ALL Potential Offerors

72068522R00006 dated July 15, 2022

ATTACHMENT 1

RESPONSES TO QUESTIONS FROM POTENTIAL OFFERORS

1. Please specify where the Performance Work Statement is to be included within the proposal.

Response: The PWS can be submitted as an annex (Annex 8) to the Technical Proposal with a 5-page limit.

2. The first paragraph under L.6.1.2 says that offerors must propose the “Technical Approach of how they will achieve these results,” but under L.6.1.2(b) it says that offerors “should not discuss how the work is to be accomplished.” Would USAID clarify this?

Response: Disregard this “should not discuss how the work is to be accomplished “and consider “Technical Approach of how they will achieve these results”

3. In the RFP, might there be a contradiction between H.9(a)(3) and

H.9(f)?

Response: The Mission Local Compensation Plan ranges are provided as a guidance. CCN salaries should not exceed these ranges.

4. Section L.7., Part 2, J, says that a required annex is the

“Subcontracting Plan (for offerors in the competitive range),” but at this point in the procurement process, is the list of offerors in the competitive range already known?

Response: The subcontracting plan will be requested from offerors that make it to the competitive range.

5. Section M.2.2 refers to Section L and “additional key personnel (up to 4 positions).” However, Section L does not specify any key personnel, nor the number of key personnel. Is it not up to the offeror to propose staffing and to also propose which of those positions might be considered key personnel?

Response: Offerors will propose key personnel not to exceed 4 positions

6. The cover letter references “a four (4) year period for the implementation of this activity.” However, F.2 states that “The estimated period of performance for this contract is five years from the date of award.” Can USAID please clarify whether the period of performance should be 4 years or 5 years?

Response: The estimated period of performance for this contract is four years from the date of award.

7. Section L.6 instructs offerors to include a past performance summary for the offeror and international/local sub-offerors as part of the technical proposal. Can USAID confirm that this past performance summary (maximum 1 one page) should be part of Annex 7 and is therefore excluded from the 20-page limit for the Technical Proposal?

Response: Past Performance summary should be part of Annex 7 and hence not count towards the technical approach page limit

8. Section L.6.1.2 (b) states in reference to a table that outlines the Performance Work Statement (PWS), “Note: […] connotes a continuation of the logical framework in which Offeror may propose any number of expected results and/or performance standards under the anticipated outcome. It will be an Annex to the Technical Proposal and is not included in the page limitation.”

Could USAID confirm that the offeror should include the PWS (with a continuation of the logical framework) as an annex to the Technical Proposal and that the 20- page limit for the Technical Proposal will not apply to the PWS? If USAID would like the offeror to include the PWS in an annex, could USAID please clarify the annex in which the PWS should appear?

Response: Refer to question # 1

9. Section L.7, Part 2(5) states, “The offeror must present the costs associated with each subcontractor’s home and country offices on separate tabs.” Could USAID please confirm that detailed budgets are only required for major subcontractors?

Response: A detailed budget is requested for major subcontractors.

10. Section L.7, Part 8 states, “The offeror must address each of the elements in FAR 44.202-2” for the contracting officer to consider “consent of subcontractors to be granted with the initial award.”

Could USAID please confirm that Information to Support Consent to Subcontractors is required only for major subcontractors?

Response: Consent to Subcontractors is required only for major subcontractors

11. Section L.7 (7)I(i) states, “The offeror and each subcontractor must include a complete copy of its most current established Negotiated Indirect Cost Rate Agreement (NICRA) or other documentation.”

Could USAID please clarify whether NICRA or other indirect cost rate information must be submitted for all proposed subcontractors or only for major subcontractors? Part ii in the same section mentions only “the offeror or major subcontractor.”

Response: This information is requested for the offeror and major subcontractors

12. What is the actual project duration? 4 years or 5 years?

Response: Refer to question # 6

13. Would USAID consider the inclusion of a grants-under-contract (GUC) component if an offeror can show it would help achieve the objectives of the activity?

Response: GUCs are not contemplated under this activity

14. What is the geographic area of the project?

Response: While we do not currently constraint the offerors to specific geographic areas, it is expected that interventions will overlap with the Future Zones of Interventions (ZOI) , specifically the Senegal River Valley, the northern coastal zone known as the Niayes, the Sine Saloum, and/or Casamance.

15. Are there specific zones for objective 1 and 2 and then for objective 3?

Response: Objectives 1; 2 and 3 must be implemented widely in targeted geographies. However, objective 3 will be more focused on targeted sub-geographies based on relevant analysis of DGRPE (Government of Senegal) interventions through the PAGIRE and the WASH activities implemented by USAID.
