ATTACHMENT 1 - Responses to Questions
Questions and Responses:
Question 1: In accordance with L.11 EXPLANATION TO PROSPECTIVE OFFERORS we kindly ask you to clarify the following questions referring to RFP No. 72065618R00018 –
“Design Review and Construction Oversight for Three Intermediary Warehouses in Zambezia
Province”:
- At B.2 - It’s mentioned “the period of performance is eighteen (34) months, including the warranty period. (we assume the word “eighteen” is a typing mistake).
- At F.2 – It’s mentioned “The period of performance is thirty-four (34) months. The contractor must begin performance on the effective date of the award and complete all activities within 34 months from the effective date of the contract. There will be an additional one-year warranty period for each site as described above.
The period of thirty-four (34) months includes the warranty period for each site or there be one additional one year 12 (twelve) months period to the thirty-four (34) months for warranty period, meaning that the total duration of the assignment will be forty-six (46) months?
Answer 1: At B.2 - The period of performance is up to thirty-four (34) months, plus the warranty period (the word “eighteen” is a typing mistake).
At F.2 - The period of performance is estimated to be up to thirty-four (34) months. The warranty period for each site is one additional year (12 month period) following provisional handover of each site, meaning that the total duration of the assignment could be up to forty-six
(46) months. Also, see annex 1 for example timeline. The timeline will be further defined following completion of the design review process.
Question 2: At B.3 Activities are:
Design reviews of the Erego-Ile, Mocuba and Mopeia intermediary warehouses:
Full time oversight services for Erego-Ile Intermediary Warehouse construction:
Full time oversight services for Mocuba Intermediary Warehouse construction:
Full time oversight services for Mopeia Intermediary Warehouse construction:
Warranty and liability period for Ile, Mocuba and Mopeia:
Can you please specify the envisaged time schedule for each of the above-mentioned activities?
Answer 2: See annex 1 attached herewith for an illustrative (example) implementation schedule.
The exact timeline will be further defined following completion of the design review process.
Question 3: At 1.2 Key Personnel – Basic Requirements it’s mentioned:
Site Engineers (Civil Engineer), Three (3) total, one per warehouse: At least 7 years of construction oversight experience in Mozambique with relevant experience in large scale buildings.
At III. SPECIFIC OVERSIGHT REQUIREMENTS
At paragraph 5 it’s mentioned “A Site Engineer with a minimum of 10 years of oversight experience must be placed at each site”.
What time experience shall be considered, 7 or 10 years? Is it mandatory the 7 or 10 years’ experience to be in Mozambique?
Answer 3: The Site Engineer must have a minimum of 7 years of professional experience providing oversight services in Mozambique.
Question 4: L.10 ELIGIBILITY CRITERIA: - Local License and Certification Compliance.
It’s mentioned:
“(1) A&E Consultant License “Alvará de 4a Classe de Consultor de Obras Publicas”: Class IV, issued by the Ministry of Public Works”.
Is “Alvará de 4a Classe de Consultor de Obras Publicas” applicable also to foreign companies or only to local companies?
Answer 4: Any offeror willing to submit a proposal must register locally with the appropriate professional bodies to legally do business in Mozambique. Foreign companies registered and operating in Mozambique must hold a Class IV License, issued by the Ministry of Public Works before they submit a proposal in response to this solicitation.
Question 5: I have a question about the Combined Synopsis/Solicitation posted to FBO under solicitation number 72065618R00018. I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
Answer 5: There is no incumbent contractor currently performing these services. This is a new requirement.
Question 6: Kindly advise if South Africa companies can tender on their own; or if they can partner with Local Mozambique companies.
Answer 6: South African companies can tender on their own as long as they meet the eligibility criteria stated in L.10 of the solicitation, page 62. They can also partner with Local Mozambican companies.
