USAID would like to clarify the following points that were discussed in Amendment 01:

Original Question #66 (12/19/2019): Section L.7.2, p157 states that “The Offeror (including all partners of a joint venture) must provide performance information for itself, the Contractor teaming arrangements, if any, and each major Subcontractor…” Would USAID confirm if offerors must submit copies of teaming agreements for major Subcontractors? If so, could

USAID confirm that this would go in the Cost Volume?

USAID Response/Clarification - Original Question #66: Please note, teaming arrangements specified on page 157 of the RFP are under Factor 4 - Past Performance. Teaming arrangements documentation should not be submitted with the cost proposal. Refer to Section L.8 Cost

Proposal Instructions, Part 5, Joint Venture Information page 165 of the RFP that requires teaming arrangements to only be acknowledged, within the cost proposal.

Clarification Question 1: If all is required, we respectfully request USAID remove the eight-page limitation from Annex F to allow offerors to include all of the required information and documentation or allow for a new Annex I to present these documents. For example, one teaming agreement can be more than eight pages and local registration documents for one organization could also exceed this limit.

• USAID’s response to question #38 confirms supporting documentation demonstrating local organizations meet at least one of three criteria to be considered a local organization/firm must be submitted as an Annex to the technical proposal.

USAID Response to Clarification 1: To allow offerors to submit the required Local

Organization registration documents a new Annex I will be permitted.

Clarification Question 2: We would appreciate USAID’s clarification with respect to the information and documentation that should be included in the technical proposal Annex F

Subcontracting Plan.

• USAID’s response to question #58 “The Subcontracting Plan should be a detailed account of the technical contributions any proposed subcontractor will have in the activity. All cost information for Prime and Subcontractors will be included in the Cost

Proposal’s Budget Narrative and Detailed Budget.”

USAID Response to Clarification 2: Annex F is the Subcontracting Plan under Factor 3 –

Management Approach and Staffing Plan. The subcontracting plan should be a detailed account of the technical contributions any proposed subcontractor will have in the ICYD Activity.

Clarification Question 3: We respectfully request adherence to the original and amended

RFP’s instructions which includes presentation of Key Personnel information only in Annexes C and D and that their qualifications/experience be evaluated only under Factor 2. Alternatively, if a Key Personnel narrative is now required for evaluation Factor 2, we respectfully request additional pages allocated to this new section.

We would appreciate USAID’s clarification with respect to where Key Personnel

Qualifications/Experiences information should be presented and under which factor it will be evaluated as USAID’s responses to original questions #50, #51, #52, and #70 appear to conflict.

• USAID’s response to Original Question #50 states “Offerors must include Key

Personnel qualifications and experiences within the stipulated 40 pages.”

• USAID’s response to Original Question #52, which asks “Can USAID confirm that the 40-page limit for the Technical Proposal includes only Factor 1: Strategic and

Technical Approach (Not to exceed 25 pages) and Factor 3: Management Approach and Staffing Plan (Not to exceed 15 pages)” refers Offeror’s to the response to

Question 51 which, as the question was asked, indicates Factor 2: Key Personnel

Qualifications/Experiences should be presented in Annexes C and D.

• USAID’s response to Original Question #70 states “Resumes of proposed Key

Personnel, and Letters of Commitment are required to be attached as Annexes C and

D. Requirements of the Staffing Plan under Factor 3, however, requires Offerors to justify the selection of proposed Key Personnel demonstrating how the balance of skills and expertise between technical and support staff will enhance the implementation and achievement of the Activity objectives and results proposed in the Offerors’ Strategic and Technical Approach.”

• The original and amended RFPs do not require offerors to justify the selection of proposed Key Personnel in Factor 3. Section L for Factor 3 states “The Staffing Plan must include Key Personnel (KP) and other technical and support staff with an appropriate balance of skills and expertise describing the respective technical and/or management roles and expected contribution of key technical and support staff to the achievement of ICYD results, including the lines of authority and communication.”

We understand this to refer to the skills and expertise needed among positions (not proposed, named personnel) in the staffing plan and organizational chart.

• We also note that Section M Evaluation Criteria for Factor 3 does not include criteria on Key Personnel (which is evaluated under Factor 2), but rather, is evaluating “an organizational chart that identifies sufficient positions necessary to achieve expected results. The organizational chart and positions proposed must demonstrate a balance between technical and managerial functions, as well as between the basic education and PEPFAR programming components of the ICYD Activity.”

USAID Response to Clarification 3: With regard to questions pertaining to Key Personnel, please note, Factor 2, Key Personnel Qualifications/Experiences information should only be submitted in Annexes C and D. Key Personnel will only be evaluated under Factor 2.

Clarification Question 4: Since the agency has removed the subcontract reporting requirements in section F.4, item 12, will USAID please confirm that the following clauses and solicitation requirements shall no longer apply.

Page | 4

• Section I.1 52.219.8, 9, 16, AIDAR 752.219.8, Section M.6 and Factor 3, Annex F for other than small businesses.

• Original Question #43: Per FAR 19.702 paragraph (b)(3), subcontracting with small business requirements and small business subcontracting plans are not required “For contracts or contract modifications that will be performed entirely outside of the

United States and its outlying areas...” As this contract will be performed entirely in

Uganda, is it possible to remove FAR 52.219-2 and the other small business subcontracting plan requirements?

• USAID Response #43: Page 56, FAR 52.219-2 has been deleted from section F.4, Project Deliverables of the RFP. This change is reflected with a revision in the RFP, see pages 55-56.

USAID Response to Clarification 4: Small Business (SB) subcontracting clauses are sustained.

Offerors are required to submit a SB subcontracting plan in accordance with FAR 19.702, please refer to Annex H ESRS and Small Business Utilization on page 158 Amendment No. 1 of the

RFP. USAID chooses to utilize US Small Business overseas, as primes and subs.

Clarification Question 5: Will USAID please confirm that the reference to subcontracting plan is not a Small Business Plan, but rather a Subcontracting Management Plan. If so the description in Factor 3, Annex F, should be removed in its entirety as requested above.

• Original Question #58: Page 153 requires that offerors include a Subcontracting Plan as Annex F to their Technical Proposal. Because Subcontracting Plans will include cost information, would USAID agree to move this annex to the Cost Proposal.

USAID Response to Clarification 5: See response to clarification question 2.

Clarification Question 6: As stated above please confirm that USAID is referring to a subcontract management plan and not a small business subcontract plan as defined in FAR part

52.219.9.

USAID Response to Clarification 6: See response to clarification question 2.

Clarification Question 7:

• Original Question #66: Section L.7.2, p157 states that “The Offeror (including all partners of a joint venture) must provide performance information for itself, the

Contractor teaming arrangements, if any, and each major Subcontractor…” Would

USAID confirm if offerors must submit copies of teaming agreements for major

Subcontractors? If so, could USAID confirm that this would go in the Cost Volume?

USAID Response to Clarification 7: As stated above, teaming arrangements documentation should not be submitted with the cost proposal.

Clarification Question 8: Also, will USAID confirm that the correct date and time for the technical proposal submission is February 10, 2020, 4 pm, est. Note: Section L.6 b states

January 30, 2020.

USAID Response to Clarification 8: The technical proposal submission due date is

February 10, 2020 at 4:00pm ET Washington, D.C.
