About this file

This is a Questions and Answers Addendum issued by the University of North Carolina at Wilmington (UNCW) Purchasing Services for RFP 72-PPBW27002, concerning restoration and remediation services. The RFP seeks proposals from qualified contractors to provide comprehensive restoration and remediation services on an as-needed basis, including emergency response, water extraction, mold remediation, fire and smoke remediation, hazardous materials and asbestos abatement, selective demolition, reconstruction, and catastrophe response. Services will be provided at UNCW's main campus in Wilmington and satellite locations including the Center for Marine Science and Aquaculture Facility at Wrightsville Beach. The proposal deadline is August 17, 2026, at 2:00 p.m. ET, with public opening via Zoom scheduled for 3:00 p.m. ET the same day. The contract will have an initial three-year term with options to renew for two additional one-year terms at UNCW's discretion, with 30 days' notice required before the end of each term.

The addendum clarifies that most main campus buildings have been surveyed for asbestos-containing materials (ACM), though buildings constructed after 2018 and CREST campus facilities have not been comprehensively surveyed; all survey results and asbestos databases will be available for contractor review. UNCW will accept properly licensed North Carolina subcontractors for asbestos abatement work. The university indicated no specific emergency response time requirement exists, as the RFP intends for proposers to outline their capabilities. The contract will cover both smaller day-to-day restoration needs and larger-scale events, with UNCW facilities staff providing initial stabilization before contractors implement permanent solutions and remediation. During the previous fiscal year, UNCW completed approximately 10 remediation projects exceeding $50,000 each, totaling approximately $1.5 million; however, UNCW makes no commitment regarding volume of services during the contract period. Current incumbent vendors are RestorePro, Northstar, Stone Development & Restoration, and Abatement Restoration Specialists.

IMPORTANT RFP

ADDENDUM

Date Addendum Issued: August 6th, 2026

RFP NUMBER: 72-PPBW27002 COMMODITY: Restoration & Remediation Services

ADDENDUM NUMBER: 1 USING AGENCY: UNCW

PURCHASING AGENT: Paul Wagoner OPENING DATE/TIME: August 17, 2026 / 2:00 p.m. ET

INSTRUCTIONS:

This Addendum forms a part of the RFP Documents and modifies the Contract Documents with amendments and additions noted below:

I. Questions and Answers

1. The Asbestos-containing materials (ACM) and use of licensed subcontractors

Section 5.1 lists “hazardous materials remediation” and “asbestos abatement” among the required services. Could the University confirm whether its facilities have already been surveyed and tested for asbestos-containing materials (ACM) and whether any existing ACM survey or hazard documentation will be made readily available to the contractor when damage occurs?

In addition, please confirm whether UNCW will accept the use of properly licensed subcontractors for asbestos abatement work under this contract.

i. Answer: The majority of buildings on the main campus have been surveyed, however buildings built after 2018 have not had a comprehensive survey performed and building materials are tested on an as needed basis prior to renovations/demolitions. No data is available for CREST campus at this time. All survey results and the asbestos database are available for review.

ii. NC licensed subcontractors are acceptable for asbestos abatement work.

2. Emergency response time expectations Section 5.1 references “emergency response and site stabilization” and catastrophe response services, but we did not see a specific response time requirement in the RFP.

For planning purposes, could the University clarify its desired time from initial notification to contractor arrival on site for emergency events.

i. Answer: There is no stated time requirement as the intent is for the proposer to inform us of their capability.

3. In-house facilities management vs. contracted work

To help us size our team and resources appropriately, could the University clarify whether its in-house facilities management staff typically handles smaller, day-to-day restoration needs (for example, minor leaks or small localized incidents), and whether this contract is primarily intended for larger losses and campus-wide events?

i. Answer: The contract actually will cover both. Our facilities staff will attempt to patch, shut off, or minimize the damage/stabilize to the extent we can. The role of the contractor would then be to put in place a permanent solution and help with any remediation and cleanup required for the specific incident. The RFP provides a list of small to medium sized concerns that are common example (water damage, roof damage, small fire, biological growth, etc.). These are not inclusive of all possible incidents.

ii. We would also like to understand the support that can be provided for large-scale events

4. Historical frequency of large-loss restoration projects

We understand that UNCW cannot guarantee a specific volume of work under this contract. To better understand typical risk and resource needs, could the University provide a general indication of the historical frequency of large restoration events (for example, projects exceeding $50,000 in value), broken out as follows:

a. In an average year with no significant hurricane or major storm impact, approximately how many large-loss restoration projects (over $50,000) does the University typically experience?

i. Answer: As a reminder, this is an as-needed contract and UNCW cannot commit to any definitive volume of services. However, during the last fiscal year, we completed approximately 10 remediation projects exceeding $50,000 each, with a combined value of approximately $1.5 million.

b. In a year that includes a major hurricane or comparable event affecting campus, approximately how many large-loss restoration projects (over $50,000) has the University historically experienced?

i. Answer: As a reminder, this is an as-needed contract and UNCW cannot commit to any definitive volume of services.
