About this file
This is a Request for Proposals (RFP) issued by the Nevada State Purchasing Division on behalf of the Nevada Department of Wildlife (NDOW) for Mountain Lion Removal, Live Capture, and Mortality Investigation services. The RFP seeks qualified vendors to perform three primary tasks: lethal removal of mountain lions in specific project areas, capturing/immobilizing/collaring of mountain lions, and conducting investigations at potential mountain lion kill sites. The RFP was released on December 2, 2024, with proposals due by December 27, 2024 at 2:00 PM PT. The resulting contract(s) will have a four-year term, subject to Board of Examiners' approval, with an estimated start date of April 1, 2025. NDOW intends to award multiple contracts to meet statewide demands.
The pricing structure allows NDOW to choose between two cost models: an "as-needed" daily cost with an associated performance rate (per animal or per mortality site investigation), or by awarded bid received from project-specific task orders. Vendors may bid on one or all of the primary tasks. The evaluation criteria weighs experience with outlined tasks (50%), ability to respond on short notice/availability/proximity (20%), general animal handling experience (10%), and experience in Great Basin and Rocky Mountain environments (10%). A 5% preference is available for Nevada-based businesses. The RFP does not specify total contract value or funding sources.

Project overview
The Nevada State Purchasing Division of the Department of Administration, on behalf of Nevada Department of Wildlife (NDOW), is seeking proposals from qualified vendors to provide Mountain Lion Removal, Live Capture, and Mortality Investigation services as described in the scope of work and attachments.
The State intends to award one or more contract(s) in conjunction with this Request for Proposals (RFP), as determined in the best interests of the State. NDOW shall administer any contract(s) resulting from this solicitation. The resulting contract(s) are expected to be for a contract term of four years, subject to Board of Examiners’ approval.
Goals and objectives
The State of Nevada, Department of Wildlife (NDOW), is seeking proposals from qualified vendors for three primary tasks: Task 1) lethally removing mountain lions in specific project areas; Task 2) capturing, immobilizing, and collaring of mountain lions; and Task 3) conducting investigations at potential mountain lion kill sites. NDOW intends to award multiple contracts to meet the statewide demands. Any effort under this contract will only occur during time frames, areas, and by methods specified by NDOW within project specific task orders and/or at the request of NDOW.
Vendor(s) may bid on one or all of the primary tasks in this Scope of Work (SOW). Work under this contract will be on a statewide basis. Project-specific information will be provided after contracts are awarded. Upon contract award, vendors may choose to participate in projects at their discretion based on the specifications of location. Access to the project area(s) is the responsibility of the successful vendor(s).
Scope of work
Task 1: Lethal Removal
Vendor(s) shall search for, pursue, and lethally remove any or specified mountain lions encountered in the identified project area.
Vendor(s) may use dogs to pursue lions and may harvest lions with any legal weapon. Trapping of mountain lions with snares may be authorized under this contract only with express written permission by the Project Monitor.
Vendor(s) will mark the location where the mountain lion(s) was lethally removed with global positioning system (GPS) coordinates documented with a photograph of the GPS screen showing the date, time, coordinate and the harvested mountain lion in the background of the photo. These coordinates and photograph(s) must be provided to the Project Manager and area biologist along with the additional take information within one week of lethal removal.
Document, by use of a GPS, geographic coordinates (Universal Trans Mercator, North American Datum 1983, Meters) of both harvest location and the location where tracks were initially observed (i.e. “turn-out” location); Vendor(s) shall provide this data electronically in .GPX format on a weekly basis to Project Manager.
Document, by use of a GPS, geographic tracklogs (Universal Trans Mercator, North American Datum 1983, Meters) of daily search and pursuit routes; Vendor(s) shall provide this data electronically in .GPX format on a weekly basis to Project Manager.
As specified by the Project Manager, within 96 hours of harvest, present the whole lion carcass, or skull (jaw open for tooth extraction) and cape (rolled and cooled) of each lethally removed lion, to a specified Regional NDOW office for examination, sealing, and check-in; and On a project-by-project basis, NDOW may ask the vendor to, by means of necropsy, examination and photo document and identify (i.e. prey species) the discernable contents within the stomach, intestine and/or colon from each harvested lion. Each photo should be taken with a legible notecard in the foreground with a unique identifier for the lion, the harvest Universal Trans Mercator (UTM’s), and the date collected.
