PURCHASE DESCRIPTION
Fall Arrest Protection System - Aircraft Wings – B89
23 AUG 2023
1.0 DESCRIPTION. The Contractor shall provide the necessary tools, parts, materials, equipment (including lifts), design, engineering (drawings), certifications, labor, finishing, shipping, travel, and incidental services necessary to provide “Phase I”—analysis and consultation—for the structural soundness evaluation of building 89 to implement the “Phase II”—technical requirements for the design and install of quantity of one (1) each new, “made-to-order”— safety-critical—Fall Arrest Protection System for Aircraft Wings approximately 65 feet in length with a combined wingspan of approx. 130 ft that shall accommodate eight (8) users simultaneously (4 per wing). The analysis/consultation shall include up to four (4) “permanent” system types whereas the initial analysis/consultation shall include the Rigid Rail Overhead System (#1/Preferred). If the preferred system analysis does not meet the structural requirements inside building 89—the Contractor shall provide the analysis/ consultation via the “order of precedence” as follows: Inverted-L System (#2) or Swing-Arm System which has 2 types—Ground Freestanding (#3) or Column-Mounted (#4). Also, included with “Phase II” for the selected system with associated accessories — the Contractor shall provide fabrication, installation, on-site visits, user operational/ maintenance training in conjunction with installation, delivery, clean-up, and an inspection option within twelve (12) months after installation has been accomplished. Accessories include quantity of eight (8) each user equipment “sets”—each set includes one (1) each fall arrest trolley, self-retracting lifeline (SRL), and tagline. These supply products and services in support of the users implementing paint maintenance for the C130 aircraft(s) in building 89 whereas said systems shall be utilized to arrest a user in a fall from a working level— requesting agency is 402nd Aircraft Maintenance Group (AMXG) at Robins AFB. For additional details, see para. 1.8.4 chart.
1.1 Over and Above Work. Work discovered during the course of performance that is:
1.1.1 Within the general scope of the contract, not covered by the line item(s) for the basic work under the contract, and necessary in order to satisfactorily complete the contract.
1.1.2 Upon discovery of the need for over and above work, the Contractor shall prepare and furnish to the Government a work request. Upon request the Contractor shall promptly submit to the Contracting Officer, a proposal for the over and above work.
The Government and Contractor will then negotiate a settlement for the over and above work. Also, Contract modifications will be executed to definitize all over and above work.
1.2 The fall arrest protection system shall include the following requirements whereas the selected system shall be contingent upon the outcome of the initial structural evaluation in building 89:
1.3 Product. The Contractor shall perform Phase I for an Analysis/Consultation for evaluation of building 89 for structural soundness to accommodate a selected system (#1/Preferred: Rigid Rail Overhead) or an alternate system (#2, 3, or 4) based on the “order of precedence” as listed in para. 1.0. and 1.2 to provide quantity of one (1) new “made-to-order” Fall Arrest Protection System for Aircraft Wings—includes the associated accessories, fabrication, installation/on-site user training, on-site visits, FOB destination delivery, clean-up, (12) months post-installation inspection option, and the OEM twelve (12)-month warranty as listed in paragraphs 1.0, 1.2, and 1.8.2 chart on or before eight-four (84) calendar days after date of award.
1.3.3 The said products shall be authentic and conforms to the required levels of product reliability and quality to meet or exceed the Government’s safety requirements and equipment performance and as listed in para. 1.3.5 and 1.6. Also, the said items shall be sourced by the Contractor directly from the manufacturer.The Contractor shall not provide any refurbished/recertified and/or substituted products without the written approval of the Government Representative.
1.3.5 Meets or exceeds applicable environmental and safety certifications.

1.3.5.1 QMS Certification(s). The Contractor shall have equivalent or better
“Quality Management System” (QMS) certification(s) such as the International Organization for Standardization (ISO) 9001:2015 whereas the selected fall arrest protection system and associated accessories (listed in para. 1.0 and 1.2) regulatory, safety/reliability requirements are in line with the relevant ISO and regulatory requirements for necessary to achieve effective aircraft wing fall arrest protection.
1.3.5.2 Certifications. The Contractor shall be certified and compliant IAW the
ISO 9001:2015 quality management system standard as applicable to Fall Arrest Protection System. Also, Contractor shall provide active certification(s) documentation issued by a certification authority (registrar) on or before contract award date that is equivalent or better than the following standards and regulations:
Occupational Safety & Health Association (OSHA) 29 CFR Part 1910 and 1926 Standards
Applicable Standards: The selected fall arrest protection system shall be 100% compliant with applicable Air Force Occupational Safety/Health (AFOSH), OSHA, and ANSI rules and regulations as listed in effect at time of installation:
o All equipment supplied in the performance of this contract shall meet the latest applicable standards as detailed in paragraph 2.4. All applicable new or revised standards that are not in effect at time of bid closing but become effective prior to or during system installations shall be identified by the Contractor. The Contractor shall notify the Government of any deviations for system design necessary to maintain compliance with the current revisions for said standards. In the event that the said revised standards conflicts with other required standards, the most stringent standards shall apply.
