SECTION C – STATEMENT OF WORK

C.1 BACKGROUND/CONTEXT:

Following the new senior MOH leadership request to the United States Government (USG) and subsequent positive response by the U.S. Ambassador to Uganda, the USG has pledged to support MOH efforts in several areas. Specific to this assignment, the USG intends to support the MOH leadership in improving engagement of strategic partnerships and reforms.

USAID/Uganda has over the last decade provided support to improve Uganda's health outcomes at both central (national) and local government (district) levels focusing on policies, institutions and structures that are critical to well-functioning health systems. In the current USAID Uganda Country Development Cooperation Strategy (CDCS 2.0), support to health outcomes was premised on the hypothesis that structurally sound, functioning health systems and quality service delivery that is both available and accessible to Ugandans is essential to effective use of health services, which in turn leads to improved health outcomes of Ugandans. Support to strengthened strategic partnerships and reforms at the MOH serves as one the foundations for these efforts. Effectiveness of support to improve strategic partnerships and implement reforms is dependent on understanding the gaps and challenges.

C.2 PURPOSE:

The purpose of this statement of work (SOW) is to carry out an assessment to support the Ministry of Health (MOH) build capacity for enhancing critical strategic partnerships and implement reforms that lead to Uganda's vision 2040 of a healthy and productive population that contributes to socio-economic growth and national development. The assignment will illuminate critical challenges and gaps in the system that allow MOH to have strategic thinking and direction of interventions that are within the manageable interests of the sector to contribute towards improving health outcomes in Uganda.

C.3 OBJECTIVE:

The key objective of the Contract is to support an assessment of internal governance systems and procedures of MOH, to identify issues and shortcomings and provide guidance on how to address areas in need of reform to ultimately allow MOH to function with greater accountability, good governance and transparency. To accomplish this, the Contractor will conduct an assessment at MOH to ascertain the current status of internal governance systems and procedures. From this assessment, the contractor will put together an assessment report that will inform USAID's next steps subject to availability of funds.

Key results expected from the contractor should cover at a minimum the following areas:

1. Develop MOH capacity for strategic planning, including its ability to forge public and private sector partnerships. This will allow MOH to, among other things, identify opportunities with the private sector, foundations and NGOs, to link and synergize resources, expertise and creativity. Such partnerships can provide a growing share of finance, human capital and other resources upon which MOH can draw to provide quality services, support local governance, and improve overall accountability.

2. Provide technical assistance to improve governance and leadership support, through:

a. Supporting bi-annual health accountability forums between local governments including District Health Offices (DHOs) and facility In-charges, Chief Administrative Officers (CAOs) and local leaders, the central MOH, regional referrals and other key departments and agencies of health;

b. Supporting targeted leadership training for senior managers at MOH, Directors of referral hospitals, DHOs and selected In-charges that foster performance, quality improvement, and managing for results

3. Provide support to MOH to define and fulfill its role in the leveraging resources from the private sector. MOH should leverage current private health sector investments to shape the broader health system in order to respond to Ugandan citizens' health needs.

4. Provide support to MOH to improve the value of healthcare in Uganda with proven interventions, implemented with quality methods, aligned to National Health Sector Quality Improvement Framework and Strategic Plan 2015/16 -2019/20.

5. Supporting MOH to switch focus on prevention as a sustainable platform to lessen the disease burden. Increased prevention focus will accelerate Uganda's movement towards Universal Health Coverage (UHC) with essential health and related services needed for promotion of a healthy and productive life left for fewer users.

C.4 METHODOLOGY:

This assessment will largely be executed using qualitative data collection methods. The team will conduct a systematic review of different planning, implementation, performance, research and reporting documents; and analysis of relevant data sets that can provide vital information targeting partnerships and reforms available on the Ministry of health website - http://health.go.ug/publications

Key informant interviews; this will be conducted with key strategic stakeholders to fill in any gaps and to answer questions of why and how that may be identified through the literature review.

The assessment team may propose improvements to the methodology in which they specify the methods to be used to answer the assessment questions, at the level of specificity required.