Task 2: Capture, Immobilization, and Collaring
Vendors will be required to use Log Rx (Refer to Section 3.14.2 C) At the direction of NDOW, the successful vendor(s) and identified employees will use mountain lion hounds and, in certain cases, foot snares (with permission from Project Manager to capture mountain lions).
Upon the capture of a mountain lion, the vendor(s) will chemically immobilize the mountain lion, collect biological data, and attach a GPS collar and ear tags or other markings (if applicable).
Search for, pursue, and capture any or specific mountain lions encountered in the identified project area as specified by NDOW.
Vendor(s) will mark the location where the mountain lion(s) was captured with GPS coordinates documented with a photograph of the GPS screen showing the date, time, and coordinate. These coordinates and photograph(s) must be provided to the Project Manager and area biologist along with the additional take information within one week of capture.
Vendor(s) shall provide a completed immobilization sheet (hard or electronic copy) within 3 days of an immobilization to the appropriate staff members listed on the sheet to comply with Call Before Consuming Tag requirements. This sheet can be submitted to any NDOW Office or to the Project Manager via e-mail with a pdf attachment of the completed form.
Document, by use of a GPS, geographic coordinates (Universal Trans Mercator, North American Datum 1983, Meters) of both capture location and the location where tracks were initially observed (i.e.
Vendor will notify the Project Manager by phone or email within 48 hours of the capture of a mountain lion.
Any mortalities must be documented and provided to NDOW within 96 hours of mortality. The vendor shall present the whole lion carcass to a specified Regional NDOW office for examination, sealing, and check-in; and The Vendor must abide by the drug handling and storage requirements as laid out in Section 3.14.
Task 3: Mortality Investigations
The Vendor(s) and their identified employees may be asked to conduct an investigation at sites where either a big game ungulate mortality has been detected or where point location obtained from a GPS marked mountain lion suggest that a kill site is likely to have occurred.
The successful vendor(s) will investigate these areas to either determine if a mountain lion was responsible for the death of the GPS marked animal or to determine the species of animal taken by the marked lion. The successful vendor(s) should be experienced in assessing time of death of the animal, obtain photos from the kill site, collect hair, fecal or other biological samples (e.g. nasal swabs) from the site using appropriate protective equipment.
Document, by use of a GPS, geographic coordinates (Universal Trans Mercator, North American Datum 1983, Meters) of both kill site and other pertinent information requested by NDOW such as photos. Vendor(s) shall provide these data electronically in .GPX format on a weekly basis to Project Manager. NDOW may provide the successful vendors the format of information.

Chemical Immobilization and Drug Handling
Training: The successful vendor(s) will be required to be certified for chemical immobilization every 2 years. Vendor(s) can either attend a NDOW certification course or provide documentation of certification from another entity (i.e. Safe Capture, Other Agency course).
Controlled Substances: Immobilization requires the use of controlled substances. The vendor(s) may either: 1. Acquire their own Drug Enforcement Administration (DEA) licensure and provide their own controlled substances. 2. Obtain controlled substances from NDOW and meet the following requirements:
Controlled substances will be prescribed for NDOW work only and for the vendor only. They must not be transferred to other individuals (except for temporary storage by NDOW staff members) or taken/used out of the state. Issuance of controlled substances will be at the discretion of the NDOW veterinarian.
Storage: Drugs must be stored in accordance with DEA regulations. DEA regulations require the storage of Schedule III-V substances in a securely locked container in an area of controlled access (i.e. a gun safe in a house would meet this regulation). The vendor(s) will supply the address of storage location and method to NDOW. While in the field, controlled substances must be in a lockbox and should not be stored in vehicles overnight unless the vendor(s) is present (i.e. camping). If the vendor(s) will leave the state and not have access to appropriate storage facilities in Nevada, they may transfer drugs to a NDOW employee for temporary storage.
