About this file
This document contains questions and answers related to a solicitation for the USAID/Ghana Feed the Future Ghana Trade and Investment Activity. The Activity seeks to improve Ghana's enabling environment for economic growth through facilitating export-oriented trade, improving product standards, catalyzing investments in agriculture enterprises, promoting job creation among women and youth, and increasing foreign exchange revenues from exports. Key details include: Offerors must submit a separate two-page executive summary in addition to the 20-page technical proposal limit; budgets should include $10 million total for optional CLIN scenarios exercised after award; detailed budgets are required for all subcontractors; references can include up to five from the prime and subcontractors; descriptive data has been removed as a requirement; training plans and related budgets should be proposed; and work should focus on supporting Ghana's alignment with the African Continental Free Trade Agreement through engagement with relevant government bodies.

Trade & Investment Solicitation - Questions from Industry - Amendment 0002 # Question Answer
In its responses to Question 36 and Question 92 USAID indicates that Offerors should now submit a 2-page executive summary exclusive of the 20-page limit, however, it appears as though section L.5.b (5) of the revised RFP was not updated to include this requirement. Would USAID please share the revised solicitation that includes this language?
You may submit the 2 page Executive Summary execlusive of the technical approach. See revised
RFP.
We understand from USAID’s response to offeror’s Question 15, that in preparing a budget for the scenario of the Optional CLIN being exercised at award, “Offerors must budget $10 million for 5 years.” In preparing a budget for the scenario of the Optional CLIN being exercised at the start of Year 2, should offerors budget that same $10 million over 4 years, or is it USAID’s expectation that offerors should budget a prorated amount of that full $10 million, given the shorter period of performance for the Optional CLIN in that scenario (so $8 million if the Optional CLIN is exercised at the start of Year 2, $6 million if it is exercised at the start of Year 3, $4 million it is exercised at the start of Year 4, or $2 million if it is exercised at the start of Year 5)?
$10 million is the total value that should be budgeted per Scenario.
In response to Question 55, USAID indicates that detailed budgets are only required for major subcontractors, however, it appears that Section L.
7.3.8 of the RFP requires that each subcontractor submit a detailed budget. Can USAID please confirm that detailed budgets and narratives are required for all subcontractors?
Yes
Question 36, USAID states “the additional requirement that all Offerors must submit a two-page Executive Summary, as contained in the revised RFP in Section L.5.b(5).” However, Section L.5.b(5), refers to a 2 page cover page and a 2 page cover letter, and but not an executive summary. Can USAID clarify where the executive summary should be placed?
See response to question 1 above.
Question 47, USAID states that contractors must provide training plans after award. Can USAID clarify if contractors should budget for both off-shore (U.S.
based and third country training) and in-country training as part of the cost proposal?
Please propose an approach that you believe best meets the requirements.
RFP Page 131, Section L.6.c.(1)i. Can USAID clarify if offerors can submit 5 references in total, including sub-contractor references, or if the 5 references are limited to the prime?
5 references total
RFP Page 129, Section L.6.a.(2) Result. Can USAID clarify the term “descriptive data”?
Please provide data that you deem relevant that will support the result. See revisions to the RFP that removes the use of the term "descriptive."
In response to Question 36 of Attachment 1, USAID states that Offerors must provide an additional two-page Executive Summary and directs Offerors to the revised RFP in Section L.5.b (5). However, we do not see any instructions for the Executive Summary at that reference. Could USAID provide instructions on this additional requirement?
See response to question 1 above.
In response to Question 72, USAID indicated that activities should be focused on the national level with the Government of Ghana. However, the scope of the revised SOO still reads that the Contractor must “support capacity building and policy initiatives of the Secretariat of the new African Continental Free Trade Agreement (AfCFTA) and Ghana’s alignment to the Agreement.” Did USAID intend to amend the SOO and delete the reference to the Secretariat?
As indicated, the work with the Secretariat is focused on supporting the government of Ghana align with AfCFTA.
All work on interventions with AfCFTA, the Secretariat, or GOG bodies charged with working with AfCFTA should be focused on helping Ghana align its policies and regulations to those of AfCFTA, ensuring that it can meet AfCFTA requirements, and ensuring that Ghana can effectively advocate for its own interests in the Secretariat.
In Attachment 1, the answer to question 36 states that “offerors must submit a two-page Executive Summary, as contained in revised RFP in Section L.5.b(5)”.
However, the Revised RFP Section L.5.b.(5) does not include this requirement of 2-page Executive Summary in Technical Volume. Can USAID please confirm that offerors are required to provide a 2 page executive summary that is separate from and is in addition to the 20-pages allotted for the Performance Work Statement
(PWS)?
See response to question 1 above.
