THIS IS A REQUEST FOR INFORMATION (RFI), ONLY, issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e), for the purpose of conducting market research. This RFI constitutes neither a Request for Proposal (RFP) or a Request for Quote (RFQ) nor a promise to issue a RFP or RFQ in the future, and it does not commit the Government to contract for any supply or service described herein. The Small Business Administration (SBA) is not, at this time, seeking proposals or quotes and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. Please be advised that the U.S. Government will not reimburse Respondents for any costs incurred in the preparation and/or submission of responses to this RFI; all costs associated with responding to this RFI will solely be at the Respondent’s expense. Not responding to this RFI does not preclude participation in any future Solicitation, if issued. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, or competition sensitive information contained in their response.

The Small Business Administration (SBA) is issuing this RFI to determine Contractors’ capabilities, estimated pricing (to include licenses and maintenance), business size and socioeconomic category for loan making with requirements described below.

BACKGROUND:

The SBA, Office of Disaster Assistance (ODA) is a division within the Small Business Administration (SBA). ODA lends funds to individuals and businesses affected by natural and man-made disaster events. ODA strives to help individuals and businesses return to normal quickly. Responding to the needs of the disaster survivors in an efficient manner is a primary goal. ODA strives to meet this efficiency goal, regardless of loan volume.

The SBA, Office of Disaster Assistance (ODA), has loan making software in place which requests information from end-users and allows for disaster personnel to make decision based on third party information. ODA is seeking information on automated loan decisioning as a service on a population-wide basis in congruency with organizational goals. ODA must increase loan decisioning time and loan disbursement time. Current organizational goals include decisioning 1 million loans in 60 days.

LOAN MAKING REQUIREMENTS:

1. The service provider should be prepared to show no change in service level during periods of peak activity.

2. The service should be fungible to ODAs Standard Operating Procedures.

a. Service should be capable of confirming location of property

b. Service should be capable of determining character of applicant

c. Service should be capable of determining primary residency of individuals

d. Service should be capable of determining ownership of property

e. Service should be capable of determining creditworthiness of applicant

f. Service should be capable of determining income of applicant

g. Service should determine if property is owner-occupied or rented

h. Service should determine business activity and size based on SBA size determination.

i. Service should obtain condominium documents, such as CCRs or organization documents

j. Service should determine value of real property

k. Service should provide property specific characteristics, such as: square footage, number of stories, foundation type, type of siding, and roofing.

l. Service should provide flood zone determination and CBRA description for property.

m. Service should provide whether property is located over a body of water.

3. The service should expand lending to applicants of varying credit quality and needs.

Technical Requirements:

1. Must be configurable based on user requirements.

2. The service must communicate with standard Application Program Interface (API).

RESPONSE:

Interested parties submitting a Capabilities Statement should be brief and concise, and clearly demonstrate the ability to meet the stated requirements. The Capabilities Statement should clearly present evidence that the interested party is fully capable of providing the loan making service, and as such may include any information that the interested party feels is relevant. Interested parties are strongly encouraged to submit questions and comments as soon as they are identified. Telephone inquiries will not be accepted.

As part of your RFI response, please also provide the following information:

(1)A history of performance including: (a) average time to decision loan requests (b) the ability to decision loan requests with minimal errors; (c)the ability to decision loan requests utilizing computer software to standardize results; and (d) average time to disburse loan requests when approved.

(2) An estimate of costs for: (a) the service; (b) any licenses; (c) annual maintenance and (d) any per transaction cost.

(3) Describe an approach to transition current loan making to the proposed services solution. This approach shall include a rough timeline of transition. The contractor shall perform this transition while maintaining the integrity of ODA requirements. During the transition period loan making capabilities shall be uninterrupted. A general explanation if SBA/ODA will experience any downtime of accessibility during the transition period.

(4) If your company can provide the required supplies/services under GSA, SEWP, or other multiple award vehicles, please provide your contract number.

(5) The response shall include a brief discussion concerning the services that the offeror is proposing to meet SBA/ODA’s stated requirements.

(6) The response should include how your company will secure data.

(7) The page limit for the response is 15 pages, including all documents. Responses should also include the company profile (to include, but not limited to, history, business size and socioeconomic category, applicable North American Industry Classification [NAICS]. The response should also include a list of all subcontractors and their respective role in the performance of this requirement.