Record Keeping: All administered drugs, including vial numbers, must be recorded on the immobilization form and in LogRx. LogRx is an electronic drug tracking app that you can use from your phone. All drugs used must be entered in LogRx by the end of the day (LogRx works offline). A monthly inventory of drugs in possession must be performed.
Any loss or theft of controlled substances must be reported immediately to the NDOW veterinarian. Regulations require reporting to the DEA within 24 hours.
Violations of the DEA regulations guiding the above policies can result in significant penalties. Any misuse of controlled substances will be reported to the DEA.
Measurement and Payment
Basis of Payment: Prices and payment will be made for full compensation for any awarded work. At the outset of a project NDOW may choose between two cost-structures and will be based on the costs provided in vendors’ cost proposal: 1) An “as-needed” daily cost with an associated performance rate (per animal or per mortality site investigation) or 2) By an awarded bid received from a project-specific task order. Payment will be made under the following conditions:
A daily cost will be identified in the cost proposal and will include a cost for all necessary expenses to achieve items listed in this Scope of Work as well as further instruction provided to the awarded vendor(s). Documentation (GPS tracklogs and/or photos of kill sites) of daily work must be provided prior to invoicing. In addition to the daily cost, vendor(s) may be awarded on a per animal basis. Vendor(s) must use the attached Cost Proposal template.
A project-specific task order will be issued ahead of planned work for vendor(s) to competitively bid on. As part of the task order process, the vendor(s) will provide bids for full completion of work as specified in the task order and in compliance with this Scope of Work. Documentation (GPS tracklogs) of daily work must be provided prior to invoicing.
Invoicing for items identified in this Scope of Work will be allowed on a monthly basis. All invoices shall be provided to the Project Manager and ndowcontracts@ndow.org. Invoicing must refer to a total daily cost or by a single line item based on a project-specific bid.
Vendor(s)/Employee References, Qualifications and Applicable Experience.
Vendors shall provide a list of references, qualifications, and experiences relative to each of the primary tasks identified in this Scope of Work.
Project Administrators, Manager and Representatives
The Project Administrator will be the Nevada Department of Wildlife. Specific contact information will be provided to the awarded vendor.

Presentations. The State may require vendors to make a presentation. The State reserves the right to add additional criteria for presentations. The State reserves the right to forego presentations and select vendor(s) based on written proposals submitted.
Nevada-based business preference
The State awards a five percent (5%) preference to Nevada-based businesses pursuant to NRS 333.3351 to 333.3356, inclusive.
Nevada-based business is defined in NRS 333.3352(1).
The term ‘principal place of business’ has the meaning outlined by the United States Supreme Court in Hertz Corp v. Friend, 559 U.S. 77 (2010), typically meaning a business’s corporate headquarters.
To claim this preference a vendor must indicate it on their vendor account and submitted Quote in NEVADAePro.
This preference cannot be combined with any other preference, granted for the award of a contract using federal funds, or granted for the award of a contract procured on a multi-state basis.
Inverse preference
The State applies an inverse preference to vendors that have a principal place of business in a state other than Nevada and that state applies an in-state preference not afforded to Nevada based vendors, pursuant to NRS 333.33695.
The amount of the inverse preference is correlated to the amount of preference applied in the other state.
Vendors who meet this criterion must indicated it on their submitted Quote in NEVADAePro.
This preference cannot be combined with any other preference, granted for the award of a contract using federal funds, or granted for the award of a contract procured on a multi-state basis.
Mandatory minimum requirements
Pursuant to NRS 333.311 a contact cannot be awarded to a proposal that does not comply with the requirements listed in this section. Proposal shall include confirmation of compliance with all mandatory minimum requirements.
Nevada Law and State indemnity. Pursuant to NRS 333.339, any contract that is entered into may not: (1) Require the filing of any action or the arbitration of any dispute that arises from the contract to be instituted or heard in another state or nation; or (2) Require the State to indemnify another party against liability for damages.
No Boycott of Israel. Pursuant to NRS 333.338, the State of Nevada cannot enter a contract with a company unless that company agrees for the duration of the contract not to engage in a boycott of Israel. By submitting a proposal or bid, vendor agrees that if it is awarded a contract, it will not engage in a boycott of Israel as defined in NRS 333.338(3)(a).
