FOREWORD

This specification has been reviewed for EPA 17 toxic chemicals, SARA 313-listed pollutants, as well as ozone depleting substances. No ozone depleting substances were found. Hazardous air pollutants and toxic materials have been eliminated or minimized to comply with the Air Force Pollution Prevention Program, AFI 32-7080. A reasonable effort has been made to eliminate rather than minimize pollutants and to use environmentally acceptable substitutes. Certain substitutions, however, have not been made due to their potential unknown deleterious effects on the A-l0 weapon system.

It must be understood that the materials, methods, applications and processes can contain toxic and hazardous materials. It is the responsibility of the user to ensure safe and proper use in accordance with all applicable OSHA, EPA, Federal, state and local regulations.

Note: The intent of this note is to explain why chemicals known as the EPA-17 are still required by this specification and the effort that was made to find a substitute. Contract F04606-96-D-0021, Delivery Order 0016, did not include provisions or require a test program(s) to replace these materials.

Material EPA-17 Effort Made to Find Substitute Magna Coatings:

Xylene, less than 10% by wt.

Benzene, .022% by wt.

Alternate Spraylat environmental coatings were removed from P-P501 as they are no longer manufactured.

Magna coatings were left in specification In order to assure all applications could be addressed.

The above materials could not be replaced with alternate environmentally acceptable materials due to the lack of test data or qualified environmentally acceptable alternative materials. Aerospace industry practice requires that only fully qualified materials be used to assure high reliability or safety of flight considerations.

1.0 SCOPE

1.1 This specification describes the surface preparation of reinforced plastic surfaces prior to the application of primer and topcoats.

1.2 Surfaces finished according to this specification include all aerodynamic exterior surfaces and those internal parts whose surfaces may be exposed to corrosive environment and require painting.

1.3 For plastic laminate or sandwich assemblies whose surfaces are smooth and contain little or no porosity, the use of this document may be waived at the discretion of the cognizant Quality Assurance entity.

2.0 APPLICABLE DOCUMENTS

2.1 The following documents of the issue in effect on the effective date of contract shall form part of this specification. In the event of conflict between the contractual documents referenced herein and the requirements of this specification, the contractual documents referenced herein shall govern.

4.0 PROCEDURE

4.1 Coatings Preparation

4.1.1 Magna Coating; Systems

4.1.1.1 Magna 28C1 is intended for filling pinholes only. Do not use as a smoothing material, since it may be detrimental to paint adhesion. Coating is a one-part mixture and is applied at package consistency after stirring.

4.1.1.2 Magna 8W5 is a sanding surfacer coating and is intended for application over the entire surface as a smoothing compound and void filler. Coating shall be prepared as follows:

(a) Mix 4 parts by volume Magna 8W5 with 1 part by volume hardener Magna 50C3.

(b) Add Magna Thinner 66C28, 3 parts by volume for spray or brush application or 1 part by volume for wipe on.

(c) Allow mixture to stand 15 minutes minimum prior to application.

(d) Pot life of mixture is 6 hours. Label all mixtures with expiration time.

4.1.2 Epoxy Primer Coating MIL-PRF-23377; Systems

4.1.2.1 Deft Chemical 02Y040A, Primer Preparation and Application

1) Shake the base or stir thoroughly until there is no solid material left on the bottom of the can.

2) Mix three (3) parts by volume of the base component to one (1) part by volume of curing solution and follow notes 3 - 7.

3) These components chemically react with each other. They must be mixed in the proper ratio of 3:1.

4) Do not inter-mix different manufacturers’ base and catalyst.

5) Be sure that all mixing and measuring containers are clean and free of any contamination.

6) Allow the mixed material to sit for 30 minutes (induction time) +10/-0 minutes, prior to use.

7) Strain the mixed primer through a fine-mesh nylon cloth filter to remove any particles that may have been introduced during mixing and measuring. Stir or agitate the mixed material just before and during use. The viscosity of the initially mixed primer shall meet the primer manufacturer’s recommendations.

8) The useful pot life of the mixed material stored in a closed container at a temperature of 71˚ F to 74˚ F (21˚ C to 23˚ C) is four hours. For touch-up bottles, the useful life of the primer is 12 hours at 40˚F plus 2 hours at a maximum temperature of 90˚ F. Pot life will be shorter at higher temperatures. Discard any unused coating material when it has reached the pot life limit. Discard any material that has thickened such that it does not apply properly, regardless of time.

