Embassy of the United States in South Sudan Kololo Road, adjacent to the European Union's compound Juba, South Sudan

Telephone: +211.912.105.107 Website: https://www.usaid.gov/south-sudan

SUBJECT: Amendment No.01 to Request for Proposal Number:

72066818R00003, Life Support Services to USAID Residential

Compound and US Embassy Compound, Juba, South Sudan.

REFERENCE: Request for Proposal Number: 72066818R00003, Life Support Services to USAID Residential Compound and US

Embassy Compound, Juba.

QUESTIONS AND ANSWERS:

Bidders’ Conference:

1. Does USAID have consideration of Inflation and currency fluctuation faction in the budget preparation and execution?

USAID Response: Payments under the Contract is US dollars, and the Mission has a blanket waiver to allow local staff payments in US Dollars.

2. What is the situation of the current life support contract scope in 2013 and 2016 following the departure orders?

USAID Response: There was no material change to the scope of the contract in the two crisis incidents in Juba and departure of order thereof. The changes recorded are in additional property and activities levels.

3. Could USAID share the Local Compensation Plan established salary rates?

USAID Response: Yes, the LCP will be provided as an amendment to the solicitation.

RFP No.: 72066818R00003, Life Support Services

Amendment No.02

4. The budget format has limited budget categories, Could USAID confirm if bidders are allowed to modify the budget template?

USAID Response: Bidders should use the required budget template with minor adjustments.

5. Does USAID have a list of vetted vendors? Is the contractor required to use?

USAID Response: No, USAID has no list of vetted vendors. It’s up to the contractor to contract its vendors and ensure that there is compliance with the OFAC and UN sanction list.

6. Does USAID require specific academic qualifications and other requirements for the key personnel positions?

USAID response: Key staff have academic requirements as noted. Non-key staff should be fully qualified for the position they occupy. This may be established through education, training, or experience depending on the position.

7. Does USAID require compliance to host government commercial food service requirements?

USAID Response: USAID has not engaged with the government in this area. Offerors should check with the local government authorities.

8. What is the current personnel size of the current life support contract?

USAID Response: The current Contract has about 75 – 85 personnel including the Key

Personnel.

9. Could USAID consider an equitable adjustment in the Contract?

USAID Response: Given the nature of the contract is highly unlikely that conditions allowing for an equitable adjustment will occur. It should be noted that events such as ordered departures in 2013 and 2016 did not trigger the need for an equitable adjustment in the current contract—and would not do so in the contract being solicited—because the terms of the contract already account for the fact that such events may occur. Equitable adjustments require unanticipated changes to site conditions.

10. What is the level of Contractual requirements changes considered under the current contract?

USAID Response: There were immaterial contractual changes to the current contract. The scope of work is not modified, and the changes considered were on Human Resource numbers of positions.

11. There have been several boreholes and tanks in the three sites. Would USAID reimburse

Tanks and borehole maintenance related cost?

USAID response: Yes.

12. Has USAID conducted Evaluation of the Current Contract and the reports are public?
