The RFP and subsequent amendments thereto, can be downloaded from the Government homepage at http://www.fedbizopps.gov. It is the offeror’s responsibility to check this site periodically for official updates and amendments to the solicitation. This solicitation in no way obligates USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal in response hereto. Furthermore, USAID reserves the right to reject any and all offers, if such action is considered to be in the best interest of USAID.

Offerors should read the entire solicitation, which includes all pertinent technical sections and the terms, conditions and instructions required for submitting a proposal.

Questions regarding this solicitation must be submitted in writing via email to the Contracting Office mailbox at caddis@usaid.gov by the date and time specified above. Oral instructions, answers, or guidance from any USAID source prior to the award of the contract shall not be binding.

E.3 MONITORING, EVALUATION AND LEARNING

The progress, success and impact of the contractor’s performance under this contract will be monitored and evaluated as a part of the overall activity results. Monitoring, Evaluation and Learning (MEL) programs must be utilized in order to assess the impact of the program and whether or not objectives are being achieved and if they should be adjusted. The LME Plan is intended to be a “living” document that must be reviewed and updated on an annual basis as specified in Section F.7.2 below. The LME Plan described in Section F.7.2 below sets forth the specific performance goals for the contract and can be modified at any time in writing by the Contracting Officer’s Representative to reflect changing priorities and circumstances.

The QASP is a management process with the intent of encouraging maximum performance, efficiency, and cost effectiveness by the contractor and can be modified at any time by the Government.

The QASP will be used as a Government monitoring process to enforce the inspection and acceptance clauses of the contract. The QASP may require modification and/or updates after selection for award to reflect the contractor’s known strengths and weaknesses. The QASP is a “living” monitoring process that should be discussed, reviewed and updated regularly but no less than on an annual basis. It is based on the premise that the contractor, not the Government, is responsible for managing and ensuring that quality controls meet the terms of the contract.

The Government reserves the right to modify performance standards and/or metrics during the life of this contract, in order to ensure that the right outcomes are being assessed and that the performance standards are appropriate. It is the Contractor's responsibility to follow up with the COR to ensure the QASP monitoring process is implemented and updated. The QASP is incorporated as a component of the

Activity.

21 | P a g e

c. Communications and Outreach Plan; and

d. Environmental Mitigation and Monitoring Plan (EMMP).

If acceptable, the COR will provide a written approval of the final work plan to the Contractor. Failure to have an approved work plan in place may be viewed as a failure to comply with the essential terms and conditions of the award. Significant deviations to the approved work plan will require the additional written approval of the COR (and may require a revision to the approved AMELP).

Subsequent Annual Work Plans

Subsequent annual work plans are due no later than thirty (30) calendar days before the end of the fiscal year.

These plans will follow the same format as the initial work plan and should also include an update to the supplemental plans listed above, if appropriate. In addition, the subsequent annual work plan must include program adjustments or adaptations reflecting lessons learned from prior year implementation.

Purpose

The work plan details how the Contractor will use the work plan year effectively to achieve the contract’s objectives. The work plan serves as a guide to program implementation and, once approved, represents an agreement as to the nature and timing of tasks and interventions. Discrete tasks include training events, workshops and seminars, learning events, outreach events, and information dissemination activities such as publications and reports. It is essential that the work plan be concise so as to ensure that it will be a simple reference tool for the implementer to track progress against the approved implementation schedule, and for

USAID to monitor and evaluate performance through the work plan year and to ensure that award objectives are accomplished on time, on budget, and in accordance with expectations. Each annual work plan will form the basis for an annual management review conducted by USAID and program staff to assess program directions, priorities, achievements, and prior year implementation results, as well as management and implementation impediments, and to make recommendations for revisions.

Workplan Standards

Work Plans will identify a logical sequence of steps to be undertaken to implement each program component and must include an associated timetable. The Contractor may not include interventions in the work plan that fall outside the parameters of the statement of work. The Contractor’s annual work plan will describe how the

Contractor intends to organize the year’s work including setting project priorities and how the Contractor will organize responsibilities amongst Contractor staff to ensure accomplishment of the tasks. The work plan will address how the Contractor will make effective use of any time during which counterparts are not readily accessible or actively engaged, such as holidays. All interventions described in the work plan must be within the scope of the contract.

The work plan, at a minimum, is to include:

• Review of the previous year’s accomplishments, problems and challenges encountered in achieving specific results, proposed annual outputs, and progress towards achieving results.

• Corresponding schedule depicted on a Gantt chart and level of effort required to complete the interventions;

• Description and estimate of amounts of short-term technical assistance, training, and other support resources that would be required to provide the assistance proposed;

• The anticipated outcomes the program is expected to achieve in each area of implementation;

• Plan on how the program strategy will contribute to implementation principles as defined in the scope of work (equity, resilience, CLA, etc.)

• Plan and timeline for internal monitoring and evaluation that takes into account the AMELP and the external monitoring and evaluation plan;

• Description of periodic assessments to be undertaken;

22 | P a g e

• The identification of any assumptions used in preparing the work plan, as well as suggested alternatives if necessary and the methods to assess whether the assumptions hold true;

• The anticipated risks with regard to achieving the anticipated objectives of the contract and how they will be mitigated;

• Any specific award terms or conditions that interfere with maximizing the developmental impact of the award; and

• The strategies and approaches the activity will adopt in meeting program goals and objectives;

F.7.9 Activity Learning, Monitoring, and Evaluation Plan (ALMEP)

The Contractor must develop an Activity Learning, Monitoring, and Evaluation Plan (ALMEP) that permits the efficient and timely measurement of progress towards performance requirements, standards and output indicators, and updates as needed in collaboration with the COR. The indicators must align with the USAID

Standard Foreign Assistance (F) indicators and the Contractor’s theory of change and logical framework for the program. The Contractor will also provide other information as needed for reporting under the relevant foreign assistance objectives, areas and elements. In addition to F indicators, custom indicators will be utilized. The Contractor shall be responsible for developing Performance Indicator Reference Sheets (PIRS) in collaboration with the COR and a Mission M&E Third Party Contractor if applicable. The ALMEP must also integrate complexity monitoring principles, so that the Contractor will not only track progress, but also the environmental factors that may either facilitate or impede implementation.

The Contractor must, as a routine part of program monitoring, track and report the costs of the various interventions per guidance provided by the COR; GIS information for all activity sites, and information about the context in which the work is taking place that may influence the Contractor’s ability to successfully implement the activity and achieve targeted outcomes. The ALMEP detailing all indicators tracked under this contract must be approved by the COR and reviewed annually as part of reporting and work plan approval processes. The Contractor will comply with the cost data collection and reporting parameters per guidance provided by the COR.