9) May be applied with conventional, airless, air assisted airless, HVLP or electrostatic equipments. HVLP shall be used where Environmental regulations require this type of equipment.

10) Spray to obtain a dry film thickness of 0.6 to 0.9 mils. Dry between a temperature range of 63˚ F to 85˚ F

11) Dry to topcoat: 5 hours max.

12) Tack free: 4 hours max.

13) Dry hard: 6 hours.

14) Note: May be forced dried. Consult Deft Chemical for recommendations.

4.1.2.2 PPG Desoprime™ CA7233, Primer Preparation and Application

1) Shake the base or stir thoroughly until there is no solid material left on the bottom of the can.

2) Mix one (1) parts by volume of the base component to one (1) part by volume of curing solution and follow notes 3 - 7.

3) These components chemically react with each other. They must be mixed in the proper ratio of 1:1.

4) Do not inter-mix different manufacturers’ base and catalyst.

5) Be sure that all mixing and measuring containers are clean and free of any contamination.

6) Allow the mixed material to sit for the proper induction time +10/-0 minutes, prior to use. See table of Induction Time and Pot Life below. Induction time and pot life are temperature dependant.

7) Strain the mixed primer through a fine-mesh nylon cloth filter to remove any particles that may have been introduced during mixing and measuring. Stir or agitate the mixed material just before and during use.

8) Spray equipment: Compatible with all forms of spray equipment. Use HVLP spray guns for environmental compliance where regulations require the use of such equipment.

9) Spray viscosity is 30 seconds max. for a # 4 Ford cup at 75˚F (24˚C), 50% RH.

Pot life is three (3) 40 seconds max. See Table of Pot Life as a Function of Temperature. Do not exceed the pot life during the spraying operation.

10) Spray the coating to obtain a dry film thickness shall be 0.6 to 1.0 mils.

4.2 Coating Application and Cure

The procedures for cleaning and coating the surfaces shall be as follows, based on the coating system being used:

4.2.1 Magna Coating; Systems

(a) Solvent clean by wiping with Rymple Cloth or cheesecloth wet with one of the solvents specified in Section 3.2. Wipe the surface clean with a second clean, dry piece of Rymple Cloth or cheesecloth before solvent evaporates.

(b) Abrade surfaces with abrasive paper, sander or pumice powder slurry (water). Do not abrade so as to expose glass filaments.

(c) Remove residue by wiping with cloth wet with Naphtha/MPK blend.

(d) Fill pinholes with Magna 28C1. This procedure may be deleted if there are no pinholes as in solid laminates or solid laminate areas. Apply filler by forcing into pinholes, using hand pressure and a cloth. Allow filler to dry, until white in appearance. Drying takes approximately 30 minutes at ambient temperature.

(e) Wipe off excess material with Scotch-Brite Finishing Sheet or dry cheesecloth or Rymple Cloth. Do not use solvents.

(f) Apply sanding surfacer, Magna 8W5, by the following procedures:

(1) Wipe on, spray on or brush on. Use sufficient surfacer to fill voids or depressions and to cover the entire surface to be further painted.

(2) Cure in accordance with Figure I. The drying times listed in Figure I are given to facilitate production and do not constitute a full cure.

a. Flash-off time before higher temperature cure - 15 minutes minimum at room temperature.

b. Cool-off time before subsequent processing - 15 minutes minimum at room temperature.

(3) Sand off excess material to required contour, using Scotch-Brite™ Finishing Paper.

(4) Wipe off residue using Rymple Cloth, lint free cloth AMS3819 Class 1 Grade A Form 1 or cheesecloth wet with naphtha or water.

(g) Finish in accordance with applicable drawing finish code.

5.0 REPAIR OR REMOVAL OF COATINGS

5.1 Coatings or portions of the coatings may be removed by sanding only. The sanded surface shall be cleaned with a cloth dampened with naphtha. Coatings may then be appropriately replaced in accordance with this specification.

6.0 QUALITY ASSURANCE

6.1 At the discretion of Quality Assurance, coating materials may be tested for conformance to the manufacturer's specifications.

6.2 Coated parts shall be free of blisters, chips, peeling, skins, lumps, coarse particles and exposed glass filaments.
