The SBA Learning Center recorded 206,174 registrations), approximately between 45-60K per quarter; the current target is 225K
What type of traffic is expected on the platform? Could SBA estimate the number of users? The SBA anticipates 500,000-1,000,000 unique page views a year.
How many users does the government anticipate will need to access the MVP? Within the current SBA Learning Center, courses are accessed approximately 175-230K times each year. The SBA is unable to provide current data on unique users or concurrent registrations. The current learning center is targeted at a broad base of pre-nascent or nascent learners. The initial segment target for this RFP is women business owners interested in scaling, and the SBA expects lower user ship in its initial launch of this solution than the current learning center. Does the government have a suggested Level of Effort for this project? No, the government does not have an anticipated level of effort, and this contract is firm fixed price.
Can the government provide its anticipated budget for this project? No, the government will not provide the anticipated budget.
Since this is a fixed price contract but there are significant cost variables such as the number of current vs curated vs original content, where costs could vary significantly from all using mostly current to mostly curate to mostly original content, does the government have guidelines about what mix the contractors should use to price the curriculum content portion?
The first seven learning paths will be high complexity development and shall be priced in the base period. The contractor is also expected to identify low, medium and high complexity pricing for the development of additional learning paths. The contractor shall assign a price for each of these levels via additional/optional Learning Path CLINs as listed in Section 2.2 . The contractor shall provide in its proposal an estimate of complexity level for learning paths 8-15. The SBA may or may not purchase additional learning paths beyond the initial seven to be incorporated in the base year.
Has funding been secured to fund this project? Yes, the project is funded.
What is the budget ceiling that has been allocated for this procurement? The government will not provide the budget ceiling.
Are there any pricing limitations, vis-a-vis development and deployment as well as ongoing maintenance fees?
No, there are not explicit pricing limitations.
Any concerns if the technical lead for proposal is not a U.S.-based company? The vendor executing 51% of the funding must meet the definition of a business as documented in Code of Federal Regulations
121.105 at this link https://go.usa.gov/xU6Vr
Any concerns if technical lead is based in U.S., but uses non-U.S.-based engineering resources? All contract personnel must be based in the US and all contractor personnel will be required to have a clearance at the level of Public Trust.
The National Women’s Business Council report (referenced in the RFP) states that one of its biggest problems and priorities is serving rural and/or remote communities with limited or no broadband access. Are there separate initiatives that would allow this robust online education and networking experience to serve those women owners looking to scale their businesses?
This RFP is for providing online resources for online education and networking experience. The agency currently provides brick and mortar resources as well.
As you know we are going to bid on the Entrepreneur Learning Initiative and I was reaching out to partner with firms on this. From my understanding there is an $11 Million Small Business standard for 611430. Is that correct?
Does that apply to Primes who are bidding on the contract...
The vendor executing 51% of the funding must both meet the definition of a business as documented in Code of Federal Regulations
121.105 (https://go.usa.gov/xU6Vr) and the small business size standard under NAICS code 611430. NAICS code 611430 requires that a business must have average annual receipts of less than $11M to be considered small. See https://www.sba.gov/federal-contracting/contracting-guide/size-standards
Is a small non-profit eligible to be awarded this contract? No. The vendor executing 51% of the funding must be a "for profit business" see the Code of Federal Regulations 121.105 https://go.usa.gov/xU6Vr
This RFP seems complex. Could the deadline for responses be extended. No. The SBA has very firm milestones for this initiative The RFP response deadline date will not be extended.
File details come from the government source that posted it.
