About this file

This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) on July 10, 2024, for RFP #S-73000-00009497 (PCMS RFP #35939) regarding RUC America Support Services. ODOT has selected eleven consulting firms for price agreement negotiations to provide personal services: CDM Smith, ClearRoad, DHM Research LLC, EBP US Inc., EMC Research Inc., HNTB Corporation, Jacobs Engineering Group Inc., Kittelson & Associates Inc., PRR Inc., Via Mobility LLC, and WSP USA Inc. Projects will be assigned to these firms through Work Order Call (WOC) assignments as described in the Sample Price Agreement Exhibit I. The notice establishes a negotiation schedule requiring consultants to initiate contact with the designated ODOT Project Manager (Jim Atkins) within 10 business days of the notice, obtain approved billing rates within 10 business days, and complete negotiations within 90 days. Legal sufficiency review is required within 30 days of final negotiations, with signature routing and execution to be completed within 7 days thereafter. The Notice to Proceed will be issued three business days after contract execution, and no work is authorized until a WOC is executed and the consultant receives written notice to proceed.

The notice does not specify pricing terms or set-asides in the document provided. ODOT's PA Administrator and Contract Specialist, Melanie McMurrick, will oversee contract administration and coordinate award submittal requirements including certificates of insurance, business registry numbers, responsibility inquiry forms, and pay equity certifications. Award submittal requirements are detailed in RFP Section 5.3 and must be submitted to Melanie McMurrick. The document indicates that individual WOC assignments will have designated ODOT project managers who may differ from the price agreement project manager. Consultants are advised that if negotiations cannot be completed within the 90-day timeframe and parties are not negotiating in good faith, ODOT may terminate negotiations. The contact for billing rate information is ODOTBillingRateUpdates@odot.oregon.gov.

To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
