About this file

This document is Amendment 0002 to Request for Proposal (RFP) No. 72068524R00006 for the USAID Partner Liaison Security Operations (PLSO) activity in Burkina Faso. The amendment provides responses to follow-up questions and extends the proposal submission deadline to October 17, 2024. Key details include:

The RFP seeks to establish a contract to serve as a liaison between USAID implementing partners in Burkina Faso, facilitating communication and the sharing of security information to enable more effective delivery of US government-funded assistance. The amendment clarifies requirements related to past performance references, including the use of the Contractor Performance Report - Short Form (Attachment J.5) and Past Performance Questionnaires (PPQs). It confirms that PPQs must be included in the technical proposal, and that past performance with subcontractors is not a requirement. The amendment also confirms that a VAT exemption is in place for Burkina Faso.

Issue Date: October 8, 2024 Closing Date: October 17, 2024 Closing Time: 5:00 PM GMT Subject: Amendment 0002 to Request for Proposal (RFP) No. 72068524R00006 Activity Title: USAID Partner Liaison Security Operations (PLSO) activity in Burkina Faso

From: Robert Almosd, Regional Contracting Officer

Dear Potential Offerors, The purpose of Amendment 0002 to the subject request for proposal is to:

1. provide responses to follow up questions and/or requests for clarifications; and

2. extend the submission closing date to October 17, 2024.

Q1. Is the “Contractor Performance Report – Short Form (Attachment J.5)” the same document as the “past performance reports (PPRs)” referenced on page 110 of Section L.6.5(c)?

USAID’s response: Yes Q2. In Attachment J.5, there is a section to be completed by the Contracting Officer, and then another section that states “to be Completed by Agency.” We are not sure which “Agency” this refers to. Are both of these sections supposed to be completed by the Offeror’s reference?

USAID’s response: Part I of the ‘Contractor Performance Report - Short Form’ under Attachment J.5 has to be completed by the Offeror and Part II by the Agency. A revised version of the ‘Contractor Performance Report - Short Form’ reflecting this is attached to this Amendment 0002.

Q3. Could USAID please clarify if Offerors are required to have their past performance references complete both Attachment J.5 and the PPQ?

USAID’s response: Yes

Q4. Should the PPQs and/or Attachment J.5 be returned directly to USAID by the Offeror’s references, or are the completed PPQs required to be included in the Offeror’s proposal? If the latter, where should they be located in the Technical Proposal?

USAID’s response: The PPQs must be part of the technical proposal and can be included as part of the annexes.

Q5. Section L.6.5(c) also states that “The Offeror must describe successful experiences using subcontractors to implement major technical components.” Is an Offeror’s past performance only considered relevant if it included subcontractors?

USAID’s response: No

Q6. Is a VAT exemption in place for Burkina Faso?

USAID response: Yes
