SUBJECT: The U.S. Agency for International Development (USAID) in Mexico (USAID/Mexico), requests the services of an individual or company (hereafter referred to as Offeror) to provide career transition support services for Mexico-based staff.
Dear Prospective Offerors:
The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers for career transition support services for staff under the contract as described in this solicitation.
Offers must be in accordance with Sections I through VII of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records.
Any questions must be directed in writing to the Point of Contact specified in the attached information.

STATEMENT OF WORK
Staff Transition Support / Mexico
II. BACKGROUND
To provide comprehensive career transition support (Mexico-based training, coaching, certification, networking, and job search assistance) to USAID/Mexico’s staff of Foreign Service
Officers (FSO), Locally Engaged Staff (LES), and U.S. Personal Service Contractors (USPSC).
Employment for five staff (3 FSOs and 2 USPSC) will end between July 1st and September 2nd.
USAID/Mexico expects to request services for 35 individuals. The contracted amount will be pro-rated to the cost of actual participants.
In accordance with Agency-wide guidance, all USAID/Mexico locally hired staff have been issued a Notification of Termination of Employment. Foreign Service Officers are currently subject to Reduction in Force notices. To support these staff in navigating the labor market post-employment, USAID/Mexico seeks to offer a tailored career transition package that includes professional development and job-seeking assistance.
III. SCOPE OF WORK
The Offeror shall deliver a structured career transition program that includes soft skills training, career coaching, certification facilitation, and job search support. The program should include a combination of group training and individual coaching. Services should include support to transition from USAID to regionally and Mexican-based international organizations, international and Mexican nonprofit organizations, and the private sector companies.
Group sessions may be delivered in Spanish. Individual sessions must be available in Spanish or
English, according to the request of the participant.
IV. DELIVERABLES:
The Offeror shall deliver a structured career transition program that includes soft skills training, career coaching, and job search support based on a combination of group training and individual coaching.
1. Personal branding: Analyze and provide recommendations to optimize participants’ professional profiles (e.g., résumé writing, LinkedIn, professional profile assessment).
2. Strategic training and skills development: Deliver a training package on essential market-facing skills (e.g., communication, adaptability, leadership, résumé writing, LinkedIn, job search strategies). Conduct interview preparation workshops and simulations.
3. Job market research, positioning, and placement support: Offer regional and Mexico-specific individualized job search assistance, including research on employment options and individualized coaching. Services include industry-specific headhunter engagement, though job placement is not guaranteed.
Deliverable Schedule: To be proposed by the offeror.
V. COORDINATION AND OVERSIGHT
The USAID/Mexico Contracting Officer and the Contracting Assistant will act as the Activity Managers. The Activity Managers will evaluate all deliverables to ensure they are, in form and substance, acceptable to USAID and recommend the release of any payments.
Period of Performance The period of performance will be from July 1st to August 15th, 2025. If necessary, the period of performance can be modified at no cost to comply with the delivery of the final products.
Schedule of Delivery and Payments Available to be negotiated in accordance with the terms of a firm fixed price contract.
VI. APPLICATION AND SELECTION CRITERIA
Proposals must include a detailed agenda for the provision of deliverables along with an explanation of the timeline and methods of instruction or consultation.
The following must also be included as attachments:

● Affirmative statement of SAM.gov registration or affirmation that registration is in progress
Offers must be received by the closing date and time specified in Section I, item 3, and submitted to the Point of Contact in Section I, item 8. Offerors should prominently reference the Solicitation number in the offer submission.

In accordance with USAID procurement procedures, only offerors determined to be shortlisted or otherwise considered for award may be contacted. Offerors who are not contacted should consider their submission unsuccessful. Due to the volume of responses received, individual notifications or feedback will not be provided to non-selected offerors. USAID appreciates the interest and effort of all offerors in participating in this solicitation.
VII. TERMS AND CONDITIONS NOTICE LISTING CLAUSES INCORPORATED BY REFERENCE
This contract will incorporate one or more clauses by reference (by Citation Number, Title, and Date) in accordance with the clause at FAR "52.252‐2, with the same force and effect as if they were given in full text.