o Certification of the capacity of the underlying structure. Instead, we will furnish loading information as part of our drawing submittal package for review and approval by the Project Engineer

1.3.5.3 Contractor Qualifications. At minimum, the Contractor shall be qualified to meet or exceed the following fall arrest protection system’s requirements within but not limited to the scope of business that shall be equivalent or better for the industries of engineering, fabrication, installation, and/or any other applicable industry expertise relative to the selected fall arrest protection system. Also, the Contractor shall be knowledgeable of—to include but not limited to—the following:
a. The selected Fall arrest protection system and associated equipment, maintenance, user training, and inspection
b. Capable of identifying existing and potential fall hazards
c. Original equipment manufacturer (OEM) of the fall arrest protection system and associated accessories as listed in para. 1.0 and 1.2.
d. Provide an “OEM-employed” Project Manager (PM) that has the skills, knowledge, and necessary certification(s) that is equivalent or better than the qualifications for the current industry expertise of a Professional Engineer (PE) that demonstrates credibility and expertise in the fall arrest protection system’s field. Also, the said PM shall have and maintain said PE qualifications throughout the duration of contract to ensure a 100% successful outcome for the completion of this requirement in accordance with this PD in its entirety.
e. Applicable rules, standards, and regulations regarding the formation, use, and inspection IAW OSHA 1910 and 1926, ANSI 359.2, DAFMAN 91-203 as listed in para. 1.3.5 to include but not limited to the following guidance:
American Society of Safety Engineers (ASSE)
American Institute of Steel Corporation (AISC) 360 Manual of Steel Construction
American Society of Civil Engineers (ASCE)
1.4.1 Site-Visit (Optional). The Contractor shall have an opportunity to attend an optional site visit to review the structure of building 89 at Robins AFB prior to solicitation—said site-visit is not a requirement for contract award.
1.4.1.1 The Contractor shall have the option to provide feedback in writing to the
Contracting Officer (CO) concerning inquiries after the site-visit— guidance will be provided to the Contractor by the CO concerning inquiries prior to the start of the said site-visit. Also, the Contractor shall not contact the Government Representative(s) concerning site-visit inquiries.
1.4.1.2 This Purchase Description is subject to change after the site-visit at the Government Representative’s discretion.
1.5 Analysis/Consultation (Phase I). The Contractor shall perform a fall arrest protection system structural analysis and provide feedback via consultation to the Government Representative(s) concerning a rigid rail overhead, inverted-L, or swing-arm ground or mounted unit system as listed in para. 1.0 and 1.2—said system shall provide the maximum safety for aircraft maintenance paint technicians performing tasks on the top surface(s) of the aircraft wings. The said analysis/consultation shall include the following:
1.5.1 System Type Selection Options. The Contractor shall provide analysis results for up to four (4) types of fall arrest protection systems to the Government Representative(s) within two (2) business days of completion and to schedule a consultation meeting on-site and/or via teleconferencing to provide the safety-critical fall arrest protection system as listed in para. 1.0 and 1.2. In the event that the analysis (as listed in 1.0, 1.2, and 1.5) findings result in a failed opportunity for the preferred system option #1, rigid rail overhead system, the Government will have the opportunity select the structurally sound inverted-l (#2), or the swing-arm ground or mounted system (#3 or 4) IAW with the outcome of the structural analysis. The Contractor shall coordinate with the Government Representative(s) for approval to implement planning for any necessary technical requirement (as listed in para. 1.6) modifications for the selected system.
1.5.2 The Contractor shall accomplish all work tasks in accordance with but not limited to the following building codes:
Base Facility Standards (BFS)
Unified Facility Guide Specifications (UFGS)
Unified Facility Criteria (UFC)
Engineering Technical Letters (ETL)
1.5.3 DRAWINGS & DOCUMENTATION: Contractor shall provide the Government with drawings and documentation as follows:
1.5.3.1 The Contractor shall perform a 100% load analysis (field study and design analysis) as required to determine the excess load capacity of the existing structural components within Building 89 to support future fall arrest protection system loads.
1.5.3.2 The Contractor shall conduct a field investigation of the facility to become familiar with the scope of work to be performed. The analysis will include all load criteria contained within UFC 3-301-01 dated 1 Oct 2019 and ASCE 7, latest edition for a new facility.
1.5.3.3 Contractor shall deliver a documentation package stamped by a
Professional Engineer which includes field measurements, drawings depicting existing conditions, calculations and narrative of findings and conclusions that certify the facility structure can support all applicable dead and live loads imposed by the selected new fall arrest protection system in combination with other loads as required by ASCE-7 and ANSI Z359 (as listed in para. 1.3.5.
