This acquisition for construction is being procured in accordance with Federal Acquisition Regulation Subpart 36.3 -- Two-Phase Design-Build Selection Procedures.
• Phase One will be evaluated in accordance with FAR 36.303-1 -- Phase One.
• Phase Two will be evaluated in accordance with FAR 36.303-2 -- Phase Two.
USAID/South Sudan anticipates awarding one firm-fixed-price contract. For Phase Two, the U.S. Government may award this contract without discussions.
The order of magnitude of the resultant contract is between $500,000 and $1,500,000 for the anticipated period of performance of approximately five months. All work must be finished by June 15, 2020.
Prime Offerors under this RFP must be registered under the North American Industry Classification System (NAICS) code 236220.
A site walk and pre-proposal conference will be scheduled among Offerors who are selected to move to Phase Two. The site walk will be at the CSF. Detailed information will be given at a later date to those eligible for the site walk. In order to submit a Phase Two proposal, an offeror must attend the site walk.
Questions regarding this request must be submitted via e-mail to the points of contact identified in Section L no later than the date and time for questions stated above. Unless otherwise notified by an amendment to this RFP, USAID will not answer questions after the deadline or by phone. Offerors must not submit questions to any other USAID staff. All questions submitted and answers to all questions will be provided in writing through an amendment to the RFP which will be publicly posted on beta.SAM.gov.
Issuance of this solicitation in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. USAID reserves the right to reject any and all offers received. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals.
Final award of any resultant contract cannot be made until funds have been fully appropriated, allocated, and committed through USAID’s internal procedures. USAID bears no responsibility for data errors resulting from transmission or conversion processes.

SECTION C - STATEMENT OF WORK
TITLE
The title of the contract is “Container Storage Facility Site Development Work or “CSF.” The abbreviation is only authorized for internal use and is not the official branding/marking of the contract.
INTRODUCTION
The CSF is developed to serve as the new warehouse facility which would replace the operations at the facility called 19 Acres Storage Compound.
BACKGROUND
The warehouse operations are currently located at the site called 19 Acres Storage Compound and this site must be vacated of these operations to make room for the USG New Embassy Compound. All inventory is presently stored in 2 warehouses and over 100 shipping containers (20ft and 40 ft units). The warehouses are to be retained for use by USG after removal of all inventory currently stored in these structures. All reusable inventory as determined by USAID shall be stored in shipping containers permanently placed at the CSF.
The new site for the CSF has been previously cleared of existing buildings via another contractor. Excavation of unsuitable materials and replacement by improved subgrade and road base have been part of the previous work.
OBJECTIVES
The objectives of this Contract are:
● Provide design services to develop the site using a 60% design as provided by USAID.
● Provide construction services to build reinforced concrete grade beams and slabs for all load bearing structures with emphasis on placing the containers. Other construction services must include proper access to the site; improving the site to enhance the security elements and life support services for occupancy.
● Provide services to load containers (as tagged by USAID) at the 19 Acres site; transport to and off load in their permanent locations at the CSF.
STATEMENT OF WORK
The design-build method of construction is meant to be iterative and collaborative. Working closely with USAID, the Contractor must prepare designs, obtain all approvals to initiate construction, and, once approval is obtained, must implement construction of developing the site in accordance with the following three contract line items numbers (CLINs). The Contractor is responsible for all labor, materials, equipment, supervision, adequate security protocols, permits, approvals, and incidentals necessary to perform the work.
