Subject: Request for Information (RFI) and Market Research for Local Zambian

Organizations working in HIV Treatment.

To all Interested Respondents/Parties:

The U.S. Agency for International Development’s Mission to Zambia (USAID/Zambia) seeks to collect input from “local partner” (as defined below) interested Respondents who may provide comments, opinions, and recommendations in response to this RFI. USAID is seeking to identify local, Zambian based implementing partners that are capable of supporting USAID and PEPFAR goals of achieving 95/95/95 by implementing the activities described below. The information provided will be used to help guide future planning decisions. The requested information will not be shared publicly.

The United States Government, through the President’s Emergency Plan for AIDS Relief

(PEPFAR) has established the goal of achieving HIV epidemic control for all of Zambia by

September 30, 2019. In order to achieve this country-wide objective, 95 percent of all HIV positive individuals must know their HIV status, 95 percent of those individuals must be initiated on treatment, and 95 percent of those on treatment must be virally suppressed. These targets must be met for all age and sex groups in every PEPFAR support district.

To achieve these targets and maintain the results in a sustainable approach, USAID

Implementing Partners must employ optimized, high yield testing approaches, rapidly initiate all who test positive, develop and bring to scale systems to make treatment adherence as patient friendly as possible, and scale up viral load testing for routine clinical monitoring. Specific focus must be placed on HIV Testing and Support (HTS) strategies to target hard-to-reach populations, as well as HIV prevention services.

As potential offerors, we invite you to provide a one-page cover-page and three-page capability statement that quickly highlights how your organization can support the USAID and PEPFAR objectives of 95/95/95 as described above, as well as the provision of HIV prevention services for those who are not HIV infected. Additionally, each offeror must submit (and provide supporting documentation to USAID) whether or not it believes it meets all of the following

PEPFAR definition of “local partner”1:

Yes/No (1) is incorporated or legally organized under the laws of, and has its principal place of business in, Zambia;

individuals who are citizens or lawfully admitted permanent residents of Zambia;

corporations, partnerships or other arrangements that qualify as “local partners”; or

o A “parastatal” organization is a fully or partially Zambian government-owned or -funded organization. Such enterprises may function through a board of directors, similar to private corporations. However, ultimate control over the organization rests with the Zambian government.

Yes/No (3) at least 75% of the entity’s staff (senior, mid-level, support) must be citizens or lawfully admitted permanent residents of Zambia and at least 75% of the entity’s senior staff