1.5.3.4 The analysis shall consider all loads imposed on the existing structure including, but not limited to, dead loads, live loads, wind loads and seismic loads.
1.5.3.5 This documentation package will be reviewed and approved by the
Government Representative.
1.5.3.6 Inspection (Option I). The analysis requirements for inspection option (as listed para. 1.8.7) is outlined within the current edition of the Robins AFB AE Procedural Guide for Designers. The Contractor shall coordinate with the Government Representative concerning said guide prior to scheduling the inspection.
1.5.4 Preliminary Drawing(s). Contractor shall provide preliminary system design drawings for the selected fall arrest protection system as listed in para. 1.0 and 1.2.
The system design drawings shall detail all points of attachment to the facility structure. The said drawings shall be presented at the Preliminary Design Review meeting—the Government will review and provide approval for drawing(s) deemed acceptable.
1.5.5 Final Drawing(s). The Contractor shall provide final system design drawings for the selected fall arrest protection system. The said drawings shall be presented at the on-site Final Design Review meeting and reviewed and approved by the Government.
1.5.5.1 The Contractor shall provide a final set of “made-to-order” drawings for the selected fall arrest protection system. The Contractor’s PE shall certify that the said system and all associated components shall meet or exceed safety requirements in its entirety whereas the said system shall be structurally sound and compliant with all applicable standards and regulations.
1.5.5.2 The Contractor shall provide a copy of all quality control documents (including mill test reports and other applicable test reports) which shall be included with the final drawing package.
1.5.6 The Contractor shall provide written documentation for the proper operation, inspection, and maintenance for the said system to the Government Representative(s) via email within five (5) calendar days relative to the selected fall arrest protection system whereas the said documentation shall be provided in conjunction with delivery of the said system and associated components.
1.6 Technical requirements (Phase II). The Contractor shall implement the necessary technical requirements but not limited to the following selected system support services:
1.6.1 Fall Arrest Protection System Overview. The overall objective of fall arrest protection system is to minimize the potential for injury as a result of a fall.
Utilizing the preferred system (#1)—Rigid Rail Overhead—or alternative system (#2, 3, or 4) for the aircraft wings as listed in para. 1.0 and 1.2 is necessary to provide said fall protection for the paint technicians to safely perform the necessary maintenance tasks relative to the aircraft wings’ top surface areas. Also, the said selected fall arrest protection system shall include but not limited to the following design specifications:
1.6.1.1 The selected fall arrest protection system design shall be enclosed “overhead rigid rail” system or alternate system (as listed in para. 1.0 and 1.2) that shall accommodate four (4) users per each aircraft wing—overall total number of users for both wings shall be eight (8) users. The selected fall arrest protection system shall be connected to the associated track via trolleys and a self-retracting lifeline (SRL). Also, the Contractor shall disclose within the engineering documentation that the said fall arrest protection system shall be designed for multiple users with reference to the maximum number of users that can be accommodated, simultaneously, IAW PD requirements.
1.6.1.2 The selected fall arrest protection system shall include but not limited to all tracks, trolleys, SRL’s, support structures, and any other associated components/hardware necessary for complete and fully functioning systems that shall provide maximum available fall protection coverage over the top surface of both aircraft wings (said associated components/hardware excludes users’ harness which shall be provided by the Government).
1.6.1.3 The Contractor shall perform a comprehensive structural analysis of building 89 to ensure that the facility structure meets the necessary conditions to adequately support all the load standard to accommodate installation and post-installation performance required for the said fall protection systems listed in para. 1.0 and 1.2.
1.6.1.4 Drawing/Specs Package. The Contractor shall deliver a finalized copy of the selected fall arrest protection system’s project drawing(s) and specification(s) package via electronic mail (email) within two (2) calendar days after contract award to the Government Representative(s) which shall be stamped by the Contractor’s designated Professional Engineer (PE) listed in para. 1.3.5.3 that meet or exceeds the certification requirements for engineering of said system which shall be ANSI compliant as listed para. 1.3.5.
1.6.1.5 Drawings provided by the Government will be released to the selected
Contractor as requested after contract award date.
