About this file

The document is an Invitation for Bid (IFB) issued by the Utah Division of Wildlife Resources (UDWR) and the State of Utah Division of Purchasing for the Southern Utah Riparian Fences - 2019 project. The solicitation seeks a contractor to construct and repair riparian fences at two sites: one approximately 2 miles west of Otter Creek State Park in Piute County, and another approximately 3 miles east of Minersville in Beaver County. The project involves constructing new wood rail and wire fences, rebuilding existing fences, removing old fencing, and installing gates. Site 1 requires constructing 560 feet of new 3-wood rail fence, rebuilding 140 feet of old fence, removing 200 feet of existing wire fence, and installing 9 steel gates. Site 2 involves constructing 2,400 feet of new 4-strand wire fence and 100 feet of wood rail fence, along with removing 1,500 feet of old wire fence. The bid opened on February 15, 2019, and closed on March 8, 2019, with work to be completed by June 30, 2019.

The contract will be awarded as a purchase order to the lowest responsive and responsible bidder. Bidders must meet several mandatory requirements, including submitting two references from agencies like UDWR, Bureau of Land Management, or U.S. Forest Service, demonstrating experience in constructing rangeland barbed wire fences and building wood H-braces. Bidders must also be licensed with the State of Utah as a fence contractor and provide proof of insurance. The bid includes three line items: a lump sum for most work, a per-foot cost for top rail rebuild at Site 1, and a per-each cost for Double H Braces at Site 1. No site visit with UDWR personnel will be provided, but bidders are encouraged to visit the sites independently during daylight hours. The solicitation follows the Utah Procurement Code and Administrative Code, with the bid evaluated based on responsiveness and compliance with the specified requirements.
