RFP 72049219R00009 Amendment no. 4 Evidence‐Driven Collaborating, Learning and Adapting (ED‐CLA) at USAID/Philippines
ANSWERS TO ADDITIONAL QUESTIONS RECEIVED ON ED‐CLA RFP
219. Key Personnel Biographical Data Sheets and Letters of Commitment are listed as annex to the
Technical Proposal in Question 119, however, in the amended RFP, per page 106, both Employee Biographical Data Sheets and Letters of Commitment for Key Personnel are listed as a part of the Cost Proposal. Could USAID please confirm that Letters of Commitment should be included as an annex to the Technical Proposal and Employee Biographical Data Sheets should be included as an annex to the Cost Proposal?

220. Per the answer to Question 215, the requirement for “the capability of the Offeror to respond rapidly to requests for task orders and perform required supplemental technical assistance without hindering performance under the completion portion of the contract” has been moved to the Management Approach section. However, the amended RFP on page 99, under Section L.5. 3 Content, does not reflect this change as the following language is still included:
“The Offeror must describe its capacity to respond to requests for task order proposals and perform task orders under CLIN 2 – On‐Demand Services, and describe how it will mobilize and augment resources should USAID order level‐of‐effort under CLIN 2. Offerors must also describe how potential orders would relate to, or affect, efforts being carried out under the other contract CLIN in terms of management and technical performance.” Could USAID please confirm that the description of the capacity of the Offeror to respond to task orders should only be included in the Management Approach?

221. Per the answer to Question 166, Offerors that have CPARS only need to submit a list containing the contract names and contract numbers as an annex to the Technical Proposal.
However, in the revised RFP, per page 105, this list is required under the Cost Proposal. Can USAID please confirm that past performance should be included as an annex in the Technical Proposal and Part 6 – Past Performance on page 105 of the amended RFP should have been removed?

222 Could USAID also confirm that if an Offeror/major subcontractor does not have CPARS, they should complete Attachment 3 for any past performance and submit it as an annex to the Technical Proposal?

223 Can USAID clarify if Key Personnel CVs are required to have 3 or 4 supervisory references? Per the answer to question 150, USAID indicates that only 3 supervisory references are required, but in the amended RFP on page 97, the required number of supervisory references is still 4.

227 Can you clarify why clause B.5 was removed in the latest amendment as well as the requirement to propose 8,000 days over the life of the contract as previously stipulated under L.6 Part 3? It appears that there is longer a LOE requirement to be applied to pricing CLIN 2 – is that understanding correct and if so can any LOE be applied in constructing an estimated cost for CLIN 2? Alternatively, should we assume that the contract ceiling is fixed at $13m and the CLIN 2 in combination with CLIN 1 cannot exceed that ceiling?
The Mission estimates that CLIN 1 will account for one third of the total contract cost over the 3‐year base and 2 one‐year options period. The activity is estimated at $13M total (CLIN 1 and CLIN 2) combined.
228 The addition of $25,000 as an assumed cost for Portfolio Management solution software over the base period of the contract is noted. Is the plug figure to be “spread” as $8,333.33 per base period year or $25,000.00 per based period year totaling $75,000.00?
The plug figure for the Portfolio Management Solution Software is $25,000 total to be allocated throughout the 3‐year base period