1.6.1.6 Safety Plan Report. Within ten (10) calendar days after contract award, the contractor shall email a copy of their company Safety Plan that is required to ensure compliance with the Occupational Safety and Health Act (OSHA) (Public Law 91-596) to 402mxw.se.wf@us.af.mil. The Contractor shall provide a system safety program plan details of the task and activities of system safety management and system safety engineering required to identify, evaluate, and eliminate or control hazards throughout the changes from the baseline configuration. The Safety Plan will be provided to the Safety Office for review. The Safety Office will provide acceptance or non-acceptance within five (5) business days of receipt to the Government Representative(s) listed in para. 2.1.1 and the said representative will notify the Contracting Officer (CO). 1.6.1.7 Work Completion Certificate. Upon the completion of all planned installation work activity, the Contractor’s PE shall provide a work completion certification certificate to the Government Representative prior to acceptance via electronically certifying that the selected fall arrest protection systems are operable in its entirety—to include but not limited to any associated components, the necessary system safety measures, is structurally stable, and meets or exceeds the compliance in accordance with all applicable OSHA/ANSI regulations and standards. 1.6.2 Schedule. The Contractor shall contact the Government Representative(s) within 48 hours after contract award concerning the selected fall arrest protection system installation and training to coordinate the on-site scheduling date/time of the said installation/training services that shall occur as follows:
1.6.2.1 Project Kick-Off Meeting (Design Phase). The Project Kick-Off Meeting shall be scheduled to occur at a designated meeting location at Robins AFB within nineteen (19) business days after the on-site scheduling coordination with the Government Representative(s).
1.6.2.2 PRELIMINARY DESIGN REVIEW (PDR). The PDR shall be
scheduled to occur at a designated meeting location at Robins AFB—PDR scheduling shall be coordinated in advance with the Government Representative(s). The Contractor shall provide the necessary presentation material(s) and be prepared to capture written notes to document the PDR meeting minutes which shall be presented to the Government Representative in .pdf format via email within two (2) business days upon completion of the PDR meeting. During the PDR meeting the Contractor shall evaluate design concept and determine if the said design meets or exceeds the necessary criteria to accomplish the selected fall arrest protection system project in accordance with technical requirements with user safety a priority. After the PDR concedes that the preliminary design is adequate, the PDR shall proceed is ready to proceed with finalizing the said design concept whereas any issues and/or modifications shall be coordinated with the Government Representative prior to proceeding to the Critical Design Review (CDR) phase. (See CDRL A003 and A004)
1.6.2.3 CRITICAL DESIGN REVIEW (CDR): The PDR shall be scheduled to occur at a designated meeting location at Robins AFB—PDR scheduling shall be coordinated in advance with the Government Representative(s).
The Contractor shall provide the necessary presentation material(s) and be prepared to capture written notes to document the PDR meeting minutes which shall be submitted to the Government Representative in .pdf format via electronic mail within two (2) business days upon completion of the PDR meeting.
a. The Contractor’s CDR review shall provide the meeting participants the expected objective necessary to final the design concept. Also, the Contractor shall ensure that the system can proceed into production and shall meet or exceed the required performance requirements within the cost, schedule, and potential risk.
b. The CDR shall be conducted at Robins AFB or via conference call, to be scheduled in advance by the contractor with the Government POC.
Contractor shall document meeting minutes.
c. The CDR presentation material and meeting minutes shall be delivered to the Government within two (2) business days of the scheduled meeting.
d. Repairable Item Inspection Report. The Contractor shall electronically provide an Engineering Design Review (EDR) (initial and annual) within 12 weeks after inspection has been completed to the Government Representative(s) listed in PD para. 2.1.1. The EDR shall consist of 2 parts (Preliminary Design Report and the Certificate Design Report). The contractor shall provide a preliminary design report which includes the number of the lifeline that requires repair and the replacement part(s) number. e. Certification Data Report. The Contractor shall electronically provide an Engineering Design Review (EDR) (initial and annual) within twelve
(12) weeks after inspection has been completed to the Government Representative(s) listed in PD para. 2.1.1. The EDR shall consist of two
(2) parts (Preliminary Design Report and the Certificate Design Report).
The contractor shall provide a certificate design report which includes the certification document in pdf format. CDRL A004, DI-MISC-82386/T, Certification Data Report
1.6.2.4 INSTALLATION. The selected fall arrest protection system shall be installed in accordance with the Government’s aircraft maintenance scheduling requirements which provides the timeline(s) to be allocated for scheduling the utilization of the designated Government worksite facility— said facility scheduling will be coordinated with Government Representative(s).
1.6.2.5 PROJECT STATUS MEETINGS. Project Status Meetings shall be coordinated with the Government Representative(s) as necessary during the project’s design and/or installation phase utilizing on-site visits and/or teleconferencing communication methods. Contractor shall provide the said teleconference capabilities at the Contractor’s expense to include but not limited to the following:
a. Provide a meeting agenda prior to scheduling of each meeting.
b. Document meeting minutes and provide said minutes to the Government Representative(s) within two (2) business days prior to scheduling a project status meeting.
c. Maintain a list of open items to be resolved.
1.6.3 Systems’ Installation. The Contractor shall schedule the installation date in accordance with para. 1.6.2.4 within ten (10) calendar days after date of award whereas all applicable components shall be installed on or before the scheduled install date. The Government Representative(s) must approve the install date prior to the Contractor’s arrival at Robins AFB.
1.6.3.1 Upon arrival at the installation worksite at building 89, the Contractor shall seek Government Representative(s) approval concerning any issues associated with the Government Furnished Property (GFP) as listed in para.