Nevada business license. Pursuant to NRS 353.007, prior to contract execution awarded vendor must hold a state business license pursuant to NRS chapter 76 unless exempted by NRS 76.100(7)(b). Business license must match NEVADAePro vendor registration.
System for Award Management (sam.gov) Prior to contract award vendor must hold an active entity registration in sam.gov. Entity registration must match NEVADAePro vendor registration.
Contract responsibility. Awarded vendor shall be the sole point of contract responsibility. The State shall look solely to the awarded vendor for the performance of all contractual obligations which may result from an award based on this solicitation, and the awarded vendor shall not be relieved for the non-performance of any or all subcontractors.
Data encryption and stateside data. State IT requires that data be encrypted in transit and in rest. State IT requires that State data assets must be maintained in the United States and data will not be held offshore.
Critical items
In addition to the scope of work and attachments, the items listed in this section are critical to the success of the project. These items will be used in evaluating and scoring the proposal. Vendor proposal should address items in this section in enough detail to provide evaluators an accurate understanding of vendor capabilities. Proposals that fail to sufficiently respond to these items may be considered non-responsive.
Standard form contract. The State strongly prefers vendors agree to the terms of the attached standard form contract as is. Ability to agree to contract terms is a high priority to the State. Vendors who cannot agree to the contract as is must include a redlined Word version of the attached standard form contract with their proposal response, with comments justifying the benefit to the State for each requested change. To the extent a vendor has prior contractual dealings with the State, no assumption should be made that terms outside those provided herein have any influence on this project.
Indemnification. Required contract terms on Indemnification: "To the fullest extent permitted by law, Contractor shall indemnify, hold harmless and defend, not excluding the State’s right to participate, the State from and against all liability, claims, actions, damages, losses, and expenses, including, without limitation, reasonable attorneys’ fees and costs, arising out of any breach of the obligations of Contractor under this contract, or any alleged negligent or willful acts or omissions of Contractor, its officers, employees and agents. Contractor’s obligation to indemnify the State shall apply in all cases except for claims arising solely from the State’s own negligence or willful misconduct. Contractor waives any rights of subrogation against the State. Contractor’s duty to defend begins when the State requests defense of any claim arising from this Contract."
Limited liability. Required contract terms on Limited Liability: "The State will not waive and intends to assert available NRS Chapter 41 liability limitations in all cases. Contract liability of both parties shall not be subject to punitive damages. Damages for any State breach shall never exceed the amount of funds appropriated for payment under this Contract, but not yet paid to Contractor, for the Fiscal Year budget in existence at the time of the breach. Contractor’s tort liability shall not be limited."
Insurance schedule. The State strongly prefers vendors agree to the terms of the attached insurance schedule as is. Vendors who cannot agree must explain which areas are causing non-compliance and attach a redline if necessary. Awarded vendor shall maintain, for the duration of the contract, insurance coverages as set forth in the fully executed contract. Work on the contract shall not begin until after the awarded vendor has submitted acceptable evidence of required insurance. Failure to maintain any required insurance coverage or acceptable alternative method of insurance shall be deemed a breach of contract.
Vendor background and staff resumes. Provide a background/history and why vendor is qualified to provide the services described in this solicitation. Provide a brief description of the length of time vendor has been providing services described in this solicitation to the public and/or private sector. Vendor proposal shall include a proposed staff resume for each proposed key personnel, whether employed directly or through a subcontractor.
Subcontractors
Subcontractors are defined as a third party, not directly employed by the contractor, who shall provide services identified in this solicitation. This does not include third parties who provide support or incidental services to the contractor.
Vendor shall disclose all proposed subcontractors. Proposal should include a vendor information response form for each subcontractor.
Vendor shall not allow any subcontractor to commence work until all insurance required of the subcontractor is provided to the vendor.
Vendor proposal shall identify specific requirements of the project for which each subcontractor shall perform services.
How the work of any subcontractor(s) shall be supervised How channels of communication shall be maintained How compliance with contracts terms and conditions will be assured Previous experience with subcontractor(s)
