Solicitation #72044020R00001 Amendment 3 USAID Improving Private Sector Competitiveness

Specific amendments in the RFP in Block 9A are as follows:

1) Replace Section L.6 A with the following:

“A. ORGANIZATION OF THE TECHNICAL PROPOSAL

The written Technical Proposal is limited to 40 pages and must be written in English. A page is defined as one side of a sheet, 8.5 inch by 11 inch (210 mm by 297 mm), with at least one inch margins on all sides, using not smaller than 11-point type. An 8-point type is acceptable for graphics and tables provided that it is legible. Number each page consecutively. A page in the technical proposal that contains a table, chart, graph, etc. is subject to the 40-page limitation. Failure to comply with the solicitation’s instructions, and any deviation from the RFP’s requirements and prescribed format may be considered a material omission, and could result in the proposal’s exclusion, rejection, or determination of eligibility.

Not included in the 40-page limitation are the following:

● Cover Page;

● Cover Letter;

● Executive Summary;

● Table of Contents;

● Acronym List;

To be included in the Annexes (total page limitation is 65 pages):

● Resumes, references, and tables that summarize detailed qualifications of proposed Key Personnel;

● Management Structure Organizational Chart(s);

● Statement of Intention and Availability of Key Personnel;

● Past performance report forms and references, past performance in using small business concerns;

and,

● Quality Assurance Surveillance Plan (QASP).

All information from appendices must be referenced in the technical proposal. USAID will not review and consider any additional annexes or pages provided.”

2) Replace the bullet (a) of Section L.6 B. (a) with the following:

“(a) EVALUATION FACTOR 1: TECHNICAL REQUIREMENTS (not to exceed 30 pages)”

3) Replace Part 1. Proposed Performance Work Statement in Section L.6 B. (a) with the following:

“Part 1. Proposed Performance Work Statement

The Offeror must provide a Performance Work Statement (PWS) not to exceed 15 pages (within the overall 30-page limitation of this Factor) that details what the offeror will do to achieve the stated objectives and expected results outlined in ATTACHMENT J.1, Statement of Objectives (SOO). The PWS must clearly articulate what actions the Offeror will perform, what will be achieved and when (tie to the indicators listed in Section C.5 of the SOO), and what the offeror will do to ensure sustainability of these actions. The Offeror must include a summary of the performance work elements in the PWS in a matrix format.

Offeror are required to utilize language of mandatory obligation (“must” versus “will”, “should”, or “may”).

The final [negotiated] PWS of the successful offeror will be inserted in its entirety into Section C of contract, therefore offerors must not include any language that is proposal specific.”

4) Replace the first sentence of Section L.6 B. (b) h. with the following:

“h. Quality Assurance Surveillance Plan (QASP) (not included in the 40-page limitation – See L.6 A).”

5) Replace the bullet (c) of Section L.6 B. (c) with the following:

“(c) FACTOR 3: PAST PERFORMANCE (not included in 40-page limitation-See L.6 A)”

Questions and Answers

Q1. With respect to Amendment 2, we kindly request clarification on the location of past performance in the technical proposal. In Amendment 1, the response to Question 4 states that the entirety of the Past Performance section is to be contained in an annex; however, the amended Section L.6.B lists Past Performance separate from the Annexes. Could USAID please clarify whether this section should be included in the technical proposal or annexes?

A1. The Past Performance section is to be included in Annexes. See Section L.6 A.

Q2. In Section 4 of Attachment J.2 QASP Template, it mentions that the Performance Requirements Summary Matrix should come from the Proposed Performance Work Statement (PWS). However, in Section L.6 of the RFP it doesn’t mention that this matrix must be included in the PWS. Given that there is a 10-page limit on the PWS section and that the Performance Requirements Summary Matrix would take a significant portion of that space, would USAID allow the full Matrix to be in the QASP annex only, and be cross-referenced in the PWS section?

A2. The RFP has been amended to clarify that a summary of the performance work elements will be included in the Performance Work Statement under the format of a matrix. There is no required or preferred format for the matrix as well as the PWS. The Offeror is encouraged to craft their own format that best presents their proposal.