3.0 and/or any other access associated with the selected fall arrest protection system’s installation—prior to implementing said installation tasks. Also, Contractor shall adhere to the following GFP special instructions:
The Contractor shall not store any parts, materials, or equipment on Government property outside of the designated temporary storage location without written approval by the Government Representative(s).
The Contractor shall provide all necessary equipment to perform the requirements of this contract (as listed in para. 1.0 and 1.2) whereas the Contractor shall not (under any circumstance) utilize any Government equipment to include but not limited to lifts, ladders, stools, tools, etc.
during the installation of deliverables under this contract.
The Government Representative(s) will eliminate the necessary obstructions between the selected fall protection system and the framing members to provide the Contractor direct access to the structural steel during the installation process.
1.6.3.2 Operator Training (On-site). After the installation is fully complete, the
Contractor shall coordinate with the Government Representative(s) to schedule and provide the on-site operator training services for a minimum of eight (8) Government trainees whereas the said training shall be accomplished immediately after the said installation. Also, the Contractor shall provide a certified training technician with knowledge of the operation of the installed selected fall arrest protection system. In addition, the scheduled on-site training shall be accomplished within four (4) calendar days.
1.6.3.3 In the event—if the Contractor is unable to perform on the scheduled install/training date(s) as noted in para. 1.6.3, the Contractor shall notify the Government Representative(s) and the Contracting Officer within one (1) day of knowledge to immediately reschedule the install and/or training whereas the rescheduled date(s) shall meet the Government Representative(s) approval.
1.6.3.4 Rescheduling of the training date(s) does not constitute a lead time extension—the Contractor shall perform the install/training services as listed in para. 1.6.3). If the Contractor is unable to perform training services within the scheduled lead time, the Contractor shall notify the Government Representative(s) and the Contracting Officer within one (1) day of knowledge that the scheduled training date(s)will not be met.
1.6.4 Travel. The Contractor shall require travel to Robins AFB as necessary to provide the on-site installation and user training as listed in para. 1.6.3 which shall be included with the firm-fixed price (FFP) projected tasks listed in para. 1.0 and 1.2 whereas the said travel shall be at the expense of the Contractor. In addition, travel and lodging arrangements shall be the responsibility of Contractor.
1.7 Work-site Requirements. The Contractor shall adhere to but not limited to the following work-site requirements:
1.7.1 “FOD” Prevention Awareness. The Contractor shall adhere to AFI 21-101
(paragraph 14.19), Foreign Object Damage (FOD) Prevention Program. The purpose of the FOD program is to eliminate the introduction of any foreign object(s) that could potentially cause damage to any on-site aircraft. Also, the FOD prevention is a critical priority within the aerospace industry which must be accomplished by all contractors throughout the duration of the performance of all contracted on-site services. In addition, FOD can be problematic during operational and maintenance activities which include but not limited to the following FOD impact awareness:
1.7.1.1 FOD can be caused by un-accounted for hardware, safety wire, tools, supplies, etc., during operations and maintenance. Therefore, any loose objects— regardless of their origin—can cause catastrophic and costly damage to an aircraft and/or associated high-end items stationed in high-risk FOD areas.
1.7.1.2 FOD regulations apply to contracted services whereas work is performed and/or travel within, on, around, and/or through potential impactful areas near aircraft, support equipment, engines, and/or components which include but not limited to personnel operating vehicles and/or equipment located on the Air Force Material Command (AFMC) flight lines, runways, taxiways, amps, and/or equipment stationed within aircraft hangars or maintenance areas.
1.7.2 HAZARDOUS CHEMICALS. The Contractor shall not release any hazardous and/or dangerous materials on-site at Robins AFB during the execution of this contract. Also, all chemicals, cleaning agents, and/or other required liquids to be used during Contractor performance shall have the applicable Material Safety Data Sheet
(MSDS) documentation. In the event, an accidental spill and/or bodily contact related to the MSDS-listed materials occurs during said performance, the Contractor’s MSDS shall be readily available for review as needed.
1.7.2.1 The Contractor shall immediately notify the Government Representative(s) throughout the performance of this contract when the said Contractor has knowledge of any hazardous, dangerous, and/or life-threating situation.
1.7.2.2 The Contractor shall be responsible for but not limited to the necessary maintenance, fueling, and/or safety of Contractor property (i.e., equipment, tools, vehicles) and/or Contractor personnel. Also, the Contractor shall accomplish the necessary refueling of lift trucks at a designated location outdoors with the approval of the Government Representative(s).
1.7.3 PERMITS & UTILITY OUTAGES. The Contractor shall obtain the necessary permits and coordinate/maintain awareness of utility outages with the Government Representative(s) to accomplish contract requirements in accordance with but not limited to the following guidance:
1.7.3.1 The Contractor shall ensure that Contractor Representative(s) attends all permit and outage request meetings.
1.7.3.2 Adequate number and type of portable fire extinguishers, supplied by the contractor, will be as close to the work as possible. At least two 10 lb. ABC type fire extinguishers shall be located at close proximity to the work being performed at all times. The fire inspector issuing the welding/burning permit will determine the required level of protection at the time of permit issuance.
