USAID Sustainable Peace (SP) Activity AMENDMENT NO. 0002 – Questions and Answers
ATTACHMENT NO. 1: QUESTIONS AND ANSWERS
1. Section J.4, page 125 states that “Sustainable Peace will serve as USAID/Ethiopia’s operational and strategic platform given the expected emergence of a direct programmatic gap with the anticipated departure of the USAID/OTI Ethiopia Support Program (ESP).” Would USAID consider sharing project reports from ESP in order for Offerors to effectively design a follow-on approach to current activities?
USAID/Ethiopia Response: Offerors do not necessarily need OTI ESP project reports. Rather, going to the USAID/OTI website and understanding the program objectives and how those relate to the Sustainable Peace Activity would suffice to design possible interventions that could be considered complementary.
2. We understand that the 2012 Conflict Assessment Framework (CAF) has been updated for 2022 release. Is USAID in a position to share the updated Framework?
USAID/Ethiopia Response: An updated CAF 2022 version is not yet available.
3. (Page 127, J.6.2 Cross-cutting Objective 5) Can the offeror propose using grants under contract to carry out aspects of the research and analysis component?
USAID/Ethiopia Response: USAID/Ethiopia would like the proposal to have budgets for the research and analysis component separate from the GUCs line. The research and analysis component may be under the contractual/consultancy line item or other as preferred by the offeror. This is because USAID sees the assessments as iterative exercises.
4. (Page 129, J.7.2 Critical Assumptions) The solicitation includes the following critical assumption: “Restrictions on support to GOE entities will limit areas of work and shift over time.”. Can USAID confirm if universities are categorized as GOE entities and thereby restricted from implementing activities and/or receiving grants?
USAID/Ethiopia Response: While some universities would likely be categorized as GOE entities, the determination as to whether they could receive USAID-funded assistance would be made on a case-by-case basis at a particular time. Even if a particular university is determined ineligible for assistance (including funding, in-kind support, and technical assistance), the work plan could incorporate activities that involve non-assistance meetings and engagement with the university.
5. (Page 43, Grants Under USAID Contracts) Can USAID clarify whether a named, local, nongovernmental consortium subcontractor who is implementing proposed interventions on one program objective (Obj X) may also be eligible to be a potential grantee for work on a separate program objective (Obj Y) for which they are not under contract to perform?
USAID/Ethiopia Response: Yes, a subcontractor who is implementing under one program objective may also be eligible to be a potential grantee on another program objective. Grants under contract must be compliant with the GUCs manual. Selection of sub-contractors and sub-

USAID Sustainable Peace (SP) Activity AMENDMENT NO. 0002 – Questions and Answers grantees will need the approval of the CO or COR and will be subject to the threshold specified under H.21.B.
6. Section V.1, page 104 states, “Any subcontracts directed to achieving the technical objectives of the award should be captured in the same manner as grants.” Could USAID please clarify if the Small Grants Activity Cycle and narrative should include details of a subcontracting cycle in addition to those of small in-kind grants? If so, would USAID consider extending page limits to provide adequate space for this additional information?
USAID/Ethiopia Response: Yes, details of a subcontracting cycle in addition to those of small in-kind grants should be included.
Regarding the page limit extension, there is no change to the page limit.
7. Page 101, L.11.2 (IV) Can offerors submit a case study about Ethiopia, rather than similar to Ethiopia? Guidance states that the case study should provide a “relevant, previous activity… in a context similar to Ethiopia.”
USAID/Ethiopia Response: Yes, USAID will accept case studies from Ethiopia.
8. Section L.11.2 (page 99) lists the “Draft MEL Plan.” Would USAID please confirm that the activity monitoring, evaluation, and learning plan (AMELP) draft (page 103) is the same document?
USAID/Ethiopia Response: USAID/Ethiopia confirms that the “Draft MEL Plan” and the “AMELP” are the same.
9. Page 113, L.12, (7)(VII) Can USAID please confirm that offerors should provide a list of all known subcontractors, sub awardees, and resource partners with whom they are currently engaged? Or if USAID would like a more extensive list, may offerors provide a list of subcontractors, sub awardees, and resource partners from the past three years?
USAID/Ethiopia Response: USAID expects a list of all relevant subcontractors and sub awardees with whom offerors are currently engaged.
