About this file

This is Amendment 00001 to solicitation 72066825Q00021 for diesel fuel supply to the US Embassy in Juba, South Sudan, issued by USAID/South Sudan. The amendment makes three key changes: (1) extends the closing date to January 16, 2025 at 1700 CAT local Juba time, (2) increases the required quantity from 300,000 to 600,000 liters, and (3) adds evaluation factors.

The added evaluation factors specify that award will be made to the technically acceptable lowest offeror providing best value, with technical criteria weighted significantly more important than price. Technical evaluation includes prior experience/past performance, requiring 2-5 examples of similar projects completed in South Sudan or US Embassies within the past 5 years. Performance will be rated on a scale from Substantial to Limited Confidence, with Neutral ratings possible. Price evaluation will assess cost realism including projected labor, equipment and indirect costs to ensure reasonable market rates and sound understanding of requirements.

I. EVALUATION FACTORS:

The US Government intends to make an award to Technically acceptable lowest offeror and will evaluate offers based on factors outlined below and award the contract to the responsible Bidder offering the best value to the U.S. Government. “Best value” is defined as the quotation that results in the most beneficial solution for the Government, considering technical, cost, and other relevant factors. In this evaluation, technical evaluation criteria hold significantly more important than price evaluation criteria. The Government reserves the right to make an award without discussions.

The Government will evaluate quotations based on the following criteria:

a. Technical Evaluation Criteria

1. Prior Experience and Past Performance: The Bidder must submit at least two (3), but not more than five (5), examples of previous projects that align closely with the technical scope and complexity requirement described in the original RFQ. Each reference project must have been substantially or fully completed within South Sudan or any US Embassy in the past five (5) years. Projects reflecting similar challenges and successful outcomes will be considered satisfactory.

Prior Experience and Past Performance will be scored by assigning one of the following confidence ratings:

• Substantial Confidence - Based on the Offeror’s recent/relevant past performance record, the Government has a high expectation that the Offeror will successfully perform the contract requirements.

• Satisfactory Confidence - Based on the Offeror’s recent/relevant past performance record, the Government has a reasonable expectation that the Offeror will successfully perform the contract requirements.

• Limited Confidence - Based on the Offeror’s recent/relevant past performance record, the Government has a low expectation that the Offeror will successfully perform the contract requirements.

• A “Neutral” score will be given to Offerors who have no record of relevant past performance, or who have a record of relevant past performance that is not extensive.

An Offeror’s performance will not be evaluated favorably or unfavorably (Neutral rating) when:

• The Offeror lacks relevant performance history,

• Information on performance is not available, or

• The Offeror is a member of a class of Offerors where there is provision not to rate the class against a sub factor.

b. Price Evaluation Criteria

1. Cost Realism: The Bidder must submit price that projected costs, such as labor, equipment, and any indirect costs. The price should reflect a sound understanding of the requirements and challenges and price reasonableness should reflect the current market rates.