1.7.3.3 Utility outages will be signed off on during the weekly outage meeting held on
Wednesdays at 1000 hours in building 1555. Request utility outages in writing to the Base Civil Engineer, with a copy to the Contracting Officer a minimum of twenty-one (21) calendar days before the proposed outage.
1.7.3.4 Outages shall be scheduled at the Government’s convenience and may be at times other than normal working hours. For example, the times may be on weekends or during the second and third shifts (including holidays, holiday weekends, and work curtailment days). These are at no additional cost to the
1.7.3.5 Scheduling of outage hours are subject to change—Government
Representative(s) with coordinate with the Contractor concerning outage rescheduling.
1.8 System Options. The Contractor shall provide one (1) out of up to four (4) fall arrest protection system options (rigid rail overhead, inverted-L, or swing arm—ground or column mounted) to the Government Representative(s) that shall be installed in B89 in accordance with the analysis results. The selected safety-critical system option shall meet or exceed the current AFOSH, OSHA, and ANSI rules/regulations and standards (as listed in para. 1.3.5) in effect at time of installation approval by the Government Representative whereas the selected system options shall include but not limited the applicable PD requirements which includes the following:
1.8.1 The selected system shall safely accommodate four (4) users per system (total of 8 users, simultaneously).
1.8.2 Rigid Rail System (#1 - Preferred). The Rigid Rail Overhead System shall be the preferred system for install. Also, the said system shall include but not limited to the applicable system specifications/features listed in para. 1.8.4 and include the following, as applicable:
Keeps the trolley directly above the user at all times to minimize swing fall hazards
Circular fall protection coverage for small to medium sized work areas
Standard bracket spacing distances between four and six feet (custom distances available)
The internally tapered track self-centers trolleys and end trucks, so rolling movement is smooth, quiet, and highly ergonomic
Column-mounted system consists of wide flange steel columns and headers with enclosed, rigid track
Standard arm reach distances between six and 30 feet (custom distances
180-degree rotation
In the event that the fall arrest protection system analysis of the rigid rail overhead system finds that the said system is not selected to meet the requirement for installation inside of B89, the Contractor shall provide the option to install the Inverted-L (#2)—permanent anchored track.
1.8.3 Inverted-L System (#2). In the event that the Contractor’s fall arrest protection system analysis of the rigid rail overhead system is not selected to meet the requirement for installation inside of B89, the Contractor shall provide the option to install the Inverted-L System (permanent anchored track). Also, the said system shall include the applicable system specifications listed in para. 1.8.4 and include but not limited to the following features:
Each frame consists of a freestanding column topped with a header
Standard arm reach distances between six and 12 feet (custom distances
Requires concrete foundations
The internally tapered track self-centers trolleys and end trucks, so rolling movement is smooth, quiet, and highly ergonomic
System can support one to four workers (higher capacities available upon request)

In the event that the fall arrest protection system analysis of the Inverted-L system finds that the said system is not selected to meet the requirement for installation inside of B89, the Contractor shall provide the option to install the Swing-arm System (Ground Free-standing-#3 or Column-Mounted-#4).
1.8.4 Swing-arm System (Ground Free-standing-#3 or Column-Mounted-#4). In the event that the fall arrest protection system analysis of the Inverted-L system is not selected to meet the requirement for installation inside of B89, the Contractor shall provide the option to install the Swing-Arm System (Ground Free-standing-#3 or Column-Mounted-#4). Also, the said system shall include the applicable system specifications listed in para. 1.8.4 in accordance with PD requirements to include but not limited to the following features:

1.8.5 System Specifications. The Contractor shall provide the selected fall arrest protections system as listed in para. 1.0, 1.2, and 1.8) which shall include but not limited to the following design specifications:

Product Conformance (Equipment)
Includes:
Product Conformance o All systems shall meet salient characteristics to conform to the manufacturers drawings, specifications, standards, and quality assurance practices. Also, system products shall be equivalent to products offered for sale in the commercial marketplace.
o The government reserves the right to verify said conformance prior to delivery utilizing submission of contractor’s commercial manuals and/or other forms of associated literature.
o Products manufactured to metric dimensions shall meet or exceed manufactured products utilizing inch/pound units. Also, the said products shall be within the specified tolerances utilizing conversion tables IAW the up-to-date version of FED-STD-376 and any other associated requirements.
In the event that the said product is manufactured to metric dimensions exceeds the tolerances specified in the inch/pound units, the Contractor shall notify the applicable Contracting Officer and the Government Representative(s) for approval of said product prior to delivery.
