Questions and responses to the MOH Support: Accountability and Partnerships RFP
1. F.5 KEY PERSONNEL: The section indicates that the Contracting Team should consist of at least One International and One Ugandan expert. The cover page of the RFP states that "USAID Uganda is seeking proposals from Qualified Local Entities". Please help to reconcile the two positions.
USAID/Uganda Response: Seeking proposals from qualified local entities does not preclude the need for at least one international expert. The requirements from this assessment need an international expert with different lenses thereby avoiding any local context bias.
2. L.3 PRICE PROPOSAL: In this section it is stated that "Please note that contract performance is at Kampala and the contractor will not be required to travel beyond that for this work". The District Local Governments are the most important partners to the
MoH in improving health outcomes. There is therefore need to interact with a sample of
District Local Governments to explore possible gaps in partnerships and stewardship.
Please advise.
USAID/Uganda Response: The Scope of Work is focusing on the Ministry of Health at the center in Kampala. Any connections with the outside systems should be viewed from
MOH central lenses. The Scope of work has been revised to make the objective of this activity clearer. A revised RFP has been issued on FBO.gov to include this change.
3. Is the proposal should be a project that is looking forward to solve a problem in the health sector.
USAID/Uganda Response: The key objective of the Contract is to support an assessment of internal governance systems and procedures of MOH, to identify issues and shortcomings and provide guidance on how to address areas in need of reform to ultimately allow MOH to function with greater accountability, good governance and transparency. To accomplish this, the Contractor will conduct an assessment at MOH to ascertain the current status of internal governance systems and procedures. From this assessment, the contractor will put together an assessment report that will inform
USAID’s next steps subject to availability of funds. The Scope of work has been revised to make this objective clearer. A revised RFP has been issued on FBO.gov to include this change.
4. Can private entities apply?
USAID/Uganda Response: Private entities can apply as long as they qualify as local entities.
5. The page front page indicates that all offerors must have a DUNS number and be registered in SAM before submitting their proposal. Our company is part of a consortium with a US firm. Can we submit through our affiliate, or are we required to register our local firm with SAM and get DUNS?
USAID/Uganda Response: For purposes of this RFP, USAID/Uganda is seeking proposals from qualified local entities. Therefore, such local entities must have a DUNS number and be registered in SAM before submitting their proposal.
6. We noted that the contractor will not receive first payment until after all field work, inception report, and oral presentations are made. This would be almost halfway through the contract. Is this flexible? For example, could 20% be made at the point at which the inception report is delivered and 20% at the time of the oral presentation?
USAID/Uganda Response: The first payment of 20% shall be paid at Deliverable 2 -
Carry out assessments, systematic reviews of structures and carry out interviews in consultation with the Contracting Officer Representative (COR) and submit an Inception
Report. The second payment of 20% shall be paid at Deliverable 3 – Oral Presentation of findings. A revised RFP has been issued on FBO.gov to include this change.