Building Layout (Government)
Government will provide a drawing with the visual of the overall size of the applicable building and the positioning of an aircraft inside the facility
Coverage The selected fall arrest protection system shall be designed to provide
100% coverage over the wings of the aircraft.
Fall Arrest Distance
New System: The selected fall arrest protection system and all its components shall be new. The system shall be ready for operation after installation is complete.
o Location – building 89 below the full length of the aircraft wings.
o Top working surface – averages ninety (90) inches above the floor of the facility.
(Note: measurement will be verified prior to installation) Requisite – The selected fall arrest protection system shall be designed and certified to fully arrest a fall while meeting the necessary safety standards (as listed in para. 1.3.5)—IAW OSHA 1910 and 1926, ANSI 359.2, DAFMAN 91-203—which shall include the associated aircraft wing(s) surface area in its entirety as defined in the “COVERAGE” section above). Also, the said the fall arrest protection system shall safely accommodate all instances of the users change of positioning (i.e., kneeling, standing, etc.) while utilizing the fall arrest equipment to include but not limited to instance(s) whereas the said user must kneel along the leading or trailing edge of the wing.
The Contractor shall verify and document that all fall distance factors include but not limited to a clearance margin are accounted for in accordance with ANSI Z359.6 standards).
User accommodation(s) per location – at minimum, the selected fall arrest protection system shall provide fall protection for eight (8) users, simultaneously (i.e., 4 users on the left wing/4 users on the right wing).
Track arrangement – two (2) each parallel rails per wing.
Rigid rail and trolley System:
o The selected fall arrest protection system shall be an enclosed track rigid rail type system with SRL’s connected to trolleys which travel along the tracks.
(Exclusion: horizontal lifeline cable type systems are not acceptable.)
o Trolley
Rating for a 310 lb. user in accordance with ANSI Z359.6.
3600 lb. proof load
Fabrication - corrosion resistant plated steel with sealed bearings to allow smooth operation over the entire length of the system. Also, fabrication welds shall be visually inspected whereas a minimum of 20% of the said welds shall be inspected utilizing dye penetrant or magnetic particle testing or equivalent or better.
Joints/connections – trolley track joints and connections segments positioned between segments shall be firmly attached, gaps minimized (1/8 inch or less), and aligned/de-burred to allow smooth transition from one segment to the next.
Mobility – trolley shall roll freely and follow the user to allow hand-free maneuvering for said user. Also, the SRL shall be stationary above the user as appropriate to ensure the minimize the potential fall distance. In addition, the track shall be free of remnants associated with bumps from paint, coatings, rough edges, debris, and/or any other remnants that may impede the function of the said track.
System design shall include the option to utilize all system attached SRL’s, simultaneously.
Self-Retracting Lifelines
The SRL’s shall have the following:
o 3M DBI-SALA Smart-Lok or approved equivalent or better.
Documentation – demonstrates that the Contractor-supplied SRL’s can fully arrest a fall IAW the requirements of the “fall arrest protection system” section of this chart.
o Cable lifeline – material type shall be 316 stainless or galvanized steel and the cable lifeline shall be connected to a swivel snap hook with the capabilities to attach to the user’s D-ring.
Visual impact indicator – the indicator shall be stationed on the swivel snap hook as a notification device or equivalent or better to alert the user(s) if the SRL has been “impacted” and requires servicing prior to use.
Connectivity – each SRL shall be connected directly to the designated trolley whereas there shall not be any cables between the SRL housings and the said trolley(s).
Extension – SRL’s shall have enough cabling to extend to the floor surface of the maintenance stand.
o Stock list – the Contractor shall provide a Microsoft Excel format spreadsheet listing of all installed SRL’s with the following information to the Government Representative(s) via electronic mail within two (2) business days after award:

¼ inch diameter, non-metallic tag lines with high pigment coloring that easy to view.
Length shall be long enough to reach within three (3) feet of the maintenance stand floor surface whereas the tag line attached to the SRL have the capability to fully retract.
Tie-off – must have the capability to be tied off without coming in contact with the aircraft during dock/de-dock procedures.
o Identification (ID) Plate – shall include the following:

Attachment location – permanently attached to the designated SRL structure.
Suspended System
The selected fall arrest protection system shall have the capability to accomplish the following:
o System fully suspends from the facility’s roof structure whereas the said suspension capability shall not require additional ground support.
o All required brackets and reinforcing capabilities necessary to properly support the system and any associated loads.
Engineered System
Safety factor - An “Engineered Fall Arrest Protection System” designed with a minimum safety factor of “2” IAW OSHA standards and regulations as listed in para. 1.3.5.
Durability - Capability to withstand shock loads associated with simultaneous fall events in excess of the applicable up-to-date industry and federal standards in place at the time of installation.
Stamped drawings – IAW “DRAWINGS AND DOCUMENTATION” as listed in para. 1.5.3 the Contractor shall provide certifying that the selected fall arrest protection system and facility structure can support all loads imposed by the said system.
Paints, Coatings & Surface Treatments
All system components shall have the following:
o Industrial grade - corrosion/scuff resistant paints, coating, and/or surface treatments that meets or exceeds any applicable industry corrosion protection methods utilizing products that provides maximum performance to include safety and environmental requirements.
o Application – Factor-applied finishes/coatings
Contractor shall ensure that application of corrosion protectants meet or exceeds the most effective corrosion prevention standards whereas the potential for factors that affect the rate of corrosion is minimized at the lowest level.
Damage control - Withstand unstable conditions during encounters such as equipment storage, shipping, installation, and/or exposure to weather conditions.
System paint color – safety yellow
Post-installation rework – in the event that equipment paint surfaces encounter minor damage prior to final installation, the said paint surfaces shall be re-painted with factory-equivalent product(s) to ensure that the equipment meet or exceeds pre-delivery conditions for corrosion resistance, aesthetics, any other finishing/coating issues prior to acceptance.
Defects - Track finish/coating application(s) shall not impede the mobility/performance of the trolley whereas the rolling of the trolley inside the track shall be smooth minus any defects such as bumps or irregularities in the structure. If said bumps and irregularities that impedes the trolley performance occurs, pre-delivery finishes and coatings shall be removed and replaced with new equivalent paint during post-installation rework.
The Contractor shall notify the Government Representative(s) concerning any product damage and request the Government Representatives approval to resolve said damage prior to any applicable post-installation rework.
No Repair After a Fall Event
The selected fall arrest protection system, associated support structures, and tracks shall be designed to withstand and eliminate all occurrences of permanent deformation and/or damage in association with a fall event.
No Repair/Replacement - under normal use, the said products shall not require any repair or replacement of components after said fall event(s).
Interference of Facility Structure or
Utilities
Structure modifications – the Contractor shall include any necessary facility modifications to ensure the said facility structure and any existing components and/or equipment do not interfere operational performance of the selected fall arrest protection system.
Building utilities – during design phase of the fall arrest protection system, the Contractor shall make considerations to minimize and/or exclude utility modifications whenever possible from this requirement.
In the event that the Contractor must request modifications associated with said facility structure and/or utilities, the Contractor shall notify the Government Representative(s) to seek approval of any necessary modifications.
1.8.6 Markings. The Contractor shall ensure that the applicable items (i.e., permanent tag lines, ID plates) listed in paragraph 1.7.2 shall have the required item unique identification (IUID) to include, but not limited to the applicable part number and the manufacturer’s name and certification that meets the manufacturer’s “aerospace” specifications and marking requirements.
1.8.6.1 The Contractor shall ensure that the labeling for the applicable selected fall arrest protection system items include but not limited to the manufacturer’s name and certification.
1.8.6.2 The Contractor shall coordinate with the Government Representative with any concerns and/or issues relative to the IUID markings within five (5) calendar days after contract award.
1.8.7 Pace of Performance. The Contractor shall ensure that the instrument components are manufactured at the Contractor’s authorized facility.
1.8.7.1 The Contractor shall provide on-site warrantied maintenance and repairs at
Robins AFB which shall be accomplished by certified technicians.
1.8.8 Inspection (Option I). Contractor shall provide an option for one (1) each comprehensive “annual” inspection of the selected fall arrest protection system that shall be accomplished by certified technician(s) with the knowledge and expertise to perform the inspection of the Contractor’s selected system of the enclosed track rigid rails (system #1) or alternate system option (as listed in para. 1.0 and 1.2). This inspection shall be accomplished within twelve (12) months after the completion of the installation of the final system at a time mutually agreed between the Contractor and the Government.
1.9 Acceptance Testing. The Contractor shall provide the following acceptance testing requirements:
1.9.1 TEST PLAN. The Contractor shall develop a comprehensive test plan to demonstrate and verify that all the requirements as listed para. 1.1 and 1.2 have been met. Also, the test plan will be reviewed and modified/approved by the Government Representative(s) which shall be mutually agreed upon by the Contractor prior to conducting any test.
1.9.2 SITE ACCEPTANCE TESTING. The Contractor shall notify the Government Representative(s) once the installation of the selected fall arrest protection system is complete and coordinate the date for acceptance testing. Also, the Contractor shall ensure that all accessories/options shall be mounted and operational prior to testing.
In addition, the Contractor shall submit a test report to the Government Representative(s) via email within two (2) calendar days upon completion of testing.
1.9.3 Acceptance. Upon completion of all tasks by the Contractor, the Government Representative will accomplish acceptance.
1.10 REPORT. Upon completion of the maintenance and/or repair activities under the warranty coverage, the Contractor shall provide a copy of the Maintenance Service Report to the Government Representative for all work performed under the contract to include all repairs and/or modifications resulting from the services.
